A document is attached to a tender, which outlines in more detail (standards, quality) and a more accurate price (otherwise variations occur). Plans = Include drawings. Local Environmental Planning Codes (guide planning decisions – zoning and development controls): o NSW Housing Code. o BASIX. Australian Standards. BCA/NCC. Local government controls: o Local Government Act 1993. o Environmental Planning and Assessment Act 1979. State government controls: o State Environmental Planning Policies (SEPP). ▪ Can apply for the state government to build if it doesn’t follow local plan. o State Significant Development (SSD) – If a development is of state significance (Barangaroo) – this authority must approve it. Approval process: o Development approval (DA) (lodged with Principal Certifying Authority (PCA)) must be granted first, then construction certificate. o Engineer shows their plans. o Council can force changes upon, company must comply or can challenge approval. o Compliance and Occupation Certificate – Certified by a private certifier to assure the correct requirements were met.
