ARTICLE 1 – MEMBERSHIP 1

The league will be made up of 88 players.

The league will consist of 8 teams.

Player league fees must be paid in full prior to the start of the season. This means that in order to be registered for the next year a full deposit must be made prior to the end of March. A postdated cheque for August 1st is acceptable.

Individuals wanting to join the league must pay $20 to be placed on the waiting list. This $20 will come off their league fee when a spot becomes available on a team. The remainder of their league fee must be paid before they step on the ice for their first game.

Players who have paid their league fees and then decide that they can no longer play in the league, must notify the secretary or vice president if they wish to be reimbursed. A reimbursement will only take place before February 1st and if a suitable replacement player is found (i.e. a rated player cannot take the position of a main body player). When a replacement player is found that players league fees will become the old player’s reimbursement.

Hughes rule – As of February 1st a team is no longer able to pick up a player (even if they lose a rated player). Players that leave the league after February 1st will not receive any reimbursement for their league fees. The exception to this rule involves goalies. If a team loses their goalie, they can pick up a goalie from the waiting list. The President will look after this process. The process involves calling all goalies on the waiting list, in order of ability (highest to lowest), to see if anyone is available to cover the remaining games in the season. If no one is able to do this, then the position is filled on a weekly basis based on who is available.

ARTICLE 2 – TEAM REPRESENTATIVES 1

There are 8 team representatives, one for each team in the league.

Each team representative that attends general meetings will have full voting privileges. Changes to the Constitution require a 50% plus one majority from the voting, team representatives and executive members present at the September, December or February meetings. There must be at least ¾ of the executive including team representatives participating in the vote in order for the change to occur. Votes by proxy will be accepted.

Rule changes to the league will be discussed and or changed at the general meeting prior to the start of the season. If a rule change is required due to safety considerations it may be changed during the season.

In the event of a rule change, team representatives in attendance will be allowed one vote. A rule will be passed with majority vote of 50% plus one. There must be at least ¾ of the executive including team representatives participating in the vote in order for the change to occur (for example there may be 4 team reps at the meeting, and 2 other team reps call in their votes, for the rule change to be passed). Votes by proxy will be accepted.

Team representatives are responsible for collecting all team jerseys at the end of the season and storing them until the next season.

ARTICLE 3 – EXECUTIVE Section 1: Executive Members The Core Executive will consist of: - Immediate Past Presidents - 8 team representatives which may or may not have the following roles: - President - Vice President - Secretary/Treasurer - Archives Director - Events Coordinator - General Supplies Manager - Empties Members of the executive are not limited to team representatives. Players in the league may hold a position in the Executive even if they are not a team representative. Section 2: Core Executive 1

Individuals wanting to hold a position on the executive can volunteer their services and then be voted in for that particular role by the executive members from the previous year. Voting takes place at the Annual General Meeting in February, one vote per executive member.

President, Vice-President and Secretary/Treasurer shall hold a two year term minimum. After two years they can run again for the position, but they must be voted in.

Team representatives shall be appointed by existing members of the executive

Newly elected BMHL Executive shall begin a mentoring process in February following the election and commence governing in September.

The Executive has the power to appoint a replacement in the event of a resignation of any Executive member.

Executive members failing to perform their duties can be asked to step down from their position by a 50% plus one vote from the other members of the executive.

Section 3: Duties of the Core Executive 1

To enforce firmly and fairly the rules of the BMHL and its Codes of Conduct, so as to foster the spirit of sportsmanship.

To attend all scheduled meetings.

3

To respect the rules of the game and all BMHL regulations.

4

Contribute to the betterment of the game.

5

Model respect for the facilities, referee, time keeper and players.

Section 4: Past President(s) 1

Shall provide experience, information and assistance to the Executive.

Section 5: President 1

Shall preside at regular meetings of the Executive and conduct business in an orderly manner, following a set agenda.

Shall call a special meeting when required.

Deal with the township regarding ice rental.

4

Assist the Events Coordinator with the Hockey Player Draft.

Responsible for dealing with all personnel that is involved with the league that is not a part of the executive, such as referees and scorekeeper/time keeper.

Responsible for keeping an up to date player waiting list.

Section 6: Vice-President 1

Shall carry on the duties of the President in the event of the latter’s absence.

Assist with the Annual General Meetings.

Create, photocopy and distribute to the team representatives the season and playoff game schedules.

