TALKING PAPER ON AFA CONSTITUTION CHANGE 2: MEMBERSHIP DUES Background. For the past thirty years, AFA has experienced a steady membership decline. From time-to-time, the AFA Board of Directors has established various innovative new membership categories such as student and e-Membership at reduced prices. The delegates were briefed for their assent, but not their formal approval. No objection has been raised by the Delegates on such occasions. Discussion: The previous approaches informed the delegates of the changes and any delegate could have raised an objection, but is not in strict compliance with the language in the Constitution. Additionally, the Constitution is silent on membership categories which could cause some confusion. This change formally allows the Board to take such innovative actions concerning dues, but specifies that any dues increase requires delegate approval. Section 2. Dues. Membership dues shall be paid in such amounts and categories as shall be determined by a two-thirds (2/3) vote of the delegates at a National Convention or by a two-thirds (2/3) vote of the Board of Directors, provided that any increase change in dues for any established category made by the Board of Directors shall be subject to amendment or ratification by the delegates at the following National Convention.
RECOMMENDATION: AFA Convention Delegates ratify this Board-approved change with a majority vote.
