Dominion View is building on Rialto Village’s prime site

One of the latest examples is Dominion View at Rialto Village, which will be located along I10 and Ralph Fair Road on the Northwest Side. Construction on the first phase of Dominion Village — a 10,000-square-foot mixed-use building — is slated to get under way later this spring, according to Brent A. Anderson, a principal in locally based MSA Architecture + Interiors, which is serving as the architecture firm of record for Dominion View. The building will enter the market substantially pre-leased to Dominion Pediatric Dentistry, which will occupy roughly 4,700 square feet on the second floor, Anderson says. The first floor of the building is being marketed for retail use, Anderson adds. He points out that there is even the ability to create a rear drive-thru for potential restaurant users. The project is being carved out of another premiere development in the works along the I10 corridor, known as Rialto Village. Dominion View will encompass roughly 2 acres of land within this larger mixed-use project. Both Dominion View and Rialto Village are representative of the commercial development that is taking shape on the city’s Northwest Side — namely that strip of I-10 that runs between Loop 1604 and the city of Boerne.

Spurring that development is the residential boom that has been taking place in the area over the past several years. Now projects like Rialto Village, Dominion View and others are coming in to provide the services that are in demand due to this growing residential population. “It’s amazing what a powerful road (I-10) is,” says Dale Schuparra, president and CEO of Schuparra Properties Corp., the developer of Rialto Village. “It represents the biggest underserved opportunity for commercial development in the city.” “As (more) business corporations locate around the I-10 and Loop 1604 interchange, more neighborhood communities are popping up, and expanding (northwest of this interchange),” Anderson says. “This, in turn, creates an opportunity for businesses to come into these communities and fill the needs of the new consumer demand.” Anderson adds: “We are seeing the beginnings of a denser connection between San Antonio and Boerne.” Up next Dominion Pediatric Dentistry is currently located in the Leon Springs shopping center at I-10 and Boerne Stage Road, according to the marketing brochure created by the local office of Transwestern, which is marketing Dominion View. Broker Sandra Mumme Malcolm is heading up the assignment. Dominion Pediatric is slated to move to Dominion View later this fall, Anderson says. As for building out Dominion View, there is room to construct two more single-story buildings of 5,000 square feet each on the two-acre site — although the time frame for developing the buildings is yet to be determined, Anderson adds. Building for the future Brenda Kelly Rowe, president of locally based Goetting Rowe Engineering (GRE), recently took part in a solar-energy sustainability adventure in Roatan, Honduras — installing solar panels at an area day-care facility. The project was part of the Renewable Energy for Central America program, which is offered through Penn State’s Center for Sustainability, says Rowe, a graduate of the university. Rowe joined the team of students taking on this mission — a group that describes itself as the “renew crew.” The crew included Rowe’s niece, Gretchen. “The project is a very worthy cause,” says Rowe. San Antonio's hot strip is I-10 Corridor from Loop 1604 to Boerne

Tricia Lynn Silva Reporter/Project Coordinator- San Antonio Business Journal Email | Twitter | Google+ Large-scale developments like The Rim and The Shops at La Cantera have brought not only a new slate of retail options to San Antonians, they also have brought new attention to the Interstate 10 West corridor as well. These two projects alone account for more than 3.6 million square feet of retail space at opposite ends of the Loop 1604/I-10 intersection. Now the development is headed northwest of that intersection. The new projects in the works will fill a void along the strip of I-10 running between Loop 1604 and the city of Boerne, explains Dale Schuparra, president and CEO of Schuparra Properties Corp. He is also the developer of Rialto Village — one of a number of new developments now under construction along this strip. The new projects prove the popular real-estate industry adage that retail follows rooftops, industry observers say. “Over the last three years, I’ve watched the growth just take off,” says local restaurateur Patrick Richardson, who lives near Fair Oaks Ranch and drives the I-10 corridor on a daily basis. “New neighborhoods are being built left and right.” Examples of that residential growth include Lost Creek-Summit by Centex and StonehavenThe Enclave by Pulte. Both communities, as well as Realto Village, are located along Ralph Fair Road, about two miles north of I-10 and just southeast of Boerne. Homes in Summit range in price from $175,900 to $199,990, and the homes at Stonehaven range from $197,990 to $246,990, according to the homebuilders’ websites.

