Carlisle Little League Local Rules All Leagues: 1. Home coach should place bases out and chalk the field prior to the game. 2. After the last game of the day, the visiting coach shall put all bases away. 3. Each coach shall police their dugout for trash after every game. 4. The home team shall be in the 3rd Base Dugout 5. Smoking is prohibited in both North and South Parks including the parking lots. Use of any tobacco products including smokeless tobacco while coaching is prohibited. 6. Safety is everyone’s responsibility: a. Coaches should inspect all equipment throughout the season, should anything need replace please contact the equipment director for a replacement and/or repair b. All catchers must wear facemasks when catching a pitcher. c. All helmets used during Carlisle Little League games in rookie and minor leagues must have a mask installed. Each team will be provided an adequate number of helmets with masks. 7. Inclement Weather: Carlisle Little League encourages everyone to be observant of the weather. The primary concern when signs of hazardous weather are present is to remove the players, coaches and fans from the field and the stands to a safer area. When lightning is seen in the vicinity, players, coaches and spectators should be directed to shelter. The time immediately preceding and following a thunderstorm may be the most dangerous in terms of lightning strikes. UNDER NO CIRCUMSTANCES SHOULD PLAY CONTINUE WHEN LIGHTNING IS IN THE AREA. REMEMBER NO BASEBALL GAME IS IMPORTANT ENOUGH TO PLACE INDIVIDUALS’ SAFETY IN JEOPARDY. (Ref- IHSAA) League officials should be present and monitor conditions when hazardous weather is in the area and direct umpires and coaches on what to do. 8. Scheduled Game Times: a. All games are to be played as scheduled, where they are scheduled, weather & grounds permitting b. Games are to start within 20 minutes after the previous game ends, if beyond scheduled time. c. No game shall start after 20 minutes of scheduled game time, unless authorized by the League Director. d. If, due to weather or ground conditions, a game cannot start within 20 minutes, it shall be considered a rainout. e. All rainout games will be scheduled on the next open date. 9. Games can only be postponed by a member of the Carlisle Little League Board of Directors 10. Time Limits for Rookie and Minor:
a. Monday – Friday games will have no new inning begin after 75 minutes b. Saturday – Sunday games will have no new inning begin after 90 minutes c. The new inning begins when the 3rd out is made at the bottom of an inning 11. Time Limits for Intermediate are no new inning after 100 minutes. 12. Run limits in Rookie and Minor per LL Rule 5.17 with the exception that the 5 run rule applies in all innings, including the final inning. 13. Tie Games: a. Rookie League – Games that are tied at the completion of 4 inning or the time limit will end in a tie, there will be no extra inning and no extension of the time limit b. Minor and Intermediate Leagues – If a game is tied at completion of the game either by time or innings a 30 minute time extension will be allowed to play and break the tie. If time expires and the game is tied it will end in a tie.
Carlisle Rookie Rules
Official Rules and Regulations for Little League Baseball will apply, with the following exceptions 1. A base runner may score a run only in the following two conditions a. Bases are loaded and the batter is walked or hit by the pitch enabling the 3 rd base runner to walk home. b. The batter hits the ball, enabling base runners which can include him to reach home. 2. A base runner may not advance past 3rd base on any passed ball or on any overthrow or play on 3rd that is not the result of a hit ball. 3. Runners are stopped a. When they make no more attempts to advance and the defense asks and receives time out from the umpire. b. When the pitcher has control of the ball in the pitching circle, the hitting opportunity for runners to advance has ended. This will be the discretion of the umpire. 4. Base Coaches a. Two adult base coaches are recommended for Rookie League. b. If using parent volunteers they should coach first base. A league coach should coach third base whenever possible. 5. Pitching Rules a. Games through and including May 20th: Pitching machine for 5 pitches and then coach throws 3 pitches. If player fouls off the 3rd pitch by a coach, they get 1 more
pitch. Max amount of pitchers a player can see in one at bat is 9 (5 machine, 4 coach if 3rd one is fouled off). No exceptions. b. Games after May 20th through end of the season: Pitching machine will be used for the 1st 2 innings and then kids will pitch remainder of the game. c. Pitching mound is 40 feet in Rookies. 6. Pitching Machine a. All pitching machines will be set according to Rookie Director. The setting will be sent to the coaches before the season starts. b. All games played will be using a machine that is in the Little League Boys Storage area in the concession stand. Home team coach will get machine from storage area. Last Home team coach playing on field that day will put machine back away. 7. Using TBall kids to fill you roster a. If you are using TBall kids to play they will need to play an outfield position and bat last in the line-up b. You must have eight kids to play or each kid that you are short of eight will be an out in your batting order. (Only 7 kids playing, 1 out will be assessed in the 8th spot in the batting order and no out for the 9th spot.) c. You may contact any TBall kids you want. 8. Games will consist of 4 innings
