The Federation of Malaysian Manufacturers (FMM) is the premier private sector economic organisation recognised by the Government to represent the interest of Malaysian. In January 1982, the Ministry of International Trade and Industry gave FMM the authority to issue and endorse the Non-Preferential Certificate of Origin (NPCO), certifying the country of origin of a particular product. FMM is also a member of the International Chamber of Commerce and Industry (ICC), Paris since 1988. The facility to issue and endorse the NPCO is made available to all Malaysian exporters. FMM is pleased to inform that the procedures are fairly simple and straight forward. In this regard, FMM welcome the exporters to utilise this service. CERTIFICATE OF ORIGIN (CO) *Certificate of Origin (CO) is a document that certified the country of origin in order to satisfy customs or trade requirements such as supporting letter of credit. *FMM is authorised by the Ministry of International Trade and Industry to issue and endorse Certificate of Origin since January 1982 *Visit FMM for the endorsement of Certificate of Origin (CO)
ASEAN CEPT FORM D CEPT Form D is used to enjoy preferential import duty under ASEAN Free Trade (AFTA) which was implemented since January 1, 1993. Elimination of import duty on most products will be realized in 2010 for ASEAN-6 and 2015 for Cambodia, Laos, Myanmar and Vietnam.
ASEAN-KOREA FTA (AKFTA) FORM *Form AKFTA is used to obtain preferential import duty under the ASEAN-Korea Free Trade Agreement *Elimination of import duty on majority of products within ASEAN-6 and Korea will be realized by 2016
GSP FORM A *GSP Form A is the trade document used to obtain reduced or duty free tariffs on eligible product exported by the preference-receiving countries to markets of the preference-giving countries on the general rates of duty normally applicable. *The Preference-giving countries under GSP scheme are European Union, Australia, Canada, Japan, New Zealand , Norway, Switzerland, Turkey, Republic of Belarus, Republic of Bulgaria and Russian Federation.
MALAYSIAN-PAKISTAN CLOSER ECONOMIC PARTNERSHIP AGREEMENT (MPCEPA) FORM *MPCEPA Form came into force on January 1, 2008 for products entering Pakistan that are eligible for preferential tariffs. ASEAN CHINA FTA FORM E *Form E is used to enjoy preferential import Duty under ASEAN-CHINA Free Trade Agreement (ACFTA) which was implemented since July 1, 2005, Elimination of import duty on majority of products within ASEAN 6 and China will be realized by 2010.
MALAYSIA-JAPAN EPA (MJEPA) FORM *Effective July 13, 2006, products entering Japan that are eligible for preferential tariffs will have to be accompanied with the Certificate of Origin (MJEPA Form) * With the implementation of MJEPA. The Japanese Customs would no longer accept the GSP Form A. Form A wil be replaced by MJEPA Form with the exception of two items namely (1) Menthol (HS2906.11.000) AND (2) Glass small-wares (HS:7018.90.010)
ASEAN-JAPAN COMPREHENSIVE ECONOMIC PARTNERSHIP (AJCEP) FORM *AJCEP Form was implemented with effects February 1, 2009 * Tariffs on 93% of imports from ASEAN into Japan will be removed within 10 years, while 50% imports from Japan into ASEAN will be reduced by six ASEAN member (Brunei, Malaysia, the Philippines, Singapore and Thailand) within 10 years *The AJCEP will complement the MJEPA ASEAN-AUSTRALIA-NEW ZEALAND (AANZ) FORM *AANZ Form was implemented with effects January 01, 2010 * provides for the progressive elimination of all tariffs facing Malaysian exports to Australia and New Zealand with expected duty free exports by 2020.
ASEAN-INDIA FTA (AI) FORM *AI Form was implemented with effects January 01, 2010 * In order for products exported to India to be eligible for the preferential tariffs under the ASEAN-India Free Trade Agreement (AIFTA).
Endorsement of Non Preferential Certificate of Origin (NPCO) Eligible Applicants Manufacturers or traders registered with the Companies Commission of Malaysia (CCM) Rules of Origin Products must fulfil one the following criteria on rules of origin - Manufactured in Malaysia and using 100% local raw materials or - Manufactured in Malaysia through transformation process that will change the tariff classification of the product at six (6) digit level or - The Product has at least 25% local content.
