• Annual report describing the City’s program achievements

Federal Regulatory Requirements • City must conduct a legally noticed public hearing • CAPER must describe progress of all projects and programs • Report must be submitted to the U.S. Dept. of Housing and Urban Development (HUD) by Sept. 30, 2011

CDBG Program Requirements •

Must benefit low- and moderate-income individuals



Promote community and economic development



Prevent or eliminate neighborhood blight



Address urgent community development needs

HOME Program Requirements •

Provide decent affordable housing for lower-income households



Expand capacity of non-profit housing providers



Strengthen ability of local government to provide housing



Leverage private-sector participation

Federal Stimulus Program Requirements CDBG-Recovery Program: • Intended to stimulate the economy by creating jobs through capital projects

Homeless Prevention and Rapid Rehousing Program: • Provides financial assistance and services to homeless individuals and families

Major Accomplishments • More than $2.4 million of federal funds for 20 capital projects and public service programs • Funded repairs to 42 homes occupied by low-income households Doria Apartments

• Funded construction of Doria Affordable Apartments (phase 1)

Major Accomplishments • Funded ADA improvements at Irvine Transportation Center • Funded ADA improvements to an IUSD elementary school IUSD Bathrooms

Recommended Action • Approve draft Consolidated Annual Performance Evaluation Report • Authorize submission of the Consolidated Annual Performance Evaluation Report to HUD
