Memorandum of Agreement for Next Generation 911

Background: https://www.youtube.com/watch?v=dsSIEBMZC0M&feature=youtu.be The state’s NG911 Administrator requested to move our schedule up from 4th quarter 2017 to April 4th in December of 2016. Fiber optic cables were installed and equipment was ordered by the state shortly afterwards. The equipment was installed and training was scheduled in early February. On February 23rd the MOA was delivered to staff. After explaining that it would not be possible to have a 73 page agreement approved as to form and executed by the BOCC before the go live date in April the state advised they did not want to reschedule and asked that we execute it as soon as possible. The state pays all costs for the NG911 system (ESI Net) infrastructure with proceeds from grant funding and 9-1-1 fees. Equipment required for each participant to join the hosted network is procured by the state and a portion of participant costs are recouped through annual payments for each workstation they have connected to the hosted solution. Analysis: The statewide ESI Net will have several layers of redundancy built in, was designed and constructed with future technology in mind, and is economical because it is being shared by so many PSAPs. 62 PSAPs (56%) have already migrated to the ESI Net and reports indicate a high level of satisfaction. In all 85% of PSAPs in Kansas will have migrated to the ESI Net by the end of the 2nd quarter of 2018.

As the state was developing the specifications for the ESI Net; Smith, Rooks, and Graham Counties entered into a 5 year contract with a private vendor to develop an interim IP solution. This solution is not fully NG 9-1-1 capable and will not enjoy the benefits of interoperability the rest of the state will have. More importantly it will cost them $111,000 more over that 5 year period than a five year span on the Kansas ESI Net. Finally, as new means of contacting 9-1-1 emerge and are enabled on the ESI Net, the citizens of the state will be educated via statewide public service announcements. Any PSAP that chooses not to join the ESI Net will be competing with the ESI Net for prospective partners to offset costs. More importantly they will also find themselves forced to keep up with progress made at the state level or face defending themselves to their citizens and emergency responders for failing to provide the statewide standard of service. Financial Considerations: Applicable costs of the legacy system totaled roughly $80,000 per year which includes maintenance and replacement costs of equipment ($34,000). The hosted solution will cost $108,360 per year. Until geospatial routing is enabled we will have to pay about $41,000 of the 80,000 current costs. 2017: $140,000 (99k+41k) 2018: $120,000 (108k + a portion of the 41k) 2019: $108,360 2020: $108,360

Text messaging is anticipated in 2019, it and other features will result in additional costs as they come online. Revenue: 88% of 60₡/phone/month generated $280,489 in 2016. Current balance of the 9-1-1 fund is $298,749.

Legal Considerations: The agreement before you includes several changes requested by County Administrator Johnson. County Counsel has approved the agreement as to form. Recommended Motion/Action: Approve the agreement and authorize the Chair to sign: “I Commissioner _______________ move to approve the Memorandum of Agreement with the Kansas 9-1-1 Coordinating Council for participation in the state-wide next generation 911 system and authorize the chair to sign.”
