Havelock Davidson, M.A.) 32—The Charter Mayor (Councillor Herbert Beach, J.P.). accompanied by his Mace Bearer, the Charter Mayoress (Miss Gwendoline Beach), and the Charter Town Clerk (Joseph L. Arlidge, Esq.) 11-15 a.m.—Arrival of the Lord L'ieutenant, the Right Hon. the Earl of Harrowby, accompanied by the Countess of Harrovvby, at the Moxley side of the Borough boundary. The Charter Mayor will introduce to the Earl of Harrowby the following persons:— (a) The Charter Mayoress, (Miss Gwendoline Beach). (b)

The Deputy Charter Mayor and Mayoress, (Councillor and Mrs. T. R. Wood).

(c) The Vice-Chairman of the Urban District Council, (Councillor W. T. Fellows, J.P., and Mrs. Fellows). (d) The Charter Town Clerk (Joseph L. Arlidge, Esq.) A maroon will be fired and the bells of the Parish Church of St. Leonard's will be pealed. The Charter Mayor will enter the Earl of Harrowby's car. The Countess of Harrowby and the Charter Mayoress will enter the Charter Mayor's car. The procession in the above order will proceed via Moxley Road, Oxford Street, Swan Bank, Lichfield Street, Wellington Road, Wolverhampton Street. (If wet the procession will proceed to the Girls' High School, Wellington Road.) On arrival at Wolverhampton Street the Earl of Harrowby will inspect detachments of the 6th South Staffs Regiment T.F., Staffordshire Constabulary, British Legion, Scouts, Gu'idcs, Boys' Brigades and Girls' Life Brigades. The detachments with Regimental Band will escort the procession from Wolverhampton Street to the platform in the Park. 12 noon. The Earl of Harrowby will present the Charter to the Charter Mayor, requesting him, as Chairman of the Urban District Council, that the Council will keep it in safe custody until the Corporation has been duly constituted. The Charter Mayor after accepting the Charter, will send, in the name of the town, the following message to His Majesty the King. TO HIS MOST GRACIOUS MAJESTY KING GEORGE V. "Your Majesty's loyal and dutiful subjects, the Burgesses of the new Borough of Bilston, assembled to-day to receive at the hands of the Lord Lieutenant, the Right Hon. The Earl of Harrowby, the Charter creating the Urban District a Municipal Borough, desire me to convey to Your Majesty our deep gratitude that, in the exercise of Your Royal Prerogative, you have deemed the town worthy of higher status, and we desire to assure Your Majesty how deeply honoured Bilston feels at your manifest interest in the town, and we pray that you and your most gracious Consort may long be spared in health and happiness to rule over Great Britain and the Dominions in prosperity and peace." Prayer by the Charter Mayor's Chaplain, the Rev. J. Bilton. Extracts from the Charter will be read by the Charter Town Clerk. Blessing of the Charter by the Right Rev. The Lord Bishop of Lichfield. NATIONAL ANTHEM. Thy choicest gifts in store, God save our Gracious King, Long live our noble King, On him be pleased to pour, Long may he reign! God save the King! May he defend our laws, Send Him victorious, Happy and glorious, And ever give us cause Long to reign over us, To sing with heart and voice— God save the King! "God save the King!" The Earl and Countess of Harrowby, the Charter Mayor and Mayoress, the Lord Bishop, and all others who take part in the Ceremony on the Platform of the Pavilion will return via Broad Street and Church Street to the Town Hall for Luncheon. The Earl and Countess of Harrowby, the Charter Mayor and Mayoress, will leave the platform first, and the remaining persons in reverse order of the former procession.
