CHAPIN TOWN COUNCIL REGULAR MEETING MINUTES Tuesday, December 15, 2016 6:00 P.M.

Town Council Chambers 157 NW Columbia Ave, Chapin

Members Present: Mayor Skip Wilson, Mayor Pro Tempore Mike Clonts, Member Kay Hollis, and Member Gregg White. Members Absent: Member Robbie Frick. Staff Present: Communications Director Karen Owens, Finance Director Laura Culler, Sanitary Engineer Dan Lambert, Zoning Administrator Chris Clauson, Police Chief Seth Zeigler, and Town Clerk Julie Hammond. Guests: Jerry Caldwell, Captain Troy Crump, Don James, Bill Lindsay, and Debb Romanelli. Call to Order: Mayor Wilson called the meeting to order at 6:01 p.m. and determined there was a quorum. Council Member White offered the prayer and the Mayor led with the Pledge of Allegiance. He acknowledged the appropriate notifications in compliance with the SC Freedom of Information Act had been met. Minutes: Council reviewed the Special Called Meeting Minutes of November 10, 2016 and the Regular Town Council Minutes of November 15, 2016. Council Member White moved to approve the minutes as presented. Council Member Hollis seconded the motion. All were in favor, motion carried. Public Comment: Mayor Wilson opened the floor to public comment relating to agenda items. Jerry Caldwell spoke in regards to the 2017 Municipal Budget, specifically to unrestricted funds which he would like to see support a farmer’s market. He thanked the Mayor and Council for their hard work and wished everyone a Merry Christmas and Happy New Year. Recognitions: The Mayor recognized the graduates of the Chapin Police Academy; Keith Alverson, Norman Foote, Carrie Foote, Don James, Sue James, Bill Lindsay, Jim Pope, Angela Cooper Robinson, April Robinson, and Otis Robinson. Mayor Wilson was also a graduate of the six-week course covering public safety and law enforcement operations. Captain Trop Crump organized the class but all Chapin Police Officers were involved. Mayor Wilson then recognized the efforts of Mark McKinney and Pleasurecraft Marine Engines employees including: Patrick Amann, Tommy Cochran, Jim Delk, Justin Dickert, Colin Fletcher, John Fletcher, Gary Galat, Paul Morris, Tyler Murray, Tyler Robinson, Sherwood Starbird, Charlie Stockman, Landen Taylor, and Julie Yarborough; who took it upon themselves to clean-up several bags of trash that had fallen out of a pickup truck along Chapin Rd between Amick’s Ferry Road and Hardee’s. With the help of the Chapin Police Officers blocking traffic, they had the mess cleaned up within minutes and commuters were on their way. Mayor Wilson and Director Owens would take Above and Beyond T-shirts to them tomorrow and thank them for making a difference in Chapin.

Mayor’s Comments: Mayor Wilson reported that the South Carolina Department of Transportation (SCDOT) would hold a Public Hearing on January 17, 2017 from 5:00-7:00 p.m. on the S-48 Project at Our Lady of the Lake Catholic Church. This also happens to be the same date and time of the Town of Chapin’s Public Hearings at 5:45 p.m. and Town Council Meeting at 6:00 p.m. The Town may adjust its schedule but will post any changes on the website and Channel 2. SCDOT indicated that the Lexington Ave Streetscape Project should begin the first week of January; updates will be posted on the Town website. Town Hall would be closed on Friday, December 23, 2016 and Monday, December 26, 2016 for the Christmas Holiday and January 2, 2017 for New Year’s Day. Mayor Wilson hoped everyone had a blessed holiday and was grateful for those making a difference in the community. Presentation – Explorer’s Activities: JJ Sauls and Spencer Johnson gave insight into the activities of the Explorer’s Post. They reported that individuals can begin the seven-year program at fourteen. They receive the same training as law enforcement officers including routine traffic stops, domestic violence, and any type of active shooter training, but the most valuable thing they participate in is community service. They have participated in Kids Day in Lexington, the Justin Pepper Foundation, Toys for Tots, fingerprinting, and trash clean-up. They will be participating in a competition which includes: a shooting competition, legals test, collision and traffic test, and incident reports test followed by four days of scenario testing. Mayor Wilson thanked the Explorer’s for the presentation and Officer Byars for volunteering his time and efforts towards the program. REPORTS Financial Report: Director Culler reported on the General Fund (GF) Year-to-Date (YTD) Actual Revenues at $1,532,789 with GF YTD Expenditures at $1,382,487 with a balance of $150,302. YTD Revenue is under budget by $47,061 and YTD Expenses are under budget by $197,363 with 91.6% of the year elapsed. Director Culler reported on the Utilities Fund (UF) YTD Actual Revenues at $3,304,303 with UF Expenditures at $2,013,098 with a balance of $1,291,205. YTD Revenue has exceeded the budget by $382,103 and YTD Expenses remain under budget by $909,102 with 91.6% of the year elapsed. Police Report: Chief Zeigler wanted to reiterate the Explorer’s in regards to the training they receive; it is the same as officers receive at the Police Academy. Working with these youths gave him hope for the future. Chief Zeigler had included pictures from the litter pick-up at Columbia Ave and I-26, as well as, the Toys for Tots at Boland’s, both activities were a big success. Statistics in regards to tickets and collisions had contradicted themselves last month. Tickets were roughly the same at 112 but collisions had increased by 10, putting them at 17 for the month of November. The Mayor stated that citizens were asking for lights/turn signals at intersections. Chief Zeigler would contact SCDOT to see if a traffic signal study at Lexington Ave and Chapin Rd was warranted to determine the length of a light to accommodate traffic and an addition of a left turn signal (arrow).

