CITY COUNCIL SPECIAL MEETING MINUTES January 21, 2014 5:30pm
1) Call to Order Fischer called the meeting to order at 5:33pm. In attendance were Mayor Cheryl Fischer, Council members Anne Hunt, Arlene Donahue, and Bob Christians, City Administrator Mike Funk, Finance Director Brian Grimm, Assistant Administrator Mike Barone, Director of Public Safety Paul Falls and City Clerk Terri Haarstad. Absent: Council member Mark Vanderlinde 2) Planning and Park Commission Candidate Interviews The City Council asked each applicant the interview questions as outlined in the City Council special meeting packet dated January 21, 2013. Mike Stulberg stated that he has enjoyed serving on the Planning Commission. He has a collaborative working style, is a team player, is ordinance focused and does not make emotion-based recommendations. He prides himself on his good listening skills and the work he has put into reading packets and researching issues. He strives to make recommendations for the good of the City as a whole and works hard to not serve only himself and people within his circle. He has lived in the city 11 years. Patricia Thoele stated that she applied and was not selected to serve last year. Since then, she has spent hours attending public meetings of all City commissions and the City Council, educating herself about issues affecting the City and attending the Hennepin County Citizens Academy. If appointed, she is ready to hit the ground running. When serving on a team, her strengths are communication skills, leadership skills and dedication to preparation. She strongly feels that all public officials, whether elected or appointed have a responsibility to the residents. She has lived in the city 4 years. Bruce Hauglid stated that he is typically out of town three months each year; however, in 2014 he will be gone all of February, March, July and December. He has experience representing people as he was the Enchanted Island neighborhood representative during the Enchanted Island Bridge replacement. He has an engineering background and stated that his strengths are his interpersonal skills, his good listening skills, and the fact that he is a team player. He has lived in the city 12 years. Patti Dykoski served on the Planning Commission in Spring Park in the 1970’s. She taught school for 35 years and has served on the Minnetrista Park Commission for two terms. She is very concerned about the environment and feels many viewpoints are vital to a team’s success. She has lived in the city 35 years. Alyce Vogel stated that she does not have experience serving on any governmental boards but has a love of nature. She stated that she has a calm presence and that her strength is helping people find a middle ground. She feels listening skills, respect and recognition of everyone’s strengths are key to a team’s success. She has lived in the city 12 years.
3) Noise Ordinance Discussion By unanimous consent the City Council tabled this item until the February 3, 2013 5:30pm Special Council meeting. 4) Strategic Plan - Schedule Dates for Annual Review (Verbal) By unanimous consent, the City Council proposed holding a strategic Planning work session with Craig Rapp on one of the following depending on his availability and Mark Vanderlinde’s schedule: Tuesday, February 18, 2014 from 2:00pm – 6:00pm Thursday, February 6, 2014 late afternoon or early evening Monday, March 3, 2014 from 2:00pm – 6:00pm 5) Adjourn Fischer adjourned the meeting at 6:13pm.