Shall price and purchase awards for A and B division champions.

5

Responsible for keeping and updating player statistics from year to year, as well as all time player statistics.

Section 7: Secretary and Treasurer 1

Keep a detailed record of all league finances and transactions.

Collect and deposit player fees.

3

Send out notices of when all Annual General Meetings are.

4

Pay the referee and scorekeeper weekly.

5

Responsible for coordinating Constitutional updates and changes.

Section 8: Archives Director 1

Responsible for coordinating current and future player ratings.

Supply the time keeper/scorekeeper with score sheets on a weekly basis.

Responsible for coordinating team MVP and rookie of the year voting. This is to be done prior to the final game, so that awards can be distributed the night of the last playoff game.

Section 9: Events Coordinator 1

Shall coordinate the banquet, which shall take place a week after the league finishes up. More specifically they are responsible for finding a location and assigning jobs to team representatives.

Shall coordinate with the President the Hockey Player Draft (which should take place on the last Friday in September), more specifically they are responsible for finding a location, assigning jobs and set-up.

Section 10: General Supplies Manager 1

Shall update trophies.

Shall purchase pucks when necessary.

Section 11: Empties 1

Responsible for dropping off the garbage cans each Sunday by the end of the 4pm game (so by 5pm).

Shall pick up the garbage cans by 9:30 each Sunday.

Can keep all money collected for returning empty beer bottles and cans.

ARTICLE 4 – MEETINGS Section 1:

An annual meeting of the Executive shall be held in September, December and February. A notice shall be sent by the Secretary/Treasurer to all team representatives stating the location, date and time of the meeting.

Section 2:

Notices of motion regarding RULE change must be received by the Executive two weeks prior to each of the general meetings.

Section 3:

Notices of motion to change the CONSTITUTION must be received by the Executive one week prior to the September, December and or February general meetings.

Section 4:

Any player from the league can attend an annual general meeting. They may also speak at an annual general meeting; however they have no voting power.

ARTICLE 5 – BMHL RULES/GUIDELINES Section 1: General Rules 1

Periods are 20-20-15 minutes “runtime”. If there is a three goal or less spread between the teams, the last 3 minutes are “stop time” (i.e. a 5-3 score would mean that it is stop time). Overtime is run time as well.

In the event of a tie after 3 periods, a 5 minute sudden death 3 on 3 “runtime” period will be played. In the event the game is still tied there will be a shootout. Three players from each team will have 1 shot. If still tied, each team will select 1 player in a sudden death shootout. Shooter 1 may not shoot again until everyone in attendance has shot.

Teams will play with 4 skaters and 1 goalie or 5 skaters.

The red line is not in effect for the purpose of calling the two line offside.

Only the individual drafted as goalie for a team may play goal. If that person is unable to play then only a designated substitute goalie or a goalie from another team may play goal. Teams are not allowed to dress another goalie, and have their drafted goalie play out.

Icing occurs when the puck crosses two blue lines and two red lines, the opposing team’s goal line being the last, and the puck remains untouched. It is not icing if the puck goes into the goal.

In the case that a team has only four skaters, they are permitted to pick up an additional two players that are not ranked as an A or B player from other teams in the league. If a team has only five skaters they are permitted to pick up only one player that is not ranked as an A or B player from another team in the league.

Two points are awarded for a win, one point for a tie. In the case of a tie, an additional point is awarded for an overtime win.

Shootout format 1 – During season play teams must cycle through their entire roster and have everyone participate in a shootout before an individual can participate a second time. 2a – During playoffs, who can participate during a shootout resets at the beginning of every game. This means that the same shooter can participate in a shootout in consecutive games. 2b – During playoffs, if after three shooters both teams are still tied it then goes one and one.

Section 2: Penalties 1

Any major penalty (at the discretion of the referee), will result in ejection from that game and after a meeting of the team reps may result in further disciplinary action.

No fighting. In the event of a fight, both players who were deemed to have fought (referees discretion as to what constitutes a fight), will be immediately ejected, and after a meeting of the team reps, will most likely be ejected for the duration of the season (including playoffs) and possibly be banned from the league. Registration fees will not be refunded.

Any shot which the blade of the stick goes higher than the knee level during the back swing in considered a slap shot resulting in a minor penalty.

4

Any contact with the puck out of the air with a stick crossing the waist line is a high sticking penalty.

