Bay Men's Club Baseball – Colt League Rules (Ages: 11-12) Rules Overview 1. BMCB Leagues intended to be instructional; therefore, the objective is to educate the kids on baseball fundamentals and good sportsmanship. 2. Please support your Umpire and take the opportunity to teach the boys to accept the umpire’s decision as final and PLAY ON 3. Every player will bat whether he is in the game defensively or not. 4. Each player must play 2 complete innings defensively unless the game is called due to time or weather. With the exception of the catcher, no player shall play the same position in one game for more than 3 innings. 5. No pitcher may pitch more than 6 innings per week of 2 innings per game. 6. Intentional walks are not permitted if no one is on base. 7. The ‘must slide’ rule is in effect. 8. No lead-offs are permitted; however, a runner may advance at his own risk when a pitched ball passes the plate 9. A batter may attempt to advance to first base on a dropped third strike if first base is unoccupied prior to the pitch being thrown 10. The infield fly rule is not in effect. 11. Home team is responsible for setting up the field, cleaning up the field after the game, provide new game ball and paying the umpire. 12. Visiting team is responsible for providing a good (not necessarily new) game ball. 13. A complete game is normally 6 innings. Games stopped due to inclement weather are considered complete if: (1) home team is ahead after 3½ innings; or (2) visiting team is ahead after 4 innings. 14. The game will be considered complete if: (1) either team is winning by 15 runs after 4 innings of play; or (2) 10 runs after 5 innings of play. In either case, the losing team must be allowed their last time at bat. 15. Rain out number is 440.899.3439 (do not forward to parents). Games are not to be played if the fields are deemed “not playable” by the Maintenance Department. 16. The manager is responsible for the conduct of his coaches, players and parents. 17. Any team using a non-eligible player results in a forfeit/loss for that team. The game will count in the standings. 18. Bay Men's Club Baseball – Colt League Rules (Ages: 11-12) In general it is expected that the manager and coaches of each team will lead by example in assuring that the games are played in the spirit of good sportsmanship. With that in mind, many of the "personnel rules" listed here should not be needed, but are to be referred to if necessary.

GENERAL RULES:
1.1
GAME TIMES & LOCATION: See schedule for times. Makeup game times will be advised when scheduled.
1.3
A game is forfeited if a team has less than 7 players by 10 minutes after the scheduled game time. See rules 2.6.0 and 2.7.0 applicable to teams fielding less than 9 players defensively.
1.4
In case of wet grounds (if Maintenance Department has not cancelled games), weather, time or condition of the field the League Commissioner will decide if a game will begin. After a game has begun the umpire may stop the game or the managers may mutually agree to stop the game if conditions warrant – COMMON SENSE SHOULD PREVAIL.
1.5
Canceled games, and otherwise incomplete games will be rescheduled by the commissioners at the discretion of the two mangers.
1.6
No inning will start 2 hours after the scheduled start of play.
1.7
A complete game is normally 6 innings. Games stopped due to inclement weather are considered complete if: 1. Home team is ahead after 3½ innings 2. Visiting team is ahead after 4 innings
1.8
The game will be considered complete if either team is winning by 15 runs after 4 innings of play or 10 runs after 5 innings of play. In either case, the losing team must be allowed their last time at bat during the inning of play.

Winning team manager will report game results to the league commissioner as soon as possible.
1.12
NO PROTESTS WILL BE ALLOWED! 1. ONLY THE MANAGER IS PERMITTED TO TALK TO THE UMPIRE AND THE DECISION OF THE UMPIRE IS FINAL. 2. COMMUNICATION TO THE LEAGUE COMMISSIONER REGARDING INCIDENTS DURING A GAME MUST BE FROM TEAM MANAGERS ONLY.

Helmets must be worn by all players while batting and while base running, failure to comply will result in: 1. Warning 2. Team Out
1.14
Catchers must wear complete catching equipment including helmet and cup.
1.15
Rubber spikes and tennis shoes are permitted - no steel spikes.
1.16
FIELD SPECIFICATIONS: 1. Base length - 70 feet. 2. Pitching rubber - 50 feet.
1.17
No organized practice or game may be played at Cahoon Park on Sundays.
1.18
One umpire will be assigned to each game. If he fails to show, the managers should agree on the method of umpiring (such as alternating coaches to umpire from behind the pitcher’s mound). The game will count in the standings.
2.0
BATTING ORDER AND SUBSTITUTIONS:
2.1
Prior to the start of the game opposing managers must exchange batting order and lineups. Every player will bat whether he is in the game defensively or not.
2.2
A team may begin the game with as few as 7 players; players arriving after the exchange of the line-ups must be added to the bottom of the batting order.

