Becki Goggins Privacy and Data Specialist, AL Office of the Governor Since September 2011, Becki Goggins has served as Privacy and Data Specialist with the Alabama Governor’s Office. She was involved in assisting the state Medicaid Agency in its efforts to establish Regional Care Organizations (RCOs), and she worked with their Fraud Division to procure a modern Fraud, Waste and Abuse detection system. Since October 2013, Ms. Goggins has assisted with the Alabama Secure Sharing Utility for Recidivism Elimination (ASSURE) project which is designed to allow for information sharing between the criminal justice and behavioral health provider communities. From 2004 – 2011, Ms. Goggins served as the Crime Statistics and Information (CSI) Division Manager for the Alabama Criminal Justice Information Center (ACJIC) in Montgomery, Alabama. Prior to her work at ACJIC, Ms. Goggins served for ten years as a Research Specialist and Research Director for The Sentencing Institute (TSI) at Auburn University Montgomery (AUM). Ms. Goggins has worked on several intrastate and interstate data sharing initiatives including the FBI’s N-DEx program, Alabama’s Law Enforcement Tactical System (LETS), ASSURE, and the CONNECT multistate consortium (Alabama, Kansas, Nebraska and Wyoming). ASSURE and CONNECT serve as “proofs of concept” for how jurisdictions can use Global standards – including the National Information Exchange Model (NIEM), Global Federated Identity and Privilege Management (GFIPM), and the Global Reference Architecture (GRA) – to facilitate secure, interdisciplinary information exchanges via the internet. Ms. Goggins received her Bachelor of Arts (English - 1991) and Master of Public Administration (1993) degrees from Auburn University and has worked in the field of data analysis and information sharing since 1994.
