BRITISH HORSERACING AUTHORITY REGULATIONS FOR POINT-TO-POINT STEEPLE CHASES 2015/16 The following amendments to the Point-to-Point Regulations are made in consultation with stakeholder committees, followed by PPA Board approval and finally BHA Board ratification: 1. ELIGIBILITY – REGULATION 34 The dates for eligibility shall roll forward in line with the 2015/16 season. Please see attached eligibility outline, Regulation 34. 2. PENALTIES – REGULATION 75 Please see attached provisional penalties outline, Regulation 75. Please note that ‘feature races’ (Classics, Area Classics & Area Features) are exempt from penalties. 3. WEIGHTS – REGULATION 74 Please see attached penalties outline, Regulation 74. 4. VETERAN HORSE DEFINITION Definitions “Veteran Horse” is a horse aged nine years old and upwards from the start of the season up to and including December 31st, or ten years old and upwards from January 1st until season end. 5. DISALLOWING 7 YEAR OLDS FROM RUNNING IN ‘YOUNG HORSE MAIDENS’ Regulation 80 – The Course (ii) Maiden races for 4, 5, and 6 and 7 year olds, with the approval of the British Horseracing Authority, may be run over 2 miles 4 furlongs. 6. NEW DISTANCE OF 2m4f ACROSS ALL RACES Regulation 80 – The Course (i)

All races with the exception of those in Sub-Regulation (ii) below shall be run over a distance of not less than 3 miles, and there shall not be less than 18 jumps in any race, unless otherwise approved by the Stewards of the Meeting in accordance with Regulation 13 (iii), or the provisions of Regulation 122 (iv) have been enacted. Maiden races for 4, 5, and 6 and 7 year olds, and one Point-to-Point Steeple Chase per fixture (which may be in addition to a Maiden race for 4, 5 and 6 year olds), with the approval of the British Horseracing Authority, may be run over 2 miles 4 furlongs.

Regulation 72 – Conditions of Races Hunt Meetings The number of Steeple Chases in the programme of the meeting authorised under Regulation 60(i)(a) shall not exceed seven. If more than one Maiden Steeple Chase is scheduled in the programme, one of them must allow eligibility for the participation of four year olds. The programme shall not include more than one of the following unless riders’ sex conditions are imposed, in which case a race for each sex may be staged: … (xvi) A Steeple Chase to be run over 2m4f in addition to, or instead of, a 4, 5 and 6 year old Maiden Steeple Chase. Regulation 73 – Service, Club, Association & Society Meetings The number of Steeple Chases in the programme of the meeting authorised under Regulation 60(i)(b) shall not exceed seven. If more than one Maiden Steeple Chase is scheduled in the programme, one of them must allow eligibility for the participation of four year olds. The programme shall not include more than one of the following unless riders’ sex conditions are imposed, in which case a race for each sex may be staged. In addition to races limited to members of the Service, Club, etc., one race in each of the following categories may be included: … (xii) A Steeple Chase to be run over 2m4f in addition to, or instead of a 4, 5 and 6 year old Maiden Steeple Chase.

7. WINNERS ON THE FLAT TO RUN IN RESTRICTED RACES Definitions "Restricted Point-to-Point Steeple Chase" is a race open to any horse, except if age or sex conditions are subsequently imposed (or if it is confined to specific Hunts, Clubs, Associations or Services), which, at starting, has not won any Race under the Rules of any Recognised Racing Authority other than National Hunt Flat races or Flat races, or any Point-to-Point Steeple Chase other than Maiden Races, Hunt Members Races. 8. MAXIMUM PRIZE FUND Regulation 76 (i) (a) – Prize Money (i) (a) The total prize money or other prize for an Open (Men’s, Ladies or Mixed) Steeple Chase shall be £325-£550 -£1000 and of any other Steeple Chase, £250-£350-£750, save with the express permission of the British Horseracing Authority. 9. RIDERS’ EQUIPMENT Appendix O As of April 1 2015, a A body protector must conform to (BS) EN 13158: 2000 (level 1 only), (BS) EN 13158: 2009 or CSN EN 13158: 2009. 10. NO MEDICAL RECORD BOOK, NO RIDE The BHA Medical Department proposed a ‘no MRB, no ride’ policy. There will be a provision made for riders who do not have their MRB due to extenuating circumstances. 1. Regulation 50 No person shall ride:… (ii)[…..] In the event of the MRB not being available, the rider shall not be permitted to ride. [….] 2. Notes for Owners and Riders participating in Point-to-Point Steeplechases: B2 RIDER’S QUALIFICATION CERTIFICATE/MEDICAL RECORD BOOK …shall not be permitted to ride. 11. SPURS Appendix G - Spurs The British Horseracing Authority will not permit spurs of any type to be used in any race. 12. STARTING PROCEDURE Regulation 26 – Starter and Starting (xi) (a) Should the Starter consider that a fair start has not been effected he shall declare it a false start by keeping his flag raised, or by raising it again if it has been lowered, and order the riders, by means of the recall flagman, to return to the Starting Post and a standing start will be effected. 13. RIDER ELIGIBILITY Regulation 53 The following persons are not eligible to ride and shall not ride in Point-to-Point Steeple Chases:(i)

A person who has ever held a professional rider’s licence, issued from any Recognised Racing Authority: The exception is a person who has not ridden more than 25 winners under the Rules of any Recognised Racing Authority, and only held one, or a combination, of the following licences: 1. An Apprentice Jockey’s Licence issued under the Rules of Racing; 2. A Conditional Jockey’s Licence issued under the Rules of Racing; 3. A Steeple Chase and Hurdle race Jockey’s Licence issued prior to July 1978 under the Rules of Racing then in force;
