Bylaws of the Theta Beta Chapter of Alpha Xi Delta Sonoma State University Article I – Name The name of this corporation shall be Alpha Xi Delta Fraternity, also referred to herein as “National Fraternity” or “Fraternity” Article II – Purpose The purpose of this Fraternity shall be: 1. To cultivate a true spirit of friendship among all our members; to encourage, aid and protect one another by all honorable means during life and maintain in all our proceedings and acts the highest sense of honor and duty. 2. To cherish and protect those institutions of learning in which we find our members and our home. 3. To attain those objectives and to establish these principles by the organization and colonization of subordinate college chapters under National Chapter. Article III – Meetings Sec. 1. Chapter. Chapter meetings are to be held every Sunday during the College or University terms except when prohibited by College or University regulations or one is not scheduled by the Executive Board. Attendance is required by all members except in the case of dead week, illnesses, final exams, or emergencies. Dead week is defined as the week before final exams each semester. The chapter meeting will begin promptly at 6 p.m. or whenever the Chapter agrees upon. Clause 1. Councils are to be held before every meeting at 5:30 p.m. or whenever the Chapter agrees upon. Councils are to be attended by all members. Officers who miss more than three council meetings unexcused will lose their position, as council meetings are a vital part in fulfilling the duties given to them. Sec. 2. New Member. New member meetings are to be held at a time designated by the New Member Orientation Chair with consent of the new member class and chapter advisor. New members are required to attend. If a new member is unable to attend, she must notify the New Member Orientation Chair and set up a time to make up missed information. Sec. 3. Special. Special meetings may be called by the following officers: President, Chapter Life Vice President, Membership Vice President, Recording Secretary, Financial Vice President and/or Public Relations Vice President. Notice must be given to chapter members 24 hours in advance and attendance is compulsory except in cases where the member is excused.

Sec. 4. Quorum. A quorum is required to act in all chapter business. Quorum is defined as 50% plus 1 of members eligible to vote. Article IV – Finances Sec. 1. Dues and Fees. Clause 1. The new member fee of $60.00 is to include the cost of the Bonds of Sisterhood and the National New Member fee. A. $45.00 is sent to Fraternity Headquarters. B. $15.00 is kept by the chapter. C. Each New member must have paid in full prior to pledging in. Clause 2. An initiation fee of $140.00 is to include the cost of a copy of the National Constitution and Bylaws and the National Initiation fee. A. $130.00 is sent to Fraternity Headquarters. B. $10.00 is kept by the chapter. C. Each new member must have all debts paid in full one week prior to Initiation. Clause 3. The corporation note of $25.00 is paid by each member on both April 1st and October 1st. Clause 4. All members’ dues, (New and Initiated), are $45.00 per month (October through May), due on the 15th of every month. September dues are $46.00 to cover the cost of MEC food. Clause 5. All members pay $15.00 per semester for insurance on February 15th and October 15th. Clause 6. All members pay $60.00 per semester for semi-annual national dues on August 15th and February 15th. Clause 7. All members pay $7.00 for Panhellenic fees on October 15th and March 15th. Clause 8. All members will pay a yearly $11.00 fee for the online website maintenance. Clause 9. Each member is to purchase a Quill, ranging in price. Clause 10. New members wishing to keep their new member pin may do so by paying the current price for the pin. Otherwise the pin must be returned to the chapter. The pin may not be worn by an initiated member. In the event of a lost pin the new member will be charged the price of the pin. Clause 11. Payments of dues are to be paid on or before posting date. If for any reason a member is suspended, dues paid are non refundable. Clause 12: If a member goes inactive or a new member drops during new member period, the dues that have already been posted must still be paid. Inactive members must still pay national dues for the semester. Sec. 2. Special Funds. The Financial Vice President is recommended at least $2.50 per

