It represents one fifth of the turnover generated by the whole country’s manufacturing industry. The average yearly growth rate for the chemical industry reached 3.5% the last ten years. In 2006, the total turnover of the chemical industry in Belgium grew by 6.6%, in a favorable global macroeconomic environment, and despite high energy prices. This increase was the result of real output growth, as well as producer price increases. The Belgian long-term outlook for plastics and resins is favorable, due to Belgium's central location in Europe and its port of Antwerp which is the world’s second largest chemical cluster after Houston, TX. The Antwerp area has a large concentration of chemical and petroleum industries, which provide raw materials for the plastics and resins industries. In addition, the increasing use of plastics in automobiles and in isolating materials for the construction industry is favorable to the sector’s growth. The plastics & rubber industry employs some 25,000 people in Belgium, and generates a turnover of almost EUR 8 billion (about $11.7 billion). The sector grew by 8.8% in2006 and 6.4% in 2007, making Belgium the world’s top market for the production and processing of plastics, per capita. Belgium hosts 252 plastics and rubber converting SME companies, and 57 plastics and rubber producers and trading companies. The main markets are: automotive (21.2%), packaging (21%), compounds and recycling (19.2%) and construction (14.8%).Flanders, with its Port of Antwerp which is the second biggest in Europe, accounts for 74% of the plastics and rubber converting industry turnover. Belgium exports of plastics and rubber amounted to $21.6 billion in 2006, representing 9.1% of total Belgian exports (+11.6% over 2006). 83% of plastics and 88% of rubber industry exports go to other EU countries. Imports into Belgium of plastics and rubber amounted to $13.8 billion in 2007 (+9.7% over 2006). Chemicals account for the largest sector of imports in Belgium from the U.S., with 38% of overall U.S. imports valued at $25.3 billion. The U.S ranks as the 4th largest plastics import market (11%) for Belgium. Imports added to local production are much larger than Belgium consumption, with 80% of both imports and local production being re-exported through the Port of Antwerp. Thus, Belgium is primarily a transit market for redistribution to other EU countries and a host country for EU-focused commercial operations. The U.S. ranks as Belgium’s 5th largest importer of rubber (8%). The enormous importance of the chemical sector in Belgium, both in terms of turnover and jobs it generates, means that this is a top-tier sector in the Belgian economy. Policymaking is generally in favor of its further development,

especially in port areas. Even in economic downturn, the sector still provides opportunities through the many chemical sites (almost 700 of them in the country) needing materials and equipment for upgrades and maintenance.

COLOMBIA Overview The plastic materials and resins sector in Colombia has great growth potential due to its market size, international competitiveness and low investment barriers. As source of direct and indirect exports (including packaging), the plastics sector is one of the most important Colombian industrial clusters. The market size of the plastics sector, including materials and resins, in 2008 was $2.2 billion, with a growth rate of 14.2% over 2007. With the national consumption of plastic products increasing twofold every ten years or about 7%per year, this sector has a proven export track record, adequate availability of raw materials and a substantial inflow of foreign investment. Between 2001 and 2006, exports of the plastics sector grew by 176.8 %, thanks to Colombia’s improved economy and improved economic performance of the region as a whole. Colombia exports 60%of its plastics production, 41%to the United States followed by Peru, Venezuela, Ecuador and Chile. The main products exported are resins and compounds, polypropylene and vinyl polychloride, and propylene copolymers. Colombian exports of manufactured plastics to Brazil grew by 130%in 2008 over 2007 and industry sources anticipate exports to grow even more in 2009. The annual per capita consumption of plastic resins in Colombia is approximately 19.7 kilograms for 44 million habitants. There is a great potential for local expansion of the plastics production cluster in Colombian and supplying regional markets. Basic plastic forms account for 42.7%of the sector’s gross production, while plastic items account for 57.3%. Eighty two percent of the imports are slabs, sheets, films and plates, 40% are for plastic, rubber footwear and parts, about 16% are for items for packaging or transportation, including plastic zippers and closures and the remaining for diverse plastic manufactures. Colombia will eliminate tariffs on 60%of resin and manufactured plastic exports immediately upon implementation of the U.S.-Colombia Trade Promotion Agreement. Tariffs on another 4%of exports will be eliminated over five years, and tariffs on 30%will be eliminated over seven years. Only 6%of U.S. plastics exports will be subject to ten-year staging in Colombia. With no local manufacturing of plastics machinery and equipment in the country, Colombia imports almost all the required equipment. Colombia imported $64 million worth of equipment and $30 million for parts. Main suppliers are Italy, United States, China, Germany and Taiwan. The local demand for plastic materials and resins is estimated at 867,000 tons per year and assumes a consumption rate of 19.7 kilos of plastic products per capita. By Colombian law, all products used in food processing: health, cosmetics, home cleaning, and industrial products, and lubricating markets, must be protected from external elements by plastic materials. The bottling and packaging industries are a growing sector in Colombia. In 2006, manufacturing, another important plastic products end-user, grew by 5.8%. The referenced industries use approximately 72% of the total imported and locally manufactured plastics materials and resins. Extrusion has the largest demand, accounting for 63% of the

