Positive sign for traffic statistics in May‐17 Price Performance (%)
Ridership volume jumped in May‐17, partly from low base BEM reported IBL’s ridership volume at 274k trips/day in May‐17, jumping by 11.8% YoY, owing partly to the low base impact (more holidays in May‐16) and many events organized at QSNCC. Expressway traffic volume brightened with vehicle volume growth of +5.7% YoY, led by Sector D (linked to SBIA) at +6.5% YoY. Meanwhile, the traffic volume of Sector A (urban system) looked better (+4% in May‐17) on the benefit from the SOE’s traffic expansion to 48k trips/day in May‐17, +11.3% MoM, which is positive to the Bang Sue 2 Toll Plaza of Sector A. For 5M17, BEM delivered ridership volume growth of +8.6% (vs. +7.0% in our projection for the whole year) and vehicle volume growth of +4.1% (vs. +3.3% in our projection for the whole year). We decide to maintain our traffic statistic assumptions in 2017E with slight upside potential.

Maintain “Outperform” We maintain our “Outperform” rating for BEM with the SOTP‐based TP of Bt8.10 owing to the bright earnings growth prospects (+23% CAGR in 2017‐19E) and potential benefit from the government’s aggressive investment in infrastructure projects related to transportation.
Target to participate in O&M bidding contests for motorway projects According to the news, the government expects the remaining PPP projects to sign O&M contracts within 2017, namely, two motorway projects, Bang Yai – Kanjanaburi and Bang Pa‐in – Nakhon Ratchasima. BEM admitted that the company will participate in the bidding contests and expects the O&M contract to likely be a gross cost (no traffic volume risk to concessionaire) scheme. We believe BEM will have a chance to win at least one contract owing to its extensive experience. D/E to increase from bond issuance to fund BLX, but still manageable BEM targets to launch debentures with a value of Bt16bn to fund the Blue Line Extension (BLX) project during the M&E procurement period (3 years). If we assume the total bond issuance in 2017E, this may increase the interest bearing debt to equity ratio to 2.0x, vs. our current projection of 1.5x, which is still below the debt covenant assigned by the borrower of 2.5x.
