AYSO Area 1C Meeting Thursday, September 28, 2017 Al Prado call the meeting to order at 7:15 p.m. ● Al reported the August minutes have been approved. Dawn Hlavac from Score discussed the Score and AYSO partnership. ● Official uniform provider. ● Creative i deas: Pink referee collection. Custom referee tees. Custom balls. Etc. Peter Smock delivered the Upper Division report. ● Have completed three weeks of play. o Had a lot of cautions and send offs last week. o Team Scoring is working well. o Ended up with 36 teams and even numbers in every division. o Playoffs will start on 11/6. Scott Davis delivered the Referee report. ● Cautions and send offs. o First week: 12 cautions and 1 send off. o Second week: 17 cautions and 1 send off. o Third week: 21 cautions and 4 send offs. ● Referee Points. o All regions have their referee points for the first half, or are in striking distance. o Will probably need to revise the points threshold to be greater than 6 for next season. ● Assessments o Have been slow so far. o Candidates should get their requests in sooner than later. ● Instruction o Region 40 is teaching a Regional Referee class on 10/1. o Region 60 is teaching a Regional Referee class on 10/8. o Region 88 is planning to hold an Intermediate Referee class. Target date is 10/22. ● Mentoring o Dave Alvarez has sent an email to RRA’s asking them to identify Sr. Mentor candidates for the area’s new Sr. Mentor program, but hasn’t received any responses.

AYSO Area 1C Meeting Thursday, September 28, 2017 ● Issues o Lisa Ducharme brought up an issue regarding a player whose ID had a wrong birth date. The referee decided the player couldn’t play but the coach put the player on the field, issue discovered in the 2nd half. ▪ Scott is aware of the issue and has given the information to Peter to investigate and decide what will happen. o Al reported a coach called and said his players’ ID cards were confiscated because they didn’t have jersey numbers on them. ▪ Both referees and Coaches are responsible for knowing the combined rules ▪ Had the coach known, from the rules, that the jersey numbers aren’t required, he could have respectfully brought that to the referee’s attention. Coach Admin report. ● The road show will be January 5-7. ● Area is looking at other venues beside Arcadia High School. Anne Louit delivered the EXTRA report. ● All the regions are playing. All regions are reporting they’re doing fine. ● Anne wants to express that is program requires a significant amount of RC time. ● No major issues have been reported. ● Anne recommends that teams that aren’t doing well should consider whether or not they want to play EXTRA again next year in the same age division. ● Anne needs to know how many games EXTRA referees are doing and in what divisions. Rolando Morales reported on Interlock. ● Five regions are interlocking: 40, 60, 98, 908, and 1304. ● This is the first time it’s being formally managed by Area. ● This weekend will officially be the third weekend of interlock play. ● Interlock participation is 3 quarters for all players in all divisions. ● Lisa Ducharme reported 908 has several divisions with only one team. o She is asking if other regions have game slots available during their playoffs. 908 teams are willing to travel. Craig Dunkin reported on All-Stars. ● Al renewed his request for regions to document and post their All-Star selection process for both coaches and players on their web sites. He doesn’t expect it to be changed much from previous years. ● Craig thinks the penalty for a missed ref assignment needs to be more serious. o 1st offense: suspend coach for one game. o Repeat offenses: remove one point in the standings for each offense. o Craig asked for this to be voted on at the next Area meeting. Scott and Craig will work on language to put to a vote. Blue Sombrero and AYSOU (LMS) issues and questions ● Lisa reported she accidentally created a fee instead of a discount. o Rolando had a similar experience. He called Blue Sombrero and they took the fee off of the system. ● Al reported Blue Sombrero has committed to having a standard eAYSO style roster by 11/8. ● Anne noted using Blue Sombrero as a Tryout Program for All-Star selection is very effective, and I can assist in helping set that up if regions need it. ● Anne noted there is no way to prevent a player who has NOT played in the Fall Season from signing up for All Stars as BS currently works, so RCs will need to check for that. o One strategy is to turn off regular season registration as of 9/30. ● Al also noted the Volunteer Status Color Key was being distributed for reference. Al discussed Section PDI materials. ● Regions are having different experiences with the Build Out Line. o Dave and Lisa agreed it wasn’t a major issue in regions 60 and 908. o Region 2 is seeing much higher scores in 10U. Frank delivered the Treasurer report. ● There aren’t many big checks this month. ● Area fees will be invoiced as of 10/1. Regions need to have player registration numbers up to date and correct as of 9/30. ● The tournament income was $35,600 and fees were $16,800. Tom Regan delivered the VIP report ● All regions are under way. ● Tom is working with Region 40 on forming their program. ● Region 13 is working on interlocking with Region 98. Especially no games or scrimmages of adults against minors. ● RAPS o Al has contacted the regions that haven’t submitted their RAPS yet. ● P&P’s o If regions haven’t updated their P&P’s…? o All board members on the Region Information Page are eligible to vote unless specifically excluded. ● RC terms expiring o Al to attend RC Election board meetings ● Board meetings o Send copies of Regional Board Meeting minutes to Al ● Holiday Dinner o The dinner will be at the Area 1C Clubhouse (Prado residence). o Target dates are 12/8, 12/9, 12/15, 12/16. ● Next meeting is 10/26/17. ● Upper D ivision playoffs are 11/17 and 11/19. ● Area League Play Through playoffs are 12/16 and 12/17. Region 2: 1. Season is going well, a few complaints regarding fields, length of grass and not enough grass on other fields. 2. Scores in 10U unusually high, this we believe is due to the build out line. Some coaches do a better job at coaching it to their players. Some teams just wait for the keeper to throw ball and have a fast player run in and shoot as the keeper is out of the goal. Not in the spirit of the game but well within the rules. 