On November 8, 2016, Brigham City residents will have the opportunity to vote for or against Bond Proposition A. If passed, the Bond will pay for a new senior and recreation center, a regional sports complex and museum upgrades. Preliminary plans for the project have been created with the help of planners, local and regional architects with expertise in senior center and recreation facility design, and Brigham City administrators and staff. A task force assembled from community volunteers has provided oversight and guidance during the development of the project. The proposed facilities are anticipated to impact economic development as a result of quality of life improvements and visitor spending for lodging, dining, shopping and other services, all of which will bring new revenue to area businesses. The economic benefit is projected to be $35 million over the life of the bond.

The General Obligation Bond would provide the opportunity for the seniors to combine resources with recreation and allow more recreational and fitness opportunities. Additional space would enable more educational programming and increased health promotion services. These services assist older individuals in remaining independent and active in the community. The Recreation Center will provide for the needs of other Brigham City residents.

REGIONAL SPORTS COMPLEX The continued development of the 65 acre Regional Sports Complex will allow for the needed expansion of playing and practice fields that are lacking in the community. Brigham City has been identified by national tournament sanctioning bodies as a hub for attracting youth and adult teams from surrounding states. The facility will be a multisport facility available for use by baseball, softball, football, soccer and lacrosse for youth and adult leagues and tournaments. Walking paths and grassy areas will be welcoming to those that would like to access the facility for its open space, bowery and playground amenities.

The first phase of the museum project, a federally funded seismic upgrade, is now complete. The second phase will be included as part of the Bond Proposition. The Museum currently has more than 11,000 items in its permanent collection, with limited space for exhibitions and for storage. This has been an ongoing struggle since the opening of the community center in 1970. Now with two museums, the need for a larger, joint space is more important and this bond will provide that needed space. Bringing together the City’s two museums will enable staff to work more efficiently and provide better care of the collections.

Shall Brigham City, Utah, be authorized to issue General Obligation Bonds in a principal amount not to exceed $26,000,000 and to mature in no more than 21 years from the date or dates of issuance of such bonds for the purpose of paying all or a portion of the costs of acquiring, constructing and equipping parks, community and recreational facilities and related facilities, and, to the extent necessary, for providing moneys for the refunding of general obligation bonds?

If the Bonds are issued as planned, without regard to the taxes currently levied for outstanding bonds that will reduce over time, an annual property tax to pay debt service on the proposed bonds will be required over a period of 20 years in the estimated amount of $215.35 per year on a $160,000 primary residence and in the estimated amount of $391.54 per year on a business or secondary residence having the same value.

However, the City has other outstanding bonds for which a tax decrease would occur upon the retirement of such bonds, which may not occur if the proposed bonds are issued. The outstanding bonds reduce over time such that the incremental property tax due to the issuance of the proposed bonds (after the full $26,000,000 of bonds is issued) is expected to have a net increase from current annual property tax levels of approximately $148.93 per year on a $160,000 primary residence and approximately $270.78 per year on a business or secondary residence having the same value. The foregoing information is only an estimate and is not a limit on the amount of taxes that the City may be required to levy to pay debt service on the bonds. The City is obligated to levy taxes to the extent provided by law in order to pay the bonds. The amounts are based on various assumptions and estimates, including estimated debt service on the bonds and taxable values of property in the City.

FINANCIAL INFORMATION The combined project cost and proposed bond issuance is not to exceed $26,000,000. The impact to individual property owners will be based on County Assessor data. For a typical residential property with an assessed tax value of $160,000, the tax increase is estimated to be approximately $148.93 per year ($12.41 per month) for 20 years for this general obligation bond. Similarly, a business or secondary residence valued at $160,000 will pay an estimated increase of $270.78 per year for the bond.

THE GENERAL ELECTION IS NOVEMBER 8, 2016. •

The polling location for all Brigham City residents is at the Utah State University Brigham City Campus, 989 South Main; residents may vote at any County voting center.



Voting locations are open from 7:00 am - 8:00 pm.



Other voting center locations are available on the Box Elder County website.



Early voting is available October 25 through November 4 at the County Building, 01 South Main.



All voters must show picture ID.