initiated member per semester on November 1st and April 1st of each year to Fraternity Headquarters as the Chapter’s contribution to the Alpha Xi Delta Foundation. Article V – Elections Sec. 1. Nominating Committee. A nominating committee is to be elected by the chapter or appointed by the Executive Committee one week prior to elections. It is composed of one senior, one junior, one sophomore, one freshman, one member at large and the Chapter Advisor. The Chapter President serves with no vote. Sec. 2. Slate of Officers. A slate of candidates is selected by the nominating committee. The candidates for elective officers shall be as stated in the National Bylaws. Sec.3. Elected Positions. Only currently enrolled or continuing students in good standing at Sonoma State University may serve as Officers of this organization. The slated officers shall be President, Chapter Life V.P., Financial V.P., Membership V.P., Public Relations V.P., Programs V.P., Recording Secretary, Senior Panhellenic Delegate, Academic Achievement Chair, New Member Orientation Chair, Corresponding Secretary, Publicity Chair, Historian, Chaplain, Marshal, Ritual Chair, Assistant Financial and Member at Large Standards Board Chair. Article VI – Appointments Sec. 1. Officers. Organization presidents and treasurers must be enrolled at SSU and earn a minimum of 6 semester units for undergraduate or 3 semester units for graduate/credential students per term while holding office and must maintain a minimum cumulative 2.5 grade point average. In addition, the president and treasurer may not have earned 150 units or 125% of the total units needed for graduation, whichever is higher. Requirements. Term of office for appointed officers is to be one coinciding with the term of elective officers. Sec. 3. Probation. If an officer goes on any type of probation status, their position will be taken and reappointed to another member for the duration of the term. Article VII – Membership Sec. 1. Collegiate Membership. All women of Sonoma State University shall be eligible for membership. Faculty, staff, and alumni of SSU, as well as non-students may be considered for non-voting membership in this organization. Only currently enrolled or continuing students of SSU may be voting members. The collegiate woman is eligible provided: A. She’s a regularly registered student. B. She’s earned a minimum cumulative grade point average of 2.5 on a 4.0 scale. Exceptions may be made by the National Academic Achievement Chair. C. She is neither a pledged member nor present member of any other National Panhellenic Conference Fraternity. D. She has not broken her pledge to any other National Panhellenic Conference Fraternity on campus during the last calendar year. Sec. 2. Expectations of Memberships. Chapter members are expected to abide by the Code of Conduct and by the requirements in the National Constitution. A. All members of the organization are required to comply with the following University Policies: Standards for Student Conduct, Prohibition of Hazing, Alcohol Policy, and Nondiscrimination Policy. B. Regular voting membership in this student organization shall be open to all currently enrolled and continuing students of Sonoma State University. This organization or its membership may not discriminate on the basis of gender, race, color, religion, national origin, citizenship, creed, ethnic background, economic status, disability, sexual orientation, marital status, or age, except in cases of fraternity and sorority organizations which are exempt by federal law from Title IX Regulations concerning discrimination on the basis of sex. Sec. 3. Term of Membership, A chapter member will remain active as long as: A. She is enrolled as an undergraduate of Sonoma State University. B. An active member can choose to become an Alumna after four years of active membership or upon graduation, whichever comes first. But, she may not become an alumna before those four years. C. A member may also become an alumna upon four years of being a college undergraduate regardless of years as an active member. In this circumstance, a member’s status will be voted on by the chapter.

