Architectural Guidelines – in conjunction with a Form Based Code – are an opportunity to “Educate” as well as “Regulate” a property owner in the context of historic resources

Architectural Standards can be crafted to address both renovation / rehabilitation as well as new construction in an historic district
•
While focused and prescriptive, Standards should not discourage creativity or force replication of historic models but rather set forth a framework in which the diversity that typically characterizes a historic community can continue to grow
•
Because even the most stringent guidelines are open to interpretation, an entity charged with reviewing design proposals for their adherence to the applicable standards and appropriateness is necessary