market. Injection molding accounts for 16%, blowing molding accounts for11%, while calendaring, thermoforming, and molding account for 10%. COTE D’IVOIRE Overview Demand for plastics goods of all sorts has increased substantially in the past years. Plastic imports consist primarily of PVC, polyethylene, hard density polyethylene, and resins. Local manufacturers use these products to manufacture plastic consumer products, plastic garbage bags, plastic cups, and containers for the food processing industry. In 2007, the U.S. led the market with 16% of total imports, followed by France (13%), Saudi Arabia (9%), Brazil (9%), South Korea (9%), and South Africa (5%) of total imports.

ECUADOR Overview The Ecuadorian plastics industry for materials and resins grew an average of 16% per year during the 2004-2007period. Total import market in 2007 was $436 million. As a consequence of an almost non-existent Ecuadorian petrochemical industry, almost all plastic raw materials are imported, especially propylene and polypropylene. Industry sources estimate roughly 350 companies operating in this sector, almost all located in Guayaquil and Quito. In 2007, the U.S. held almost 34% of the market. Its main competitors include Colombia, Brazil, Taiwan, South Korea and Chile. Best Prospects – Opportunities Most companies in the plastics industry manufacture packaging products, including plastic bags, bottles, plastic boxes, and food packaging products. Raw materials used for these products are in great demand, including polyethylene, terephthalate, polypropylene, highdensity polyethylene, and low-density polyethylene.

FRANCE Overview The French plastics industry ranks second in Europe after Germany and fourth in the world after the United States, Japan and Germany. With 3,800 companies and a workforce of approximately 151,000, the French plastics industry generated a turnover of $ 44,286 million in 2007. Turnover in plastics processing increased by almost 4% in 2007, sustained by the market for tubes, pipes and profiles, by packaging and by the construction industry. Since 2002, the turnover of the industry continuously increased and an increase of 3% is estimated for 2008.

As with its European counterparts, France’s industrial plastics processing companies faced rising costs, especially for raw materials. In 2007, the production of technical parts decreased mainly due to the weakness of the automotive market. Regarding the current situation in the automotive sector, the production of cars in 2008 and 2009 is expected to decrease and the sub sector of plastic technical parts will be affected. For 2009, the economic crisis will probably preclude increases in production and turnover. For this reason, we have based our 2009 figures on those of 2007, with the expectation of an approximately stable market. Plastic products for the building and construction as well as for the packaging markets should continue to increase in 2008. This tendency is expected to continue in the next few years. In 2007, sales of processed plastics products were broken down as follows: technical parts accounting for 36%, packaging for 24%, building products for 18% and semi-finished products for 16%. The European Union (mainly Germany, the United Kingdom, Spain, Belgium and Italy) is the main trading partner of France with 75% of exports and 80% of imports. Outside of Europe, the main non-EU suppliers of plastics products to France are China, the U.S. and Switzerland. In 2007, the U.S. sold $ 438 million in plastic products to France, (+ 7% compared with 2006), mostly technical parts worth $206 million, semi-finished products for $164 million, packaging $60 million and building products $8 million. U.S. imports have been fairly stable for the last couple of years and should continue to increase at the same level over the short to mid-term.