Utility Report: Engineer Lambert reported on the Murray Lindler Rd/Old Lexington Hwy Roundabout. The SCDOT will be constructing a roundabout at the intersection of Murray Lindler Rd and Old Lexington Hwy. The Town has two major sewer lines at the intersection and will provide an overlay of utility locations on SCDOT plans so SCDOT can determine whether or not a relocation of sewer force mains is necessary. The Mayor made Council aware that expenses for relocation of lines was not included in the budget. Staff would provide updates as they become available. Engineer Lambert reported that the structure for the new storage building was complete and staff were working on in-house modifications to the interior of the building to accommodate specific use. The Wastewater Treatment Plant Expansion Project design phase was progressing and they would be meeting with the consultant next week to review the first preliminary design submittal. Utilities Director Andy Metts, recovering from a recent heart attack, had stopped by Town Hall today. He is still weak but looks well according to Engineer Lambert. Zoning Report: Administrator Clauson reported on the status of current zoning and sign permits. He indicated that the Architectural Review Board had denied the color scheme for BILO. He was awaiting plans for the outparcels at Chapin Crossing and was working with SCDOT to refine the scope of the Lexington Ave Sidewalk Project. The Fairhaven supplemental proceeding that had been rescheduled for today, December 15, 2016, appeared favorable and the Turkey Pointe deposition was rescheduled for January 24, 2016. Old Business Proposed 2017 Municipal Budget Ordinance – 2nd Reading: Mayor Wilson moved to pass the Proposed 2017 Municipal Budget “Exhibit A” on its 2nd and Final Reading. New Business Amend Business License Ordinance – 1st Reading: The Business License Ordinance “Exhibit B” was amended to clarify the construction project closeout procedures. Council Member White moved to accept the ordinance amending the business license provision as presented. Mayor Pro Tem Clonts seconded the motion. It was clarified that the business license closeout procedures applied to both residential and commercial construction, remodeling, or renovation and can be tracked prior to acquiring a Certificate of Occupancy or through code enforcement. Amend Sections 607 & 608 of the Zoning Ordinance – 1st Reading: Amendment to Sections 607 & 608 of the Zoning Ordinance “Exhibit C” was changed to regulate mobile food and mobile retail vendor operations. In the past, a vendor would need to apply for a special events permit.

This amendment provides for the health, safety, and welfare of the general public. Applications allow for 1 day, 7 days, or 28 days which are approved by the Zoning Administrator. Council Member White moved to accept the ordinance amending Sections 607 & 608 of the Zoning Ordinance as presented. Mayor Pro Tem Clonts seconded the motion. Mayor Pro Tem Clonts moved to accept the ordinance amending the Unified Development Fee Schedule as presented. Council Member White seconded the motion. Executive Session - Section 30-4-70 (a) (2) Discussion of Annual Auditor Contract: Council Member White moved to enter into Executive Session to discuss the Annual Auditor Contract under Section 30-4-70 (a) (2) of South Carolina.
