JOB ANNOUNCEMENT: This job opportunity is being re-announced. Applicants who previously applied for this job do not need to re-apply; all applications will be considered. Conducts a wide variety of moderately complex procurement activities, to include the purchase of goods and services and administration of contracts and related work as required in support of Fairfax County Government, Receives, reviews and processes procurement requests from agencies for the purchase of goods and services, exercising discretion and judgment within established procedures and scope of responsibility. Determines appropriate procurement method and develops solicitations for one-time purchases and term contracts. Conducts pre-bid conferences and public bid openings. Coordinates evaluation of bids with agencies. Prepares award documents and makes recommendation for contract award. Monitors vendor performance and takes corrective action when necessary. Reviews requisitions to verify contract data and pricing and converts and approves purchase orders and change orders.
EMPLOYMENT STANDARDS: MINIMUM QUALIFICATIONS: Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with major course work in business administration, public administration or a related field.
BRIDGE CLASS EMPLOYMENT STANDARDS Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

PREFERRED QUALIFICATIONS: Knowledge of purchasing and contracting principles, policies and procedures. Skill in fundamental computer operations, including working knowledge of word processing through Word and spreadsheet operations through Excel. Experience with automated procurement system(s). Experience in purchasing a variety of goods and services and administering contracts for a state or local government or public school system. Excellent customer service record. Well-developed oral and written communication skills. Strong analytical and decision-making skills. Certification by a nationally recognized professional purchasing organization (CPPB or equivalent).
PHYSICAL REQUIREMENTS: Duties are generally sedentary. Employees may be required to lift documents weighing no more than ten pounds. All duties performed with or without reasonable accommodations.