The I-10 corridor has also emerged as a major corporate hub — thanks to companies like Medtronic Inc. and NuStar Energy LP, both of which are part of The Rim development at I10 and Loop 1604. “It’s amazing what a powerful road (I-10) is,” says Schuparra. “It represents the biggest underserved opportunity for commercial development in the city.” Feed the need Schuparra’s Rialto is being built to meet both the commercial needs of the I-10 West corridor (northwest of Loop 1604), and to feed the demand for residences in the area. At build-out, Rialto will span about 400,000 square feet. The project will be a mix of restaurants, shops, offices and luxury apartment residences — a live/work/play environment along 24 acres at I-10 and Ralph Fair Road. To date, Rialto Village has three buildings on the ground — out of the roughly seven that will make up the retail and office portions of the project. Plans for the multifamily portion of Rialto call for about 300 units. Construction on both the multifamily and the remaining commercial buildings is set to get under way later this year, Schuparra says. Answering to the need for more upscale shopping and dining is Dominion Ridge, being developed at I-10 and Dominion Drive, also southeast of Boerne. The project will boast more than 130,000 square feet of space. Under development now is 57,000 square feet of restaurant and retail space that should be delivered around labor day 2013, according to Michael Schoenbrun, San Antonio city partner for Cencor Realty Services, the developer of Dominion Ridge. “We are going to provide the fine dining and best-of-class options,” essentially at the doorstep of Dominion residents, Schoenbrun says. Among those who have committed to phase two are veteran restaurateurs like Richardson, who believes that Dominion Ridge will provide him with the opportunity to cater to some of San Antonio’s most prominent neighborhoods. It is also a chance for him to bring something that is missing in the area. While the new restaurant will carry the Silo brand, its menu will have a larger emphasis on seafood. Richardson also owns two other Silo restaurants in the city, both on the North Side “There is a pretty significant void for our style of restaurant on I-10,” Richardson says.

Those bullish on the corridor also include those familiar with the retail centers that preceded projects like Rialto and Dominion Ridge, who saw years ago the potential of the I-10 corridor between Loop 1604 and Boerne. Michael Hoover is president of DH Realty Management. He used to market The Boardwalk at Leon Springs — located near the I-10 and Cielo Vista Drive. Boardwalk debuted in 2007, and was fully leased in less than a year’s time, says Hoover. The success of Boardwalk, “showed the demand” for retail and other commercial services along the I-10 West corridor, Hoover says. “(The demand) was there then; it’s there now.” Adds Schuparra, “This is the hottest development corridor in the city right now.” Tricia Lynn Silva covers real estate, retail, construction, and law firms; she also plans and edits some special reports.

Information about Brokerage Services Before working with a real estate broker, you should know that the duties of a broker depend on whom the broker represents. If you are a prospective seller or landlord (owner) or a prospective buyer or tenant (buyer), you should know that the broker who lists the property for sale or lease is the owner’s agent. A broker who acts as a subagent represents the owner in cooperation with the listing broker. A broker who acts as a buyer’s agent represents the buyer. A broker may act as an intermediary between the parties if the parties consent in writing. A broker can assist you in locating a property, preparing a contract or lease, or obtaining financing without representing you. A broker is obligated by law to treat you honestly. IF THE BROKER REPRESENTS THE OWNER: The broker becomes the owner’s agent by entering into an agreement with the owner, usually through a written listing agreement, or by agreeing to act as a subagent by accepting an offer of subagentcy from the listing broker. A subagent may work in a different real estate office. A listing broker or subagent can assist the buyer but does not represent the buyer and must place the interests of the owner first. The buyer should not tell the owner’s agent anything the buyer would not want the owner to know because an owner’s agent must disclose to the owner any material information known to the agent. IF THE BROKER REPRESENTS THE BUYER: The broker becomes the buyer’s agent by entering into an agreement to represent the buyer, usually through a written buyer representation agreement. A buyer’s agent can assist the owner but does not represent the owner and much place the interests of the buyer first. The owner should not tell a buyer’s agent anything the owner would not want the buyer to know because a buyer’s agent must disclose to the buyer any material information known to the agent.

IF THE BROKER ACTS AS AN INTERMEDIARY: A broker may act as an intermediary between the parties if the broker complies with The Texas Real Estate License Act. The broker must obtain the written consent of each party to the transaction to act as an intermediary. The written consent must state who will pay the broker and, in conspicuous bold or underlined print, set forth the broker’s obligations as an intermediary. The broker is required to treat each party honestly and fairly and to comply with The Texas Real Estate License Act. A broker who acts as an intermediary in a transaction: (1) shall treat all parties honestly; (2) may not disclose that the owner will accept a price less than the asking price unless authorized in writing to do so by the owner; (3) may not disclose that the buyer will pay a price greater than the price submitted in a written offer unless authorized in writing to do so by the buyer; and (4) may not disclose any confidential information or any information that a party specifically instructs the broker in writing not to disclose unless authorized in writing to disclose the information or required to do so by The Texas Real Estate License Act or a court order or if the information materially relates to the condition of the property. With the parties’ consent, a broker acting as an intermediary between the parties may appoint a person who is licensed under The Texas Real Estate License Act and associated with the broker to communicate with and carry out instructions of the other party. If you choose to have a broker represent you, you should enter into a written agreement with the broker that clearly establishes the broker’s obligations and your obligations. The agreement should state how and by whom the broker will be paid. You have the right to choose the type of representation, if any, you wish to receive. Your payment of a fee to a broker does not necessarily establish that the broker represents you. If you have any questions regarding the duties and responsibilities of the broker, you should resolve those questions before proceeding.
