Chelmsford City Council has been live with allpay since 2005, with allpay processing Council Tax, Business Rates and Housing Benefit Overpayments through both the Post Office and PayPoint networks on behalf of the city council. In 2011, the city council implemented a barcoding scheme with allpay – which it manages on behalf of five other authorities, including Brentwood, Basildon, Castle Point, Rochford and Maldon. As part of the scheme, barcodes are printed onto the bottom of Penalty Charge Notices (PCN) - issued for on and offstreet parking offences - allowing motorists to pay their fines at either the Post Office or PayPoint networks. The council also integrated the solution with the PCN software and mini-printers it utilises from another supplier allowing barcodes to be printed on every PCN. As part of the allpay service, the city council receives a file from allpay the day following the transaction listing all the payments that have been made against the Payment Reference Number on the barcode, allowing them to match up which motorists have paid their fines. The council also barcode their invoices which they have done so since 2005.

Linda Coyne, Income Services Manager at Chelmsford City Council, said: It was a very easy set up with allpay and customers find it very easy to use. In the last year we have taken more than 2,000 payments via the barcodes at the payment networks which shows that it’s a very convenient and straight forward service for motorists. We have integrated the barcodes with our PCN software, so each PCN carries a barcode at the foot of the slip. We then download a file from allpay the following day listing all the payments that have been made against the barcode reference. It’s been a very straightforward service. Moving forward we will be promoting the allpay Payment App, allowing motorists to scan the barcode and pay the bill via their smartphone.
