Autumn 2017 Salary & Employment Index
Market Update NATIONAL 2017 has heralded increased business confidence in Australia and built upon the solid shifts experienced in the second half of 2016 as fears around both Brexit and a Trump led USA have continued to abate. The NAB Business Confidence Index in Australia jumped in January 2017, marking the highest reading since February 2014. Business conditions rose the most in nearly a decade while employment nationally increased to its highest level since 2011. Across the country IT hiring, with the continued impact of digital transformation investments, has showed no signs of slowing. The increased demand for IT talent has meant we’re also seeing a slight shift away from permanent employment opportunities to a preference for contractors as candidates feel confident enough in the economy to leave permanent roles for project work. Similarly, employers need more labour flexibility within the ever increasingly agile environment their transformation projects revolve in. Data scientists and analysts along with UX consultants are among the most in demand roles, demonstrating the enormous emphasis businesses are placing on understanding their customer and optimising their customer’s digital experiences across multiple platforms. The latest available economic data shows Australian states remain split between two tiers, with sustained growth and strength reflected in the south-east states and territories. New South Wales, Victoria and the ACT represent the top-tier in that order, whilst economic conditions are less favourable in Queensland, South Australia and Western Australia (again in that order). The largely underperforming resources sector in each of those states remains the major reason for the economic divide.

NSW has experienced growing business investment, increased retail trade and a construction boom in 2017 so far and this has translated into lower unemployment and the most

robust economic growth in the country. After the Christmas period the IT market in New South Wales has returned to a state of solid demand, particularly in the contracting space. Two skillsets that have shown higher than usual demand have been SAP/ ERP/ CRM as well as experience in Transformation and Change. The SME and Government market sectors are enjoying higher than normal levels of recruitment activity due mainly to the strong economic growth currently being realised in NSW. This level of activity in the market is providing candidates with a growing list of opportunities to choose from across multiple industry domains which is placing further pressure on candidate attraction initiatives. Digital talent, including user experience (UX) professionals, customer experience (CX) consultants, front-end and back-end developers, and visual designers continue to be in high demand. In addition to this, opportunities within large enterprises to work on business transformation programs has seen demand for PMO specialists including Change Managers, Analysts and Consultants to rise. Specialists at all levels with Agile experience are particularly sought after including Business Analysts, Iteration Managers and Coaches. Infrastructure Project Managers, Cyber Security Specialists, Solution Architects and Java and Microsoft Developers round out the current top roles on offer at present.

Unemployment 5.7%
Victoria continues to be one of Australia’s strongest states, particularly around technology and technology vacancies, which have continued to grow and see high demand throughout the year. This trend is continuing to place stress on the active/passive candidate pools, with many customers having difficulty hiring specific technology specialisations, as the ‘war on talent’ intensifies. The investment in Victorian tech organisations has continued to thrive this year, with announcements that David Jones will relocate its operations from Sydney to Melbourne, and with the announcement from the eCommerce giant ‘Ali Baba’ that they have chosen Melbourne as its base for Australian expansion, along with several other overseas tech organisations, this all bodes well in helping promote Victoria as a technology hub that supports and attracts tech startup investment, along with wellknown multinationals. Combine this with continued population growth across Victoria, Melbourne has some of the country’s leading tech talent that all companies are attempting to attract through investment in their internal teams, and along with a variety of social media/video investment. Previous predictions spoke about the rise in demand for IT workers (40,000) to fill newly created roles across the state by 2020, and we are now experiencing a tightening in the candidate market. As economic confidence returns to sector and we move in to a candidate short market, we are finding more candidates are turning down job offers, due to salaries/other opportunities. We remain confident, as previously stated, that Victoria’s IT sector will continue to grow by an over 3% each year over the next six years, which places Victoria above all other states by national averages. Whilst demand is high across Technology, our surveys are indicating that remuneration and contract rates will have moderate growth, with improvements in salaries rising for the first time in past 18 months in most Technology verticals. The areas we expect the biggest percentage increases in the coming months are in the Digital and Data Analytics space, as demand on talent in this space intensifies as more organisations continue to kick-start digital transformation projects. Attraction strategies for most job seekers will be driven by career development, interesting career changing projects, and working with great teams, rather than being driven by remuneration, as predicted in our 2016 forecasts.

