The overall Parkland Gateway development comprises the construction of a new Olympic sized pool and a new Civic Hub/Theatre. The existing swimming pool and the Willow’s theatre are to be demolished and the land which they occupy made available for future development. A construction phasing plan is required to ensure that the general public can use the old and new pools in a safe and secure way whilst the new civic hub is constructed and the old pool and theatre are demolished. It will also identify the changing site boundaries as the construction requirements progress. This plan covers the period from today until the beginning of second quarter 2010. Current activities [December 2008] The existing pool and theatre are in use. The roof is being applied to the new pool and internal fit-out has started. Planned completion, including commissioning is contracted at May 2009 The new civic hub is constructed up to second floor level. The undercroft structure has been completed. Planned completion, including commissioning ready for move in is end February 2010. Each of the two construction sites has their own hoarded boundaries. Outline plan It is planned that the old pool will close early May 2009 in order that the pool staff can be trained in the operation and safety aspects of the new facility. Following the vacation of the old pool it can be demolished starting with the Squash Courts which will provide the site of a temporary Car Park to service the opening of the 50m Pool. Once alternative parking arrangements been made the 25m Pool site will be made available for development.. Early in 2010, after the ‘Panto’ season has concluded, the existing theatre will close and it can be demolished and the land upon which it sits made available for future development. The new theatre within the civic hub will become operable in the early summer of 2010.

Phase 1. The first phase requires the closure of the car park adjacent to the old pool which has access off Westcott Road [A427]. The car park’s closure is needed to construct the development’s flood protection measures and the permanent access road into the civic hub’s undercroft [basement]. This road provides delivery access to the theatre etc. As part of his planned construction methodology, the contractor will utilize the undercroft for secure storage of materials to be used in the civic hub. The flood prevention measures are urgently required. The flood management system comprises a large underground tank which collects rainwater during a deluge and discharges it at a controlled flow rate into the public storm-water system. At present there is no such measure in place and potentially a heavy rain fall on the two pools could create a flood situation on adjacent residential plots. Due to the future levels of the development which the project has been asked to accommodate, added to the lack of adequate falls on the site, this tank is relatively large and shallow and occupies virtually all of the area currently used as dedicated swimming pool parking.