D. Undergraduate members regularly registered at Sonoma State University may remain active members of the Theta Beta Chapter after their fourth year at Sonoma State provide the following guidelines are met: 1. Financial Good Standing – Members can be working on Payment Plan with the Financial Vice President at that time. 2. Academic Good Standing 3. Members must write a letter to the Executive Board stating their plan to continue as an active member, which should include the number of semesters they would like to remain active. This letter must be submitted two weeks prior to the final chapter meeting of the final semester of that member’s fourth year. The Executive Board will then ensure the above guidelines are met and will update the chapter at the final chapter meeting of the semester. Article VIII- Member Conduct and Discipline Sec. 1. Laws and Standard of Conduct. It is each member’s (new and active) responsibility to uphold the standards of Alpha Xi Delta Clause 1. Code of Conduct. It is each member’s responsibility to follow the standards as outlined in the Code of Conduct for the Theta Beta chapter of Alpha Xi Delta. Clause 2. Risk Management. As a member of FIPG incorporated all members of Alpha Xi Delta must adhere to all FIPG policies. Sec. 2. Discipline. In the event of a violation of the Laws and Standard of Conduct of Alpha Xi Delta, Theta Beta chapter, the chapter members have the responsibility to hold that member accountable for her actions. Clause 1. Standards Board (Care Board). It is the responsibility of the Standards Board to meet with any member who is in violation of the Laws and Standard of Conduct of Alpha Xi Delta, Theta Beta chapter. It is also the Standards Board (Care Board) responsibility to update and maintain the Care Board manual and Standard of Conduct of Alpha Xi Delta, Theta Beta chapter every semester to firmly establish the Standards of Alpha Xi Delta, Theta Beta chapter. A. The Standards Board will consist of the following members: 1. Chapter Life (facilitator) 2. Member at Large Chair (slated) 3. Senior Standards Board member (appointed) 4. Junior Standards Board member (appointed) 5. Sophomore Standards Board member (appointed) B. Reasons for getting called into Standards Board include: Inappropriate behavior, dressing inappropriately on multiple occasions, internal disputes that affect the whole chapter or any personal stress that a member may be dealing with. C. Procedure. 1. Contact any member of the Standards board via email, phone, Facebook (Careboard Facebook group), or in person 2. When contacting them, be able to list specific examples of the

problem or issue at hand 3. Once issues are listed, a meeting time will be arranged for everyone involved 4. Meetings will be set in a comfortable environment D. Structure. Upon meeting with the Standards board, do not assume you are in trouble; this may not be the case. The issue at hand will be introduced and you will have the opportunity to state your point of view. After conversing about the issue, we hope to reach some sort of improvement in the situation. There may be some consequences for wrongful actions. E. Resolution. We realize that not all issues will be resolved through Standards Board meetings. If this is the case, E-board will be given the decision of whether or not you will then be called in to speak to them. It is to your benefit to give an honest effort in resolving the issue at hand to avoid future E-board encounters. Clause 2. Executive Board. In the event of an extreme or consistent violation of the Laws and Standard of Conduct of Alpha Xi Delta, Theta Beta chapter, by a member, under the judgment of the Standards board, the violating member will meet with the executive board and the chapter advisor for appropriate discipline as seen fit to the violation. Clause 3. Probation and Suspension. All members (new and initiated) refer to Article IV (pg. 19) as outlined in Alpha Xi Delta fraternity constitution and bylaws, 30th ed. 2005. Article IX – Pledging and Initiation Sec. 1. Pledge Expiration and Termination. Clause 1. Pledge Expiration. A pledge expires at the end of one recruitment year. Clause 2. Pledge Termination. The pledge of a new member on probation is terminated automatically if the terms of probation are not met as out lined in Article IV, section 1, and clause 1 in the National Bylaws. Sec. 2. Requirements for Initiation. All members accounts must be paid in full prior to initiation. Sec. 3. Hazing. Alpha Xi Delta forbids any hazing of new or initiated members or mock initiations of any types. Hazing is defined as any activity which subtly or flagrantly demeans, embarrasses, threatens, frightens, invites ridicule of, or draws inappropriate attention to a member. And has an attitude which implies one member is superior to another or that initiation must be earned through personal services or meaningless activities for initiated members. Alpha Xi Delta members are expected to comply with all college, state, and local anti-hazing rules or laws and to uphold the Alpha Xi Delta principles through the elimination of hazing practice. Clause 1. Any member who has participated in hazing activities will be placed on probation or have her membership suspended according to the National Constitution and Bylaws and in accordance with the National Policies and Procedures. Article X- Academic Achievement Sec. 1. Academic Standards.