Unemployment 6.0%
Queensland has experienced an improvement in economic performance in 2017. The economy is second only to NSW on residential construction and population growth is on the increase. The strong level of home building is providing support for both the job market and consumer and business investment. A number of projects centred around the 2018 Commonwealth Games on the Gold Coast have also had an impact in the Queensland market. Health and education, both privately and within the public service are continuing to be key drivers. Amongst businesses and in the media, there has been a lot of discussions around the start-up scene, entrepreneurialism, and innovation in Queensland. For SMEs and large enterprises, we are seeing more corporations looking to hire multiple roles in permanent digital, agile, and development roles than in previous months. Whilst this has not led to a sudden peak in competition, it demonstrates corporate Australia’s initiative and investment in driving innovation and further adoption of digital technologies. Over the next quarter, we expect this steady growth in IT recruitment to continue as Queensland-based digital and technology teams continue to grow their capabilities to address the changing needs of today’s consumers and businesspeople.

The economic performance of Western Australia continues to reflect the ending of the mining construction boom. The recent turnaround in metal and mineral prices have been the first signs that the economy may have finally turned a corner. Countering this is the looming state election which has led many clients to temper this optimism with a more “wait and see” approach until after the state has gone to the polls.

The tough job markets of recent times, however, have also shown signs of recovery. With a growth in new projects coming online, there is renewed demand for project managers and other PMO staff along with developers and testers in both the ICT and more specialised digital sector. Business analysts and change managers with experience in digital and wider business transformation are also highly sought after.

Whilst the South Australian economy continues to lag the Eastern states, there has been an encouraging increase in business investment although this is yet to translate meaningfully into greater employment opportunites. Hopefully the recent growth in infrastructure projects (including the new defence spending), the recently launched jobs incentive program and current rebound in commodities prices, South Australia may well have turned the economic corner. So far in 2017 we have seen a small decline in opportunities year on year. Along with the volume decline, permanent recruitment has been quite volatile. Contracting roles on the other hand have remained relatively steady on the back of the State government in particular. Their currrent project resourcing has required substantially more contractors than full-time staff. Not surprisingly then, project management and project office resources are in high demand, along with business analysts and developers. Digital, data analytics and change managment continue their emerging presence in SA. Employers should recognise that demand is growing, while supply is low, and the fight for talent will continue to increase in competitiveness in the coming months. Another area showing consistent growth is business intelligence and big data roles, exemplifying the trend among businesses to invest in these technologies and more digital ways of running their business.

The ACT jobs market continues to be the tightest in the country and competition for the best talent, particularly in emerging technologies is fierce. Dampening this positivity, temporarily, is the recent federal government decision to postpone new hires while a review is conducted on all high value projects. This will mean fewer opportunities in the short term but likely create an even more competitive market once this brake is removed. Many ACT roles, on average, already offer higher salaries than other states for digital and IT positions with the trend unlikely to change in the coming quarter. In particular, security personnel, and network specialists are in high demand as greater scrutiny than ever is placed around safe guarding systems and confidential information by both the public and private sector. These roles are increasingly hard to fill, as are data-related roles, including business intelligence and data analytics. Layered across these technical specialisations is a need for project managers and business analysts experienced in these environments. The next quarter will see multiple government departments attempt to draw in the best talent for projects that are given the green light post-review, and also for candidates looking to optimise their return in a competitive market. Despite the temporary lull in hiring it’s an exciting time to be in the IT & digital industry in Canberra, and in this candidate short market, local employers will need to recognise the importance of offering competitive salaries and other lifestyle options to attract and maintain the best talent.
