BOOSTER INFORMATION Who is a booster? The NCAA has specific bylaws that determine who qualifies as a booster. You are a booster if: • You are a Sunbird Association Member • You donate any money to the Sunbird Association, Department of Athletics or a team • You are involved in recruiting prospects or providing benefits (i.e., summer jobs) to enrolled student-athletes • You are involved in promoting the FPU athletic program • You purchase season tickets to any FPU-sponsored sport • You are an employee of FPU athletics • You are the spouse of a FPU athletics employee After you have become identified as a Fresno Pacific University booster, you retain that status indefinitely, and you must be aware of NCAA rules that apply to boosters.
Who is a prospect? A prospect is any student who has entered the ninth grade. In addition, a student who has not started classes for the ninth grade becomes a prospective student-athlete if the institution provides such an individual (or the individual’s relatives or friends) any financial assistance or other benefits that the institution does not provide to prospective students generally. How long is a student a prospect? After a prospect signs a National Letter of Intent or has been admitted to an institution, he/she remains a prospect until he/she either: practices, competes, or attends a class while registered full-time.
What can a booster do? • A booster can have contact with a prospect only if they have an established family or friend relationship with that person. • A booster can choose to attend a prospect’s athletic competition, but cannot have contact with that prospect. • A booster may speak to a prospect via telephone. • A booster may have incidental contact with a prospect as long as no recruitment occurs. • A booster may provide summer employment to student-athletes as long as the rate of pay is similar to local rates for work actually performed. • A booster, in his/her home, may provide an occasional meal to a student-athlete or the team. Prior to providing such a meal, they must notify the coach and receive approval from the Assistant Athletics Director for Compliance.
What can a booster NOT do? • A booster cannot have any in-person recruiting contact with a prospect or the prospect’s parents or legal guardian(s) or relative(s) off-campus. • A booster cannot provide any payment of expenses or the loan of an automobile for a student-athlete. • A booster cannot employ or use the name or picture of an enrolled student-athlete to directly advertise, recommend or promote sales or use of a commercial product or service. • A booster cannot make any arrangements for a student-athlete to have contact with agents or financial advisors. • A booster cannot employ a student-athlete at a rate higher than the local rate for work performed. • A booster cannot contact a prospect to congratulate him/her on signing a National Letter of Intent to attend this institution. • A booster cannot earmark funds for specific prospects to attend our summer camps. • A booster cannot provide anything that would be considered an extra benefit to the student-athlete or the student-athlete’s parents or legal guardian(s) or relative(s). • A booster cannot provide awards or gifts to student-athletes for any reason.
What is an extra benefit? The NCAA considers a special or extra benefit to be any special arrangement to a prospect, enrolled student-athlete or their relatives or friends that is not expressly authorized by NCAA regulations. Examples of extra benefits include, but are not limited to, the following areas: • Gift items (i.e., clothes, cars, etc.) • Free or reduced cost of housing arrangements • Promise of financial aid for postgraduate education • Any financial assistance administered outside of FPU • Cash or a loan of money • Special discounts or co-signing a loan • Promise of employment after college • Promise of employment of relatives or friends based on athletics • Arrangement for free or reduced charges for professional personal services • Use of an automobile or the use of personal properties (i.e., boats, summer homes, cars) • Providing any transportation directly or indirectly • Purchase of items or services from a prospect or their family at an inflated price