The original batting order will be maintained throughout the game regardless of which players are in the game defensively.
2.4
Each player must play 2 complete innings defensively unless the game is called due to time or weather. With the exception of the catcher, no player shall play the same position in one game for more than 3 innings.
2.5
Substitutions are permitted as follows: 1. Defensively - at the beginning of an inning 2. Pitching - once removed a player may not pitch again in that game but may play another position 3. Batter/Runner/Defensive substitutions due to injury may occur mid-inning while play is stopped
2.6
Should a team only have 7 or 8 players present, the opposing team will loan that team 1 or 2 player(s) for defensive purposes only and in the outfield. The loaned player(s) should be rotated each inning. The game will count in the standings.
2.7
Teams with less than 7 players by 10 minutes after the scheduled start time of the game results in a forfeit/loss. The game will count in the standings.
3.0
PITCHING RULES
3.1
No pitcher may pitch more than 2 innings per game, or 6 innings per week. A violation of these rules results in a team out and the pitcher must play another position. These rules may be adjusted during playoffs and All-Star week at the discretion of the commissioner.
3.2
One pitch constitutes an inning pitched.
3.3
An official week is Monday through Sunday.
3.4
Intentional walks are not permitted if no one is on base.
3.5
A straight ball at varying speeds is the only pitch permitted. All other pitches (curves, sliders, etc.) are illegal if thrown intentionally. A pitcher will be warned after one offense and removed if another illegal pitch is thrown.
4.0
RUNNER AND BATTER RULES:
4.1
Runners advance 2 bases if a fair batted ball bounces, is deflected over, through or under a fence, scoreboard or foliage. The same rule applies to balls stuck in or lost in these objects.

Runners advance 1 base from the base last achieved when a thrown ball goes out of play whether or not the ball bounces back into the field of play.
4.3
As with other decisions, the umpire's decision will be final regarding which base was the "last achieved" when applying rule 4.2.
4.4
When advancing a base the base runner must slide if a play is being made on him. An automatic out will be called for failure to observe this “must slide” rule. This rule applies to second base, third base and home plate.
4.5
No head first sliding is allowed at any base, including first base. An automatic out will be called for failure to observe this rule.
4.6
No lead-offs are permitted; however, a runner may advance at his own risk when a pitched ball passes the plate. If the umpire rules the runner left early a "TEAM WARNING" will result (first offense). The second time a runner on that team leaves early (and every subsequent time) the player will be called "out".
4.7
No stealing home, however, a runner on third may attempt to go home if a play is made on him. A runner stealing second or third base may attempt to continue home as a continuation of that particular play, provided third base was unoccupied at the start of the play.
4.8
A batter may attempt to advance to first base on a dropped third strike if first base is unoccupied prior to the pitch being thrown.
4.9
The infield fly rule is not in effect.
5.0
PERSONNEL RULES
5.1
PLAYER ELIGIBILITY: No team may use any player(s) other than from the opposing team to fill the 8th and 9th defensive position(s) (see Rules 2.6.0 and 2.7.0). Any team using a non-eligible player results in a forfeit/loss for that team. The game will count in the standings.
5.2
All players not officially on the field must be seated in the dugout at all times.
5.3
The following are the only persons permitted in the dugout: Manager & 2 Coaches Players Batboy Scorekeeper
5.4
No players are allowed to stand behind the backstop.

Any player "taunting" or using abusive language to other players, coaches, managers, or umpires will be ejected from the game by the umpire or removed from the game by his manager.
5.6
Any player flagrantly abusing equipment will be ejected from the game by the umpire immediately.
5.7
An ejected player, coach, or manager is also not eligible to participate in his team's next game. Two ejections will lead to automatic suspension from the league. Umpires and managers must report ejections to the commissioner. A coach or manager ejected from a game must remove himself from the field.
5.8
No player is allowed to play without full uniform consisting of BMC jersey/hat and baseball pants.
5.9
Any manager or coach abusing a player by words, actions, or manners will be expelled from the game and may be dismissed from the league. Any manager or coach refusing to leave the field after being ejected from the game may be dismissed from the league.
5.9
Any manager or coach appearing at a game under the influence of drugs or alcohol will be expelled from the league.
5.10
Any abusive language or actions by a manager or coach directed toward the umpire will result in automatic suspension from the league.
5.11
No smoking is permitted by any coach or manager during a game.
5.12
If, in the umpire’s judgment, a player or manager is employing tactics which could result in injury to another player, that person will be ejected from the game.
5.13
The League Commissioners, the Director, Secretary and Treasurer of Bay Men's Club Baseball also have jurisdiction to enforce any or all of these Personnel Rules.
