Fiscal Supervisor II
REPORTS TO:
Purchasing Manager
DEFINITION: Administers automated procurement and ecommerce systems. Develops, implements, and maintains automated procurement solutions. Resolves procurement automation issues. Trains and assists staff and clients in the use of procurement systems and programs. Plans, coordinates, and supervises the work of purchasing staff. Performs other duties as required.
EXAMPLES OF DUTIES: ◦ Supervises staff. Plans, coordinates, and reviews work assignments. Ensures that work is performed in a timely manner and in compliance with established laws, regulations, and standards. Conducts employee performance evaluations. ◦ Identifies, analyzes, and resolves issues with the automated procurement systems and related programs such as E-School Mall and the P-Card system. Serves as a liaison with vendors and technicians in the support, maintenance, and upgrade of automated procurement systems and programs. Trains staff in the use of systems. ◦ Develops, implements, and maintains systems and processes used to automate purchasing and related functions. Oversees office data systems. Manages the production of reports. Oversees the

maintenance, operation, and upgrade of system equipment and software. ◦ Analyzes and interprets data. Provides procurement information to office management and staff. Prepares reports for account managers, the Purchasing Manager, executive directors, and others. ◦ Provides advice and guidance to management regarding procurement and related automated system matters. Provides expertise to management regarding automated procurement systems. ◦ Makes recommendations concerning BCPS procurement-related priorities, policies, rules, and procedures. Responds to inquiries. ◦ Represents the Purchasing Office at meetings, hearings, and similar events. MINIMUM QUALIFICATIONS: Education, Training and Experience: ◦ Graduation from an accredited college or university with a bachelor’s degree in accounting, business administration, or a related field; plus six years' professional experience in purchasing or a related field. ◦ Three years of supervisory experience is preferred. Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered. Knowledge, Skills, and Abilities: ◦ Thorough knowledge of the principles and practices of procurement administration. ◦ Knowledge of procurement-related computer applications and systems (e.g., Advantage HR, Smart Find Express, Kronos). ◦ Knowledge of laws, codes, and regulations relating to procurement, HR, accounting, and budget. ◦ Skill in processing purchasing transactions accurately and rapidly. ◦ Skill in performing calculations. ◦ Skill in operating computers and office software applications. ◦ Skill in interpreting and applying regulations, laws, and codes. ◦ Skill in communicating effectively both orally and in written form. ◦ Ability to plan, coordinate, and supervise the work of staff. ◦ Ability to establish and maintain effective working relationships. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is generally sedentary and performed in an office environment.

CONDITIONS OF EMPLOYMENT: This position is considered “essential” and is required to work when schools are closed due to inclement weather or other emergency conditions. Working during winter and spring breaks is required. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.
SALARY: Grade 07 on the BCPS OPE 12 Month payscale $70,897 - $109,605. FLSA STATUS:
Exempt
Position is eligible for membership in the Baltimore County Employees’ Retirement System.
