Supervisors Just to let you know, Tom Reeder will be briefing the Department on the coal ash facilities in the next couple of weeks, so we have been tasked to put some slides together, as well as summary sheets and maps for each facility. I have attached summary sheets for each facility and this is what we need your help with. I have also attached an excel sheet with the latest groundwater exceedances from BIMS. A little bit about the attachments -- In regards to the attached excel sheet with the list of exceedances, violations are highlighted in yellow and have not been changed from the complaint we filed. Exceedances include the latest data we have received and have been updated on the attached sheet. For data highlighted in blue – this is the new data received. Please check your facility(s) summary sheet(s) and make sure it/they have the correct information. If not, please send us the changes. In regards to the Groundwater section of the summary sheet itself, the “Action required”, was provided by Jay, but basically its a brief summary of what we required in the consent order for Asheville and Riverbend. Some information has not been provided on the summary sheets, and this is where we need your help: 1. “Receptors at risk” – this seems to be one of the big issues right now. In most cases this bullet on the summary sheet has been left blank. If “none” is listed and this is correct, just leave it as “none”. However, if it is not “none”, please list whatever receptors you are aware of. We are looking for private wells, public wells, nearby neighborhoods on wells, etc, that are close by (1500 ft?). We will also need to know the locations or addresses, or a map with the location that identifies these receptors (Eric Smith needs this for maps he is developing). As for “Action required” and “DWR action”, please fill this in -- see Sutton or Asheville for an example, however, please keep in mind neither Morella or Landon have seen these summary sheets. 2. “Numbers of engineered seeps” or “non-engineered seeps.” “Undetermined” may be listed, and if this is correct, leave as it. But if you do know how many seeps there are (e.g. engineered seeps) please put in a number. For the Surface Water section, the “Action

required” was provided by Matt. Finally, we have been asked several times if Duke or Progress have provided a receptor survey for these sites. I have looked through our letters to them and I don’t believe we have asked them for one – I think our focus has been on-site. But if Duke or Energy have provided a site survey to you (i.e. identified off-site wells, etc.) please let us know.
That’s it for now. And sorry for dumping this on you the day before Thanksgiving! Please provide or have your staff provide the information above by next Wednesday, December 5 or the latest Thursday, December 6. As always, thanks for all your help and please let me know if you have questions. Debra J. Watts, Supervisor Groundwater Protection Branch Water Quality Regional Operations Section 919-807-6338
