 For an ideal bicycle boulevard, traffic volumes should be 1,500 vehicles per  day (veh/day) or less to provide a comfortable, low‐stress environment for  cyclists of all ability levels, although volumes up to 3,000 veh/day can be  accommodated. When volumes exceed 3,000 veh/day, a shared facility  (vehicles and bikes share the travelway) is likely to be uncomfortable for less‐ experienced riders.    North of Lincoln Street, Broad Street traffic volumes are currently 500‐2,000  veh/day above the maximum daily volume range recommended for a bicycle  boulevard.   Existing volume data suggests that volume management design strategies  (i.e. traffic diverters, partial closures, etc.) should be considered for the  bicycle boulevard to facilitate a low‐stress bicycling environment. 

 Streets developed as bicycle boulevards should have prevailing motor vehicle  speeds (85th percentile speeds) of 25 mph or less, with 20 mph preferred to  provide a low‐street bicycling environment.   Speed surveys were conducted along several segments of the Broad Street  corridor: between Monterey Street and US 101; between Lincoln Street and  Mission Street; and between Mission Street and Ramona Drive.    Throughout the corridor, prevailing speeds exceeded the ideal range for a  bicycle boulevard, particularly between Mission Street and Lincoln Street  where prevailing speeds were nearly 10 mph above the ideal level.   Existing data suggests that speed management design strategies (i.e. traffic  circles, speed humps, neckdowns/lane narrowing, etc.) should be considered  for the bicycle boulevard to provide a low‐stress bicycling environment.