3. Our ref admin. had mentors at our 10U fields the first 2 weekends of play to help with new referees. This has been a big help for some of our newest referees but most teams are still struggling to find qualified refs for their teams. 4. We had a red card send off last weekend in 14UB for a violent conduct. Player struck another player with a closed fist and ran back on the field and cursed and gestured to the referee. We are meting out a 4-game suspension for his conduct. 5. Picture Day is this Saturday. 6. Putting together a nominating committee to select a new RC. Hope to have them meet by early October to begin the process. I will not be at the meeting tonight, our CVPA Lisa Wedhoff will be coming in my place. See you all next month. I sent out a few emails this past month to my fellow RC’s, thank you to Aldo, John Mass, John Sweet, Mario and Lisa for your advice and input. Was a great help to Region 2 and me. Another big thank you to Armen for his help with Blue Sombrero. Region 13: * Blue Sombrero (BSB) continues to haunt us, killing our DCAs. Most painful right now: It's like pulling teeth to build rosters that include players who've paid the Region directly. I'm talking about players whose families elected to pay the Region via traditional methods (cash, check, Visa/MC, Debit) outside of BSB -- sadly dubbed as "cash" players. I'm deeply convinced that Dicks, acting like a classical monopolist, has designed a system that penalizes anyone who doesn't pay BSB a 4% transaction fee. In future years, we're going to pay Caesar because we don't see a better solution coming, and right now I'm about to lose our DCAs, not to mention our long-serving Registrar. With a few notable exceptions, everyone is exemplifying the AYSO spirit. * We started skills clinics this month (on Sundays, for 10U-14U players who want extra practice). * We began a series of regular surveys to learn about the quality of our programs -- polling coaches, referees, and parents. Over the course of the season, we hope to get some interesting data from this effort. Region 40: Our season is moving along good, we just had 2 injuries in U14G all reports and forms are turn in. We just had a U6&U8 coaches course last week. Interlock is going well. We are have a regional referees course on 10/01/2017 Its on AYSOU Picture day is on 10/08/2017 We are have a U10&U12 course in the next few weeks TBA That all for know see you there. Region 60: · Implementing structured organization for board positions. Carla Holguin is ARC of Divisions and oversees the Division Commissioners. Blanca Bocanegra is ARC of Administration oversees all other non-executive board positions. · Picture day was this past Sunday, 9/24. · We have about 40-50 referees who were volunteers last year but don’t show up on the volunteer certification report in Blue Sombrero. Has anyone else had a similar experience and solved it? · Have scheduled additional referee training classes. o 9/29, 8U Official = 6pm to 10pm, at Barnes Park Clubhouse. o 10/1, 8U Official = 8:30am to 12:30pm (pending instructor), at Almansor Park. o 10/1, 8U to Regional Referee Upgrade = 1pm to 5pm, at Almansor Park. o 10/8, 8U Official = 8:30am to 12:30pm, at Almansor Park o 10/8, 8U to Regional Referee Upgrade = 1pm to 5pm, at Almansor Park. · Have 8 injuries in 3 weeks that required Incident Report Forms. This appears due to greater attention to concussions. · Working on new refund policy to limit refunds after uniforms are distributed and after the season has started. · Met with ARCD and DC’s to review lessons learned from building teams. This led to… o Working on refining player rating system to get better balanced teams. o Working on volunteer policy. Region 88: Region 88’s season is progressing without any major hitches. Coaches are in the process of choosing the Sportsmanship Award winners for each of their teams (they each select a player on their team who best exemplifies the spirit of AYSO). Skills training starts this coming Thursday (extra touches on the ball for 10U thru 14U players). We have a new Coach Administrator in place (Iain Blackwood), who replaces long-time RCA Jeff Patterson. See you all Dry Thursday! Region 98: ● We have had some heated debates on whether a hamburger should cost $2 or $2.50 at the snack bar. AYSO Area 1C Meeting Thursday, September 28, 2017 ● To be in compliance with National's policy, I put an end to our region participating with fireworks sale during the 4th of July. It was not a popular move on my end but 20 of us that actually had to work it in year's past are looking forward to enjoying the holiday next year with our families. ● This is our first year with Playground and it has been going very well. We've been able to get parents to register as volunteers and help out with the program. Hopefully they are our future 6U coaches. ● ● Our VIP program started three weeks ago and all seems to be going well. ● ● This is also our first year having teams in the Extra circuit. Both teams have been competitive and we have hosted some exciting games at Live Oak Park. ● ● I've been experiencing some push-back from Parks and Rec with field use in the months to come to accommodate their flag football program and a tournament they are going to be hosting. It looks like we are going to have to make some changes to our schedule because of that. Though we have the permit, the city programs are known for disregarding the youth sports organizations at Live Oak Park. I'm part of a committee with the other entities to make things smoother in the future. ● ● We had a team lose a good amount of players but we were able to recruit some new ones via social media posts. ● ● We are seeing a lot of new referees this season, which is great! ● ● In terms of Blue Sombrero challenges, not being able to have different levels of access for board members in the beginning, got very sticky. I had to deal with board members looking things up that don't pertain to their role. Looks like we got that under control now. Region 214 Season going well. Expect: BS and the rosters Interlock is going okay, no big issues yet, Upper division no red cards (yet) having picture day this Sunday Working on fundraisers Region 1304, Picture Day 10/21/2017. Region 1304 will be wearing pink socks in support of cancer awareness all of the month of October. Interlocking with Region 60 and 908. UD is running good so far no complaints. Thank you to all regions supporting us with referees in all programs. Still working on certifications and recruiting and registering new volunteers.
