For an ideal bicycle boulevard, traffic volumes should be 1,500 vehicles per day (veh/day) or less to provide a comfortable, low‐stress environment for cyclists of all ability levels, although volumes up to 3,000 veh/day can be accommodated. When volumes exceed 3,000 veh/day, a shared facility (vehicles and bikes share the travelway) is likely to be uncomfortable for less‐ experienced riders. North of Lincoln Street, Broad Street traffic volumes are currently 500‐2,000 veh/day above the maximum daily volume range recommended for a bicycle boulevard. Existing volume data suggests that volume management design strategies (i.e. traffic diverters, partial closures, etc.) should be considered for the bicycle boulevard to facilitate a low‐stress bicycling environment.
Streets developed as bicycle boulevards should have prevailing motor vehicle speeds (85th percentile speeds) of 25 mph or less, with 20 mph preferred to provide a low‐street bicycling environment. Speed surveys were conducted along several segments of the Broad Street corridor: between Monterey Street and US 101; between Lincoln Street and Mission Street; and between Mission Street and Ramona Drive. Throughout the corridor, prevailing speeds exceeded the ideal range for a bicycle boulevard, particularly between Mission Street and Lincoln Street where prevailing speeds were nearly 10 mph above the ideal level. Existing data suggests that speed management design strategies (i.e. traffic circles, speed humps, neckdowns/lane narrowing, etc.) should be considered for the bicycle boulevard to provide a low‐stress bicycling environment.
