TOURNAMENT RULES Sportsmanship pins: All coaches will be given sportsmanship pins upon registration. During each game, encourage coaches and players to decide the player on the other team that exhibited the most sportsmanship qualities during the game. Please note this is not necessarily the best or strongest player on the team. Teams will gather at the center of field after shaking hands, to hand out the pins. U8/U9/10 Games: Games in the U8-10 bracket are not scored, but all games will be played to completion (weather permitting) and the teams will take part in exhibition penalty kicks. This activity is meant to be a learning experience for our younger players as well as a fun exercise. In games 1-3, coaches will choose 5 players to shoot PK’s, Keepers may be rotated to give more players experience. (Please do not use the same 5 players in game 1-3, rotate through all players on roster before doubling anyone up). In game 4, all players will take PK’s, Keepers may be rotated to give more players experience. Refs are not expected to take part, so Coaches will play the role of the refs. FIFA LAWS FIFA laws will govern this tournament with the addition of the following tournament rules. PROTESTS A protest fee of $50 must be paid at the time of filing a protest. This fee is refundable if the protest is upheld. STANDINGS Both coaches MUST sign the scorecard immediately after the game is over. Group-play standings will be determined by: Win – 3 points. Tie – 1 point. Loss – 0 points. Forfeited game scored as a 4–0 win for the non-forfeiting team (not scored as a shutout). No overtime or penalty kicks in group play. (Unless Tie break 1-5 does not decide a winner) TIE-BREAKING PROCEDURE If after group play, if two teams are tied, the following tiebreaker system will be used: 1. Winner of head-to-head competition. If more than two teams are tied, tiebreaker procedure starts with Step 2, stated below. 2. Most Wins. 3. Goal Differential (goals-for minus goals-against, with a MAXIMUM of four per game.). 4. Least Goals Against. 5. Most Shutouts (excluding 0–0 tie). 6. FIFA Penalty Kicks.

Penalty Kicks 1. If player taking kick or a teammate infringes upon the laws of the game, and the ref allows the kick to be taken: if the ball enters the goal, the kick is retaken, if the ball does not enter the goal, the match is restarted with an indirect free kick by the defending team, or if in tie breaker to decide game, the kick is forfeited. 2. If the Goalkeeper or teammate of goalkeeper infringes upon the laws of the game, and the ref allows the kick to be taken: If the ball enters the goal, the goal is awarded, if the ball does not enter the goal, the kick is retaken. 3. If a player from both the defending and attacking team infringes the laws of the game, the kick is retaken. 4. The player taking the PK, may not be the first player to touch the ball after the initial kick is made and either saved by the keeper or rebounded of crossbar or goal posts. 5. Keeper may not be substituted. 6. Players on the field at the end of regulation are the only players eligible for PK’s. SUBSTITUTIONS Substitutions for either team shall be allowed for both teams as follows: 1. Prior to any throw-in. 2. Prior to any goal kick. 3. After any goal. 4. During halftime. 5. After injury or caution to a player, with referee’s approval. GAME LENGTH U8/U9/U10: Festival format. Games will consist of two 30-minute halves and 5-minute halftime breaks. No standings or score kept. U10 play 7v7. U11 & U12: Games will consist of two 30-minute halves and 5-minute halftime breaks. Games become official after one-half has been played. U11 and U12 play 9v9. U13 & UP: Games will consist of two 30-minute halves and 5-minute halftime breaks. Games become official after one half has been played. U13 and up play 11v11. CHAMPIONSHIP GAME LENGTH (ALL AGE GROUPS) Championship games will consist of two 30-minute halves with 5-minute half time break for U11 and up. GAME BALL The home team, as listed on the schedule, will supply the game ball. JERSEYS The home team wears dark (colored) jersey and the away team wears white (light) jersey. Home Team, as listed on the schedule, changes jerseys when there is a color conflict. Please advise the tournament director if your team has only one color jersey. OVERTIME When semifinal or final games are tied at the end of regulation, FIFA-style penalty kicks will be taken to determine the winner. FORFEIT A team must have seven players at the scheduled start time of a game and for the duration of the game thereafter or the team forfeits the match. Three points and a 4–0 score will be awarded to the non-forfeiting team. A forfeited game is an official game.

RED CARD Offending player or coach will be suspended for at least one game depending on the severity of the offense. Offending player or coach’s team will loose 1 Point for every red card they are issued. The Rules Committee will determine the length of suspension. Passes are to be picked-up from the referee of your next game after the suspension has been served. Any red card penalties that cannot be fully served during the tournament must be completed during the next regularly scheduled league or tournament game. PASSES Players must possess a current USYSA player pass or approved national pass. Passes will be checked at the start of the tournament and will not be necessary to be checked prior to games. However, passes need to be in possession of the coach in case another team decides to challenge the validity of a player’s participation. TEAM ROSTERS AND AGE GROUP ADJUSTMENT Club and premier teams; NO all-star teams. Teams must be registered with their state or national organizations. U10 and younger teams are limited to a roster size of 14 players, with a maximum of 3 guest players allowed. U11 and older teams are limited to dressing 18 players for each game, with a maximum of three guest players allowed. Up to 21 players may be on the roster (including the 3 guest players), but only 18 may be dressed for each game. Each player may play on only one team during the tournament. Premier teams will be moved into the next older age group in an effort to keep the competition even. Very strong, upper level teams from BWNYJSL and regional leagues (such as RDYSL and NSL) may also be moved up an age group. The exception to this is if a large group of teams are registered in one age group, and this will result in an Upper division and Lower division in that age group. Please contact the Tournament Director with questions. WEATHER In case of weather-related delays (primarily lightning), the following rules apply: A game is official after one-half or more has been played. (If time permits, a 25-minute delay will be allowed before the game is called off and declared official. The Tournament Director, if necessary, may shorten this delay.) If less than half the game has been played and the game cannot be resumed, it will be declared a 1–1 tie. Disposition of any weather-affected semi-final or final game will be the joint responsibility of the Rules and Tournament Committees in conjunction with the Head Referee. IRREGULARITIES Disposition of any irregularities will be handled by the Rules Committee.
