CYB Club Program Guidelines Revised 12/06/16 INTRODUCTION The objectives of the CYB Club Program are: 1. To offer an affordable opportunity for local players to develop their skills to higher levels than the recreation league offers 2. To establish a strong pipeline of developing players within the community 3. To supplement the existing recreational program 4. To support a strong baseball culture within the community, including: a. Affiliations with other baseball programs, clinics, companies, and sponsors b. Fund raising opportunities c. Hosting of tournaments d. Etc.
Organization of the Club Program will be performed by the CYB Executive Board of Directors. Club Program activities will be reviewed and/or administered by a Program Commissioner, who will be elected by, and report to, the Executive Board. All Club program participants will be governed by CYB’s Code of Conduct.
Team Application and Team Manager Team Application o Team application submitted to Club Program Commissioner. Team applications approved by the Commissioner in consultation of Player and Coach Agent Team Manager o Team manager included on Team Application form Team Name o Selected by the Team Manager CYB’s Executive Board reserves the right to approve/deny teams and/or team managers CYB’s Executive Board reserves the right to remove a team, manager or player from the program at any time No refunds will be offered Team Formation Teams may be formed in any CYB age division The Commissioner and Managers will form teams making best efforts to place all qualified players while maintaining roster sizes in a range of 9 to 15 players Managers shall notify placed and non-placed players of their team placement status

Eligibility for the Club program shall be open to all players who meet CYB age requirements AND o Who register for and participate fully in the Spring recreational program season OR o Who register as a non-CYB player Age Requirements The program will be available for players in any CYB age division Player Registration All Club Team players are required to fill out the Club player registration form Tryouts (New Team Formation) If needed, tryouts will be coordinated and performed by the team managers. Players must participate and be evaluated in a tryout process to be eligible for placement unless specifically excused by the Commissioner, or if there is an agreement in place between the managers prior to the assessments Players who were previously on a team’s roster can be considered vested In order for a player to be vested he must appear on the team roster submitted to CYB for the previous season and have the approval of the Club Team Commission and Player and Coach Agent Seasons The Club Program operates in conjunction with CYB Spring and Fall Seasons. The Spring Season operates from the beginning of February through July 1 and the Fall Season operates from the beginning September through December 15. All Club Teams are required to provide Player Registrations Forms, Team Rosters, Team Insurance and Registration Fees at the start of each Season (Spring and Fall). Field Assignments/Reservations will be made during the Spring and Fall Seasons based on the priority listed below and after ALL required paperwork has been received by the Club Commissioner. New Club Teams may be formed during either the Spring or Fall Seasons and as such Registration Fees may be pro-rated at the discretion of the Executive Board. Teams determine their playing schedule and are highly encouraged to take off time during off season Uniforms Teams are responsible for providing their own uniforms The word “Carlsbad” is optional on team uniforms
Reservation Fees o Field reservations are based on the following fee structure; 2 of 6

o $45 per slot (slots are typically 2.5-3 hours) minimum of 10 slots o Next 5 slots reserved at a rate of $35 per slot o
Each additional reserved slot at a rate of $25 per slot. Additional slot reservations can be made after initial club reservation anytime during the season
o One time reservations can be approved by the board with notice, rates will be determined by the board at the time of request Playing Field Assignments/Reservations The CYB Board representative responsible for league field allocations will provide a block of Club Program field times to the Club Commissioner. Field time is only valid during periods in which CYB has been allotted time by the City of Carlsbad The Club Commissioner will notify Club team managers of the available Club field times The Commissioner will work with the league scheduler to provide individual field reservations to each team, making best efforts to optimally use the available time while satisfying individual team requests Teams are required to submit all forms and fees prior to receiving field assignments/reservations Organizations with multiple teams may share field time, but MUST turn in separate roster for additional teams. Organizations found using field time without authorization will lose their fees and priority. Field reservation priority o 1st priority Returning teams from previous Club season with greater than 80% CYB Spring recreational season membership in the given calendar year The next priority within this group of returning teams is based on the length of continuous time that a team has been a member of CYB’s Club program nd o 2 priority Returning teams from previous Club season with less than 80% and greater than 50% CYB Spring recreational season membership in the given calendar year The next priority within this group of returning teams is based on the length of continuous time that a team has been a member of CYB’s Club program o 3rd priority Returning teams from previous Club season with less than 50% CYB Spring recreational season membership in the given calendar year The next priority within this group of returning teams is based on the length of continuous time that a team has been a member of CYB’s Club program Field allocations priority o Chase 1 1st priority = 9U-10U teams based on field reservation priority 2nd priority = 7U – 8U teams based on field reservation priority o Chase 2 1st priority = 7U-8U teams based on field reservation priority o Chase 3 1st priority = 9U-10U teams based on field reservation priority 2nd priority = 7U – 8U teams based on field reservation priority o Poinsettia 1 1st priority = 14U teams using 60 ft pitching mound, 90 foot bases 3 of 6

2 priority = teams using pitching & base dimensions other than 60 ft pitching mound, 90 foot bases o Poinsettia 2 1st priority = 11U – 13U teams based on field reservation priority o Calavera 3 1st priority = 11U – 13U teams based on field reservation priority o Pine Field 1st priority = 11U – 13U teams based on field reservation priority o Aviara Park 1st priority = 11U – 13U teams based on field reservation priority o Additional fields If additional fields are made available to the Club program, priority will be determined based on the pairing of field dimensions and age groups Additional teams that form throughout the Club year will be allotted field time as available. In the case of a conflict that cannot be resolved by the Club Team Commissioner and Scheduler, the VP Operations will attempt to resolve the conflict o If the VP of Operations cannot or is unavailable, the CYB President will attempt to resolve the conflict o If the CYB President cannot resolve the conflict, CYB’s Executive Board will resolve the conflict by vote Teams are requested to notify the Commissioner when an assigned time slot will not be used, so that it can be reallocated to other Club teams There will be times throughout the year when CYB reserves the right to remove field allotments. Cases include, but are not limited to, CYB sanctioned tournaments, All-Star Team Practices and other CYB events All Star Team practices take priority during the Month of June and possibly into July, Club Teams that are displaced from their regular field assignments/reservations will be allocated alternate field times based on availability Equipment Usage Metal cleats are not allowed on fields with synthetic turf, or for pitching on portable mounds Pitching machine use is only for 7U and 8U Club Teams and only during their assigned field time Chalk may only be used for scrimmage games during assigned field times not for practices All CYB equipment (bases, field drag, etc) removed for practices/scrimmage games must be returned and secured at the end of the Team’s assigned field time All trash must be disposed of properly – Teams must clean the dug outs at the end of practices/scrimmage games and recycle empty bottles Lights must be turned off at the end of a Team’s assigned field time by contacting Musco @ 877.347.3319 Username = cyb2014, password = cyb2014 and requesting the lights be turned off. If lights are scheduled during a Club Team’s field assignment/reservation and the field time is not used the Manager is responsible for turning the lights off. Club Teams will be charged $25 if lights are left on during their assigned field time and the field is not being used.
Suggested Activities Typical activities include practices, player instructional clinics, fitness training, games, etc. Games against other teams may be scheduled against any team 4 of 6