MOROCCO Overview U.S. companies operating in the plastic sector can benefit from the profitable market opportunities in Morocco. According to World Trade Atlas, U.S. exports of plastic have increased by 18.73% from November 2007 to November 2008 and represented 4.38% of total U.S. exports to Morocco in 2008. U.S. products generally benefited from the favorable exchange rate. Moreover, with the implementation of the U.S.-Morocco Free Trade Agreement, U.S. companies started to have equivalent or even more advantages over their foreign competitors, due to the reduction or the elimination of customs duties. As local production volumes of plastic raw material are very weak, Morocco imports the majority of its needs. The total imports of plastics are 36,000 T. The Moroccan company “La Société Nationale d’Electrolyse et de Pétrochimie (SNEP) is the only local manufacturer that supplies a small share of the Moroccan market needs of rigid PVC. In 2007, the capacity of this plant was 65,000 tons. It is expected to reach 70.000 tons in order to meet the higher demand of the market and increase the company’s opportunities for export. The plastic sector had an average growth of 4.6% between 2000 and 2005, and growth is expected to increase to 7.3% by the year 2010. Total imports of plastic materials increased by 60% from 2001 to 2006 and are expected to increase by 15% from 2007 till 2010. In order to cover its needs in PVC, Morocco imports compound and viscous emulsion PVC (around 7,000 tons), waste (5,000 tons), and finished goods. There is also a local recycling activity (more than 10,000 tons) that the shoe industry is using. All these quantities are bound to triple within the coming years with the auto industry (i.e., the assembling of Renault Logan and the construction of a new site of Renault-Nissan in the north of the country), the new Moroccan Port TangerMed also in the north, in addition to the 20

government initiative, “Le Plan Maroc Vert” Green Morocco, which consists of large investment projects in different region of the kingdom. There are also large projects for tourism in order to reach the target of 10 million tourists by the year 2010. In 2005, the packaging sector absorbed 39% of plastic production. Packaging products cover food, beverages, edible oil, perfumes, cosmetics, pharmaceutical products, and hygienic products. The construction sector absorbed 15% of plastic production. It is used in large infrastructure projects i.e. hydraulic, highways and roads, ports (Tanger-Med), airports, sports and cultural products. Technical parts, which include electronics, automobile and aerospace, represent 7%. Many international companies are outsourcing and investing in Morocco due to the skilled Moroccan workforce. Other sectors like home appliances, sports and medical use 17% of plastic production. This reflects the high demand for plastic products and shows the high potential for U.S companies operating in the manufacturing and the distribution of plastic raw material. HDPE is highly used in blow-molding, injection, films, pipes and closures, while LDPE and LLDPE are highly used in agriculture, high density and small bags. Opportunities U.S. companies can benefit from the free trade agreements that Morocco has signed with different countries: United States, United Arab Emirates, Turkey, Tunisia, Egypt and Jordan, in addition to the partnership agreement with the European Union. These agreements allow the reduction of import duties and therefore the cost of imported plastic raw material and plastic machinery to Morocco. The plastic sector is still an emerging sector with a per capita consumption of 16 to 17 Kg and in 2007 it employed 15.000 direct and 20,000 indirect employees. The number of companies operating in the plastic sector is 500 that generate an output of 450,000 tons. In 2007, it generated a turnover of USD 718 million. PERU Overview Sustained growth in the Peruvian plastic industry has generated strong demand for imported products, including from the United States. The presence of multinational companies in the local market has generated new investment in technology, expanded the production capacity, increased competitiveness, and promoted production diversification.

