ORDINANCE AMENDING QUALIFICATIONS FOR THE COMMUNITY PRIDE/BEAUTIFICATION COMMITTEE ______________________________________________________________________________ RECOMMENDATION That the City Council adopt an ordinance amending Title I, Chapter 9, Section 9, of the Placerville City Code to provide that residency in El Dorado County be the basis for qualification as a member of the Community Pride/Beautification Committee (Community Pride Committee). DISCUSSION At the Council meeting on October 11, 2005, an ordinance was introduced amending Title I, Chapter 9, Section 9, of the Placerville City Code to provide that residency in El Dorado County be the basis for qualification as a member of the Community Pride Committee. Presently, qualifications for membership of all City commissions, boards or committees, excluding the City Council and Planning Commission, require that persons appointed be either a resident of the City of Placerville or a resident of El Dorado County, and either own real property in the City or be the manager/operator of a business in the City paying a business license tax to the City. This requirement is set forth in Placerville City Code Section 1-9-9. Filling the vacancies on most of the City's commissions, boards or committees has not been a problem with the exception of the Community Pride Committee. The Community Pride Committee's membership consists of 10 members (a copy of Resolution 5929 regarding the Community Pride Committee is attached for the Council's reference). Over the past several years, it has become increasingly more difficult to provide a full complement of members for the Community Pride Committee. These vacancies on the Committee have existed for several months despite repeated efforts by City staff, as well as the Committee, to recruit new members. Previously, notices of the vacancies have been sent out in utility billings, as well as in various media releases published by the City. Community Pride also placed a notice of the existing vacancies in its Garden Tour pamphlet. Unfortunately, all of these efforts have not resulted in filling the existing vacancies on the Committee. Elizabeth Zacharias, Chairperson of the Community Pride Committee, has indicated that if the residency requirements were relaxed, the Committee might be able to attract new members more easily. Community Pride representative Kathi Lishman appeared at the last Council meeting and requested that membership be extended to include the City's sphere of influence. However, after discussion amongst the Councilmembers and staff, the Ordinance was introduced which extended membership on a countywide basis. Staff feels that the request to broaden the Committee's membership base is a reasonable one, and the fact that Placerville is the County seat, where many County residents work and shop, tends to support a basis for allowing membership in the Committee to be countywide. Therefore, it is staff's recommendation that Title I, Chapter 9, Section 9, of the Placerville City Code be amended to allow El Dorado County residents to be members of the Community Pride Committee without having to either own real property in the City or operate a business within the City. The proposed ordinance reflects that change. FISCAL IMPACT There is minimal fiscal impact associated with this request and, in fact, it may reduce the amount of staff time required to fill vacancies for this committee.