Clause 1. All members’ responsibility to academic achievement is as follows: Study the required number of academic achievement hours based on previous semester’s GPA. The hours required are determined by the Academic Achievement Chair’s table for study hours. Clause. 2. All members must have a 2.5 cumulative GPA to be elected, appointed, or retain any office. Clause. 3. If the member has not achieved a 2.5 cumulative GPA at the end of probation term, but has achieved a 2.5 GPA for the term, the probation will be extended one term at a time for up to one academic year provided the member achieves at least a 2.5 GPA for each term of probation (must achieve a minimum cumulative GPA a semester then she is place on academic probation) Clause. 4. When a member’s cumulative GPA is at or above a 2.5, she is to be removed from probation. Clause. 5. All members must adhere to the requirements set forth in the Theta Beta Academic Achievement Plan. Article XI – Merit Point System Sec. 1. Requirements. Each initiated member is required to abide by the current merit point system, earning the correct percentage of total points per month to avoid merit point probation. Sec. 2. Community Service. In addition to what is outlined in the merit point system, each member is required to serve a minimum of 4 hours in the community performing service hours, two of these hours being towards Autism Speaks and its benefit. Members can do these hours in a place of their choice or at events announced by the Executive Board. Points will be given to each member who completes these hours by the end of the semester. Article XI XII – College Chapter Advisors Sec. 1. Advisors. A college chapter is to have a group of advisors, who should include a Chapter Advisor, an advisor for membership, an advisor for finances, an advisor for academic achievement, an advisor for new member education, an advisor for personal development, and advisors for other areas as necessary. Clause 1. Appointment of the Chapter Advisor. The Chapter Advisor is appointed or reappointed by the National Council's designee. Clause 2. Appointments of Other Advisors. The Chapter Advisor appoints or reappoints all other advisors for the chapter. Sec. 2. Responsibilities. Clause 1. The Chapter Advisor is responsible for the continuing development of the college chapter. A. The Chapter Advisor shall file required reports with the National Council, its designee and Fraternity Headquarters. B. The Chapter Advisor shall have the right to one (1) vote in all

chapter matters and may delegate this vote to any one of the other alumnae advisors. Sec. 3. Eligibility. Clause 1. Limitations. Chapter Advisors, Chapter Life Advisors and New Member Orientation Program Advisors must have been alumnae at least two years. Clause 2. Other. Members who have been alumnae for less than two years may serve chapters other than their initiating chapter (and affiliation chapter, if any) in any other advisory position, and may serve any chapter as an assistant to the Chapter Life Advisor or to the New Member Orientation Advisor. Clause 3. Non-Member Advisors. When appropriate, a person who is not a member of the Fraternity but who otherwise is qualified for the position may be appointed Chapter Advisor or to any other advisory position for the chapter, and shall have all authority and responsibilities and perform all duties of the position. Sec. 4. Terms and Length of Duty. Advisors' terms, including terms for those who serve as assistants to advisors, are for two years, coinciding with National Convention. Sec. 5. Exceptions in Making Appointments. Exceptions to any limitation in appointing or reappointing Chapter Advisors and other advisors may be granted by the National Council's designee. Article XII XIII – Amendments Sec. 1. The amended constitution/bylaws must be approved by the Center for Student Leadership, Involvement and Service. A copy of the minutes of the meeting that documents the approval of the changes in the constitution or bylaws or organization name shall be placed on filed with the Center for Student Leadership, Involvement and Service. An officer of the organization shall sign the minutes. Sec. 2. Amendments to these bylaws may be a seven-eighths vote (7/8) of the entire membership eligible and present to vote. Sec. 3. The executive board has the discretion to determine if an extension for voting on amendments will occur or not Sec. 4.