5

All other infractions (tripping, holding, hooking, slashing, body checking), are minor penalties unless deemed more severe by the referee.

All minor penalties are 3 minutes in length, unless the infraction occurred within the last 4 minutes of the game with “stop time” rules in effect. In this event, minor penalties are shortened to 2 minutes (to take effect for the 2013-2014 season)

A player having 3 minor penalties in one game will be ejected for the remainder of the game. After 3 ejections in one season, a 1 game suspension will be levied. No rule has been formed beyond the initial suspension as it has never happened.

A team will have no fewer than 2 skaters on the ice at any time.

A slap shot infraction will also be called if a player attempts to make contact with the puck with their stick starting above their knee (i.e. a Strachan – a slashing motion at the puck with their stick starting above their knee, resembling a golf shot).

There is NO delay of game penalty if a goalie shoots the puck over the boards/glass.

Coincidental penalties, it is the referee’s discretion as to whether or not the players need to be separated.

ARTICLE 6 – PLAYOFF FORMAT Section 1: Divisions 1

There will be two divisions. Division 1 consists of teams ranked 1, 4, 5, 8 from the regular season. Division 2 consists of teams ranked 2, 3, 6, 7 from the regular season. Teams will play everyone in their pool twice.

Playoff seeding will be based on: 1 – Points 2 – Wins 3 – Head to head 4 – Plus / Minus 5 – Flip a coin

Players must have played in at least 5 league games in order to play in the playoffs. Special considerations may be allowed, with permission from the executive council.

Game times for finals will be as follows: 4:00 pm – B Finals 5:15 pm – A Finals 6:30 pm – C Finals 7:45 pm – D Finals

Format for finals will be as follows: Winners of A semis – Play in the A final Losers of A semis – Play in the B final Winners of B semis – Play in the C final Losers of B semis – Play in the D final

The A & B Finals will have 2 officials. The C final will be officiated by the Team Rep whom loses the B final (or this individual has to find someone willing to officiate the C final game).

The D Final has no officials

Section 5: Overtime 1

Overtime for round robin and cross-over games will consist of 3 on 3 for 5 minutes, followed by a shootout consisting of 3 shooters if necessary

Overtime for the A or B final will consist of 3 on 3 for 10 minutes, followed by a shootout consisting of 5 shooters if necessary

ARTICLE 7 – WAITING LIST 1

The waiting list will be kept by the president, vice-president and treasurer.

Players will be selected from the wait list in the order of their addition until draft night.

After teams are set if a team loses a player, a player from the list that best matches that player will be selected regardless of their position on the list.

Players that are added to the wait list will be rated based on knowledge of their hockey ability.

5

Grandfather clause – Players that have previously played in the league go to the top of the waiting list.

League fees for players starting mid-season will be calculated as follows: (League fee / # of season games) x remaining games left in season including playoffs

ARTICLE 8 – THE DRAFT Section 1:

All players in the league will be rated, prior to the draft at the September general meeting.

Section 2:

Player selection is based on league standings from the previous year. This means that the last place team gets the first pick, the seventh place team gets second pick and so on.

Section 3:

Each team is allowed to have only one goalie, and a player from each rated category (i.e. “A” player, ”B” player, and a “C” player).

Section 4:

Each Team Rep is allowed a “Keeper Pick” from the previous year. This means you can reserve one player from your previous year’s roster that no one can pick. If this player is an A ranked player or goalie then he must be picked in the first round of the draft. If it is anyone else then they must be taken in the second round of the draft. Team Reps are not obligated to use this option. A player cannot be used as a “Keeper Pick” for 2 consecutive years.

Section 5:

Team Reps must reveal their “Keeper Picks” 15 min. prior to the start of the draft. The “Keeper Pick” if it is an A player or goalie at the date of the draft must be selected in the first round. Any other rating the player must be selected in the second round.

ARTICLE 9 – SEASON SCHEDULES Section 1:

The first place team in the league standings gets first pick in choosing their schedule for the following season. Second place gets second pick and so on.

ARTICLE 10 – SPONSORS 1

Sponsorship is a three year term with a total cost of $500 to be paid to the Blackstock Men’s Hockey League

Sponsorship must be paid in full during the first year for any sponsors not involved in the league. Otherwise, a deposit of $250 is to be given the first year, and then the remaining amount must be paid at the beginning of the second year.
