DORIS WALKER TRIBUTE ART DISPLAY AT HERITAGE PARK
RECOMMENDED ACTION: That the City Council approve the recommendation from the Dana Point Arts and Culture Commission to 1) approve the conceptual popup-book art design submitted by local artist Christopher Pecharka for phase one of the Doris Walker Tribute at Heritage Park; 2) approve funding as described in the Fiscal Impact Section for the tribute display not to exceed $40,000; and 3) designate the Heritage Park Compass Point as the Doris Walker Overlook. BACKGROUND: In October 2011, Doris Walker passed away and left behind a historic past of memories, poetry, books, and photos depicting her vision of Dana Point. Since her passing, members of the public approached the City about the prospect of constructing a tribute in her honor. The Dana Point Arts and Culture Commission responded to the public input and elected to spearhead a project that would reach the desired outcome of honoring Doris Walker. At their January 18th meeting, the Commission selected a group of residents to serve with two commissioners and the sons of Doris Walker on an Ad-Hoc Committee to reach out to the art community and select the appropriate artistic display that would honor Doris Walker’s life. Based on public input, the Commission also recommended Heritage Park as the site for the artistic tribute. DISCUSSION: At the April 16, 2012 Doris Walker Ad-Hoc Committee meeting, members reviewed conceptual design submittals from Christopher Pecharka and Lance Jost. Brent and Blair Walker provided the group with candid and reflective insight into their mother’s life. The discussion included the need for a tribute that is regional in nature and would be biographically accurate. The conceptual design should tell a story and include quotes from her books, along with a theme of romance. The Ad-hoc Committee reviewed conceptual designs submitted by the

local artists and selected the design submitted by Dana Point resident Christopher Pecharka (see Supporting Document A). Christopher Pecharka is a very familiar artist in Dana Point. His versatility includes works in many different mediums such as painting in oils and watercolors, murals, drawing, carving, and sculptures. Mr. Pecharka is best known in Dana Point for the Strands Vista Park Veterans Memorial display including its bronze eagle. Mr. Pecharka also created the bronze “Top Men” display located adjacent to the tall ship Pilgrim. His career spans 30 years as a professional artist sculpturing models and large scale props for the Hollywood Entertainment Industry, museum exhibits, architectural landscape designs, cartooning, illustration, apparel design, murals, and privately commissioned work. The Ad-Hoc committee approved the attached conceptual design submitted by Christopher Pecharka. The committee members also selected Judy Henderson, Elizabeth Bamattre, Blair and Brent Walker to serve as a sub-committee to work with Mr. Pecharka to select an appropriate picture and verbiage for the tribute. Blair Walker described his mother’s passion to look out over Dana Point Harbor from Heritage Park. He further offered the vision of Dana Point Harbor through his mother’s eyes as the “Homeport for Romance”. Based on the specific location in Heritage Park for the proposed site of the Doris Walker tribute, and the beautiful view overlooking Dana Point harbor, the majority recommendation from the Ad-hoc committee was to recommend to the Arts and Culture Commission the naming of the Heritage Park Compass Point as the “Doris Walker Overlook”. On April 18, 2012, the Arts and Culture Commission reviewed the recommended action by the Doris Walker Ad-Hoc Committee and supported the recommendation with no changes. The approximate cost of the project will be $40,000, which includes the cost for the bronze casting, construction of the base, and artist’s fee. The Arts and Culture Commission thus recommends that the Dana Point City Council review and approve the proposed Doris Walker Tribute as submitted. STRATEGIC PLAN IMPLEMENTATION: Promote Cultural Arts and Human Services. FISCAL IMPACT: Funds from the General Fund’s Art in Public Places Reserve Account are proposed to be used, with a $40,000 budget increase in Community Services and Parks (55-305). The current balance of the Art in Public Places Reserve Account is $167,548.