The plastic industry is strongly dependent on imports; nearly 99% of materials are imported. The growing market demand for various products such as containers and packaging; industrial parts and supplies for mining, agriculture and fishing; intermediate products for construction; and others has led to higher production over the last few year of products such as performs for PET containers, caps to cater to the demand of soft drink bottling companies, industrial use containers in the local and external market, polypropylene bags for packing fishmeal (an important Peruvian export to China) and containers, harvesting crates and hoses for the agribusiness sector. Additional indicators of plastic production demand include the higher levels of consumption of polypropylene, polyethylene, polystyrene, PVC and PET resin for containers used in the manufacturing of plastic containers, pipes, bags, caps, labels, plastic sacks, etc. The production of plastic products for the construction sector has grown particularly quickly due to a construction boom in Peru in recent years. In 2008, the construction sector grew by 16%, as the number of real estate projects and shopping mall construction increases and many factories expanded existing facilities. These projects fueled demand for various products, including plastic pipes, vinyl floors, Formica, melamine, polyethylene material, roofs, hoses and water and sewage pipes. Industry observers expect the plastic industry to continue to grow, but at lower levels than in the last two years. Developments in this industry will depend on the growth of other sectors which procure plastics products. Items with the highest current demand are PET containers and PVC pipes. The sector is quite competitive and price sensitive, but the quality, reliability and punctuality of US suppliers has allowed American firms to capture a leading share of the market. Opportunities • Flexible containers in different shapes to be used for agribusiness exports. The market for rigid containers with humidity and gas barriers has not been fully exploited in Peru yet. There are very few applications in the Peruvian container market for sealed containers with plastic film or aluminum foil (marmalade, pâté, and yogurt). Still to

be exploited are packing of sauces, sweet creams, grated cheese, soups, stewed meats, vegetables, prepared cereals, mayonnaise, mustard and others. The development of these areas will entail the supply of adequate containers and cup and tray sealing machines, in addition to the supply of flexible plastic caps or aluminum foil. •

Manufacturing of “doy pack” containers (flat-base flexible containers), because there are not many of these machines in the market. This type of preformed bag is imported from Colombia, Chile and Argentina.

POLAND Overview In spite of the economic crisis, 2008 was considered a good year for majority of the Polish companies operating in the plastic processing industry. According to the Polish Plastics Converters Association, the growth rate in this industry reached 5%. The Association predicts a much lower growth rate for 2009, as most of the industry’s production is exported to the European Union (as well as to Russia and Ukraine) - countries which, it is estimated, the economic crisis will affect most severely. Plastic processing is the fastest developing sub sector of the chemical industry and one of the most dynamic industry sectors in Poland. While the chemical industry noted a 25% decrease in production output in 2008, the plastic processing industry is still growing. Since Poland joined the EU in 2004, polymer demand has continued to grow at an average of 7% per year. Poland is the largest Central European market with 2.33 million tons of polymers processed in 2008. Per capita consumption of 61 kg puts Poland well ahead of the average for CEE of 45 kg per capita, although it still lags behind the average for Western Europe of 88 kg per capita. Poland has approximately 1,700 companies involved in plastic processing. Some experts estimate that this number could even be doubled as the industry is dominated by small companies operating only one or two processing machines. The majority of these companies work for automotive, packaging, and home appliance industries. Currently, the most rapid increase in plastic production and consumption is in the area of plastic packaging and plastic components, growing at a level of 10% annually in recent years, a level five times higher than in Western Europe. This industry is looking for energy saving equipment and technology. Producers as well as consumers want biodegradable plastics based on corn or potato starch, cellulose, soy protein or lactic acid.

Opportunities The Polish government recently agreed to privatize the state-owned chemical sector. Major chemical synthesis plants including Police and Dwory were privatized in 2005 and 2006 through IPO. Other firms including Tarnow and Kedzierzyn as well as Ciech still await privatization. These companies have fallen behind in modernization and will seek new opportunities to increase and upgrade their production capacities. Tarnow is one of the only two producers in Poland of polyamide 6, the fastest growing polymer in Europe in terms of consumption (18% annually). Kedzierzyn is a major fertilizer producer while Ciech Group SA is one of the leaders of the European chemical market, comprising of more than 30 companies and among the 100 largest business organizations in Poland. The main products of the Group are: soda ash (the second largest producer in Europe) and TDI (number 1 on the Polish market), plant protection chemicals and phosphate fertilizers, as well as other basic chemicals which are used in glass, furniture, construction and food industries.
