May 31, 2017 PROPRIETARY SOFTWARE SYSTEM: CATALYST To whom it may concern, This letter confirms that Spectrum Health Policy Research, LLC [SHPR] is the sole license wholesaler and owner of the Catalyst software, including all intellectual property, software code, and related materials. Licensing Catalyst through SHPR is the only way state health departments can gain access to the software. In the past five years, SHPR and Catalyst have received sole source approval by the state health departments in Utah, Louisiana, South Dakota, North Dakota, Florida, New Hampshire, Colorado, and New York. Two other state health departments (Kansas and Wyoming) issued competitive funding opportunity announcements, only to find that no other contractor in the country can offer our unique combination of software and service. Ten (10) different state health departments have demonstrated that there isn’t any software on the market comparable to Catalyst. Project officers in the Centers for Disease Control and Prevention’s Division of Cancer Control have been quoted in annual performance feedback reports to states as saying “we’ve never seen anything like this … Catalyst is a great way for states to monitor their performance and be more efficient.” If you have further questions, please contact me at (770) 935-0958.
