Contract for Services with the California Conservation Corps (CCC) for Storm Drain and Open Space Preserve Maintenance

STAFF RECOMMENDATION(S): Staff recommends the City Council adopt a resolution authorizing the City Manager to enter into a contract for services with the California Conservation Corps for a three-year period (ending March 28, 2020) with the option to renew for an additional three-year period, for a total amount not to exceed $64,000 per year, paid for from the Landscape and Lighting Fund 270 and the Streets Fund 223. BACKGROUND / INTRODUCTION: The California Conservation Corps (CCC) is a state agency that attracts a diverse and youthful workforce and tasks them with assignments geared to protecting the environment and to preserving the State’s natural resources. The City has contracted with the CCC in the past for clean-up of the city’s approximate 2600 acres of open space preserves, and has done so on an annual basis. This time the City is looking to enter into a multi-year contract with the CCC to allow for a faster startup process each year. With a contract on file, the city can easily startup work anytime because the authorization of the contract is already in place. The preserve areas include the North Auburn Ravine and Markham Ravine. ANALYSIS/ FINDINGS: As part of this three-year contract, the CCC will be tasked with storm drain maintenance and channel clearance, which includes: cleaning out all of the outfalls, drainage areas, ditches, and creek beds throughout the city. Debris removed from these areas will be transported to the local landfill. This type of work can occur year-round on an as-needed basis as well as during the spring season when it’s definitely needed most. It is essential that all open space and preserve areas within the city are clean and well maintained so as to prevent any blockages within the drainage system that could cause flooding to streets and homes. Especially after the recent storms of high winds and heavy rains,

there is much excess debris left in and around the ravine areas. The CCC will ensure these vital passageways are maintained. The CCC is a sole provider of this type of service. The City plans to continue working with the CCC each year on storm drain maintenance. SUMMARY: In conclusion, staff recommends the City Council take one of the following actions: 1. Adopt a resolution authorizing the City Manager to enter into a contract for services with the California Conservation Corps for a three-year period (ending March 28, 2020) with the option to renew for an additional three-year period, for a total amount not to exceed $64,000 per year, paid for from the Landscape and Lighting Fund 270 and the Streets Fund 223. 2. Provide staff with further direction. FISCAL IMPACT: The funding for this contract was approved in the adopted Fiscal Year 2016-2017 budget. The Parks Account 270-6875-50400 will contribute $40,000 toward this contract, while the Streets Account 223-6870-50400 will contribute $24,000 toward this contract, for a total amount not to exceed $64,000. This contract will be budgeted for in the Parks and Streets’ budgets in future fiscal years. CITY MANAGER REVIEW OF CONTENT:

RESOLUTION NO. 2017-059 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LINCOLN AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR SERVICES WITH THE CALIFORNIA CONSERVATION CORPS FOR A THREE-YEAR PERIOD (ENDING MARCH 28, 2020) WITH THE OPTION TO RENEW FOR AN ADDITIONAL THREE-YEAR PERIOD, FOR A TOTAL AMOUNT NOT TO EXCEED $64,000 PER YEAR, PAID FOR FROM THE PARKS FUND 270 AND THE STREETS FUND 223. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Lincoln hereby authorizes the City Manager to enter into a contract for services with the California Conservation Corps for a three-year period (ending March 28, 2020) with the option to renew for an additional three-year period, for a total amount not to exceed $64,000 per year, paid for from the Landscape and Lighting Fund 270 and the Streets Fund 223.
