BUTLER COUNTY COMMISSION El Dorado, Kansas AUTHORIZATION NO. 68 For PROFESSIONAL SERVICES To BURNS & McDONNELL ENGINEERING COMPANY, INC. Kansas City, Missouri In accordance with the AGREEMENT for PROFESSIONAL ENGINEERING SERVICES dated June 6, 1995, between Butler County Commission (hereinafter called CLIENT) and Burns & McDonnell Engineering Company, Inc. (hereinafter called ENGINEER), CLIENT hereby authorizes ENGINEER to proceed with the following services: I. SCOPE ENGINEER understands CLIENT desires to conduct a planning evaluation for the construction of Area 5, which is the next disposal cell planned to be constructed at the Butler County Sanitary Landfill (Landfill). ENGINEER understands CLIENT may desire to close the western slopes of Areas 1A and 2A during the Area 5 cell construction project. ENGINEER will evaluate remaining intermediate airspace, prepare design concepts for construction of Area 5 and closure of Areas 1A and 2A, and develop an opinion of capital construction costs based on the design concepts developed and existing permit information. Tasks under this authorization include: Task 1: Area 2B Remaining Capacity Evaluation ENGINEER will conduct an evaluation of the intermediate remaining capacity of the Area 2B disposal cell for the purpose of planning when the Area 5 disposal cell construction should occur. a. ENGINEER will perform a scan of the Landfill using a three dimensional scanner to establish current waste and surrounding ground elevations for use in ENGINEER’s evaluation of the Area 2B intermediate remaining life. ENGINEER will coordinate field data acquisition with CLIENT’s surveyor. ENGINEER has assumed ground control will be provided by CLIENT’s surveyor. b. ENGINEER will develop an Area 2B intermediate fill surface and temporary access road(s) based on professional judgment and input provided by CLIENT for the purposes of determining the available intermediate fill volume within Area 2B. c. ENGINEER will calculate remaining life based upon historical rate of airspace consumption, CLIENT’s anticipated future waste receipts, and the intermediate fill surface developed in Task 1.b. ENGINEER will prepare a brief letter report summarizing the findings of the evaluation. Task 2: Area 5 Construction and Closure of West Slope of Areas 1A and 2A - Conceptual Design ENGINEER will develop conceptual plans for the construction of Area 5 and closure of the western slope of Areas 1A and 2A to further define existing permit design concepts, and to assist with of an appropriate opinion of probable costs (discussed in Task 3). Prior to initiation of concept development,
ENGINEER will coordinate a meeting with CLIENT’s staff to review and discuss potential concepts to be incorporated into Area 5. Evaluation components included within this task are as follows: a. Initial development Area 5 cell access plan / concept layout b. Initial development Area 5 stormwater / leachate conveyance concept plan c. Landfill gas collection system flare skid and utilities relocation concepts i. Flare skid relocation in proximity to (1) the leachate pond or (2) e-waste building ii. Modifications to existing landfill gas collection piping iii. Abandonment of existing landfill gas wells, utilities, and monitoring infrastructure iv. New landfill gas collectors below (and potentially above) the Area 5 piggyback liner system d. Conceptual closure plan for the western slope of Areas 1A and 2A: i. Final cover plan / stormwater conveyance plan ii. Lysimeter location / details iii. Access to existing leachate recirculation line valves iv. Access to existing landfill gas extraction wells. ENGINEER will issue a draft to include three concept drawings for CLIENT review. ENGINEER will incorporate CLIENT comments and utilize the final concepts and applicable permit details for development of an Engineer’s Opinion of Probable Costs (presented in Task 3). Task 3: Engineer’s Opinion of Probable Costs ENGINEER will prepare an opinion of probable costs for Area 5 construction and closure of west slope of Areas 1A and 2B for CLIENT’s use in capital planning. Estimates will be developed based on historical construction pricing from Cell 2B, closure cost estimates developed by ENGINEER in February 2014, current published construction estimating tools (ie RS Means), and ENGINEER’s professional experience. The inputs and assumptions used to develop the Opinion of Probable Costs will be summarized in a memorandum to CLIENT. III. TIME OF SERVICE & ASSUMPTIONS ENGINEER will complete the scope of services within approximately 12 weeks of authorization. Assumptions: 1. ENGINEER has assumed that the pre-concept development meeting and the three dimensional scanning activities will occur in the same mobilization. 2. CLIENT will review all draft submittals in a timely manner and provide comments to CONSULTANT generally within two weeks. 3. Construction document preparation and construction phase services will be provided in a future work authorization.

III. COMPENSATION CLIENT shall compensate ENGINEER for providing the services set forth herein in accordance with the terms of the existing Agreement. The cost initially authorized for the services is Thirty Seven Thousand Five Hundred Ten Dollars ($37,510) but is not a guaranteed maximum; provided, however, that ENGINEER shall not exceed such amount without prior written approval of CLIENT.
