Qualifications Pack for Rail Mounted Quay Crane (RMQC) Operator CRITERIA FOR ASSESSMENT OF TRAINEES Job Role: Rail Mounted Quay Crane (RMQC) Operator Qualification Pack: LSC/Q5001 Sector Skill Council: Logistics Skill Council
Guidelines for Assessment 1. Criteria for assessment for each Qualification Pack will be created by the Sector Skill Council. Each Performance Criteria (PC) will be assigned marks proportional to its importance in NOS. SSC will also lay down proportion of marks for Theory and Skills Practical for each PC 2. The assessment for the theory part will be based on knowledge bank of questions created by the SSC 3. Individual assessment agencies will create unique question papers for theory part for each candidate at each examination/training center (as per assessment criteria below) 4. Individual assessment agencies will create unique evaulations for skill practical for every student at each examination/training center based on this criteria 5. To pass the Qualification Pack , every trainee should score a minimum of 70% in aggregate 6. The marks are allocated PC wise, however, every NOS will carry a weightage in the total marks allocated to the specific QP
Assessment outcomes
1. LSC/N5001 (Prepare for operation of RMQC equipment)
Assessment Criteria for outcomes PC1. interact with supervisor and make note of work requirement for the day PC2. obtain details of type of cargo movement (loading / unloading), type of cargo vessel, container measurement, quantities, etc PC3. obtain details of the container placement in the deck (for loading) and the container codes for identification PC4. obtain details of the deck layout in the vessel and location codes PC5. make note of the total containers to be loaded / unloaded as a part of the daily schedule PC6. receive any special instruction to be followed during container handling (eg: dimension of the container, refrigerated container, etc) PC7. perform a quick checkups including breaking tests, boom operation, spreader movement PC8. check up the spreader and its dimensions as per the container type to be handled PC9. check up the trim, list and skew of the spreader

Assessment Criteria for outcomes PC10. test drive the trolley, RMQC and operate hoisting system, flippers, etc. before operation PC11. check all safety procedures are in places and is followed PC12. detect any risks during the operation and report them to supervisor PC13. ensure proper functioning of communication device, safety doors, etc. PC14. check up the functionality of all the controls of the equipment and ensure it is fit for operation PC15. obtain and wear all applicable PPE (such as jacket, shoes, etc.) and carry a communication device (eg: walkie talkie)
2. LSC/N5002 (Operate RMQC and handle container cargo)
PC1. reach the control unit part of the crane and ensure clear visibility of the crane parts, quay and vessel PC2. ensure all the controls in the operational area are functioning PC3. operate the RMQC equipment as per Standard Operating Procedure (SOP) PC4. ensure to read the signs / signals while loading / unloading of each container (eg: light signal for locking / unlocking container) PC5. coordinate with the checker (in the vessel) while loading / unloading in the vessel deck PC6. check for weather conditions including rain, wind, etc and ensure these factors do not affect container handling PC7. converse with Very High Frequency (VHF) device for communication PC8. monitor the spreader and cargo movement and functions in the screen during operation PC9. interpret any fault / warning message in the screen and report / take measures accordingly PC10. coordinate with the supervisor for loading / unloading of container cargo as per the plan PC11. move the spreader to reach the specific container to be move, place and lock the

PC2. anchor the RMQC after the operation at the appropriate location PC3. perform all applicable post operational checks for ensure proper functionality of the crane PC4. report to supervisor on the work completed and ensure smooth work transfer for next shift PC5. hand over all necessary documents, materials, etc at the end of shift as per organisation policy PC6. check the parts of the crane and inform supervisor for any maintenance activity PC7. notify supervisor on any delays, any misplacement and their locations so that it could be corrected PC8. report any damages to container / cargo that had occurred during handling PC9. report for any environmental conditions (wind, rain) which does not support material handling and halt the work
