CRASH ANALYSIS REPORT Pittwater LGA 2003 – 2007 Prepared by Michelle Carter, Road Safety Officer, February 2009

Part One

A. Introduction The Local Government Road Safety Program has been instrumental in promoting the road safety role of Local Government. By working to promote road safety in Pittwater we can assist the New South Wales Government (NSW) with their commitment in making NSW roads the safest in the world. In NSW, there are three main concerns when dealing with road safety. These are: -

B. The Challenge Pittwater Council first became involved in the NSW Local Government Program in 1996 and currently employs a full time Road Safety Officer to promote road safety in the community. With continued involvement in road safety, Pittwater Council can address its foremost challenge in raising community awareness on key issues that are repetitively raised in the Pittwater LGA. These are: -

C. Objectives of Crash Analysis Report Road safety is an issue for all members of our community as we are all road users at some time as drivers, pedestrians, cyclists or passengers. Pittwater Council is committed to road safety and the Crash Analysis Report will be used to create the Road Safety Action Plan for the Pittwater LGA. Our aim is to reduce the fatalities and accidents on Pittwater’s local roads by educating the community and thereby changing road user behavior.

Part Two

A. Pittwater Demographic Data Pittwater Council has an area of 90.62 kms and lies in the central northern part of the Sydney Metropolitan are, approximately 26kms from the centre of Sydney. The Pittwater Council area is located in Sydney’s northern beach suburbs – about 26 kms from the Sydney GPO. The council areas are bounded by Broken Bay in the north, the Tasman Sea in the east, the Narrabeen Lakes and Deep Creek in the south and the Warringah Council area in the west.

B. Pittwater LGA Suburb Overview The suburbs/localities that make up Pittwater LGA include mainland and offshore communities.

C. People of Pittwater Analysis of the age structure of the Pittwater Council area compared to the Sydney Statistical Division shows that there was a similar proportion of people in the younger age groups (0 to 17) but a larger proportion of people in the older age groups (60+). Overall, 24.3% of the population is aged between 0 and 17, and 20.8% were aged 60 years and over, compared with 23.6% and 16.7% respectively for the Sydney Statistical Division. The major differences between the age structure of Pittwater Council area and the Sydney Statistical Division were: A larger percentage of 50 to 59 year olds (14.5% compared to 12.2%); A larger percentage of 60 to 69 year olds (10.0% compared to 7.8%); A smaller percentage of 25 to 34 year olds (9.9% compared to 15.3%), and; A smaller percentage of 18 to 24 year olds (7.3% compared to 9.9%). The largest changes in age structure in this area between 2001 and 2006 were in the age groups: 60 to 69 (+1,012 persons); 50 to 59 (+417 persons); 25 to 34 (-1,276 persons), and; 18 to 24 (-396 persons).

Where we come from

Analysis of the country of birth of the population in Pittwater Council area compared to the Sydney Statistical Division shows that there was a smaller proportion of people born overseas as well as a smaller proportion of people from a non-English speaking background. Overall, 21.4% of the population was born overseas, and 8.0% were from a non-English speaking background, compared with 31.8% and 24.0% respectively for the Sydney Statistical Division. The dominant non-English speaking country of birth in Pittwater Council area was United Kingdom, where 8.9% of the population, or 4,691 people, were born. The major differences between the countries of birth of the population in Pittwater Council area and the Sydney Statistical Division were: A larger percentage of people born in United Kingdom (8.9% compared to 4.2%), and; A smaller percentage of people born in China (0.3% compared to 2.7%). The largest changes in birthplace countries of the population in this area between 2001 and 2006 were for those born in: New Zealand (-74 persons), and; United Kingdom (-70 persons).

Languages Spoken

Analysis of the language spoken at home by the population of Pittwater Council area compared to the Sydney Statistical Division shows that there was a larger proportion of people who spoke English only but a smaller proportion of those speaking a non-English language (either exclusively, or in addition to English). Overall, 87.8% of the population spoke English only, and 6.8% spoke a nonEnglish language, compared with 63.9% and 29.3% respectively for the Sydney Statistical Division. The dominant language spoken at home, other than English, in Pittwater Council area was German, with 0.8% of the population, or 419 people using this language.

Family Types Analysis of the family types in Pittwater Council area compared to the Sydney Statistical Division shows that there was a similar proportion of couple families with child(ren) but a smaller proportion of one-parent families. Overall, 50.4% of total families were couple families with child(ren), and 12.1% were one-parent families, compared with 49.3% and 15.6% respectively for the Sydney Statistical Division. The largest changes in family types in Pittwater Council area between 2001 and 2006 were: Couples with child(ren) 15 years and under (+170); Couples without child(ren) (+75); Couples with child(ren) over 15 years (-68), and; Other families (-57).

Vehicle Ownership Analysis of the car ownership of the households in the Pittwater Council area compared to the Sydney Statistical Division shows that 86.8% of the households owned at least one car, while 5.5% did not, compared with 78.1% and 12.6% respectively in the Sydney Statistical Division. Overall, 28.7% of the households owned one car; 42.2% owned two cars; and 15.9% owned three cars or more, compared with 36.4%; 30.2% and 11.5% respectively for the Sydney Statistical Division. The major differences between the car ownership of the households in Pittwater Council area and the Sydney Statistical Division were: A larger percentage of households with 2 vehicles (42.2% compared to 30.2%), and; A smaller percentage of households with 1 vehicle (28.7% compared to 36.4%). The largest changes in the household car ownership in Pittwater Council area between 2001 and 2006 was with those who owned: 2 vehicles (+455 households); 1 vehicle (-400 households), and; No vehicles (-83 households).

How we Travel to Work In 2006, there were 2,030 people who caught public transport to work (train, bus, tram or ferry) in the Pittwater Council area, compared with 17,740 who drove in private vehicles (car –as driver, car – as passenger, motorbike, or truck). Analysis of the method of travel to work of the residents in Pittwater Council area compared to the Sydney Statistical Division shows that 7.7% used public transport, while 67.0% used a private vehicle, compared with 18.0% and 60.8% respectively in the Sydney Statistical Division. The major differences between the method of travel to work of Pittwater Council area and the Sydney Statistical Division were: A larger percentage of car - as driver commuters (60.9% compared to 53.7%); A larger percentage of people who worked at home (8.4% compared to 3.9%), and; A smaller percentage of train commuters (0.5% compared to 12.3%). The largest changes in the method of travel to work by resident population in Pittwater Council area between 2001 and 2006 were for those nominated: Truck (-193 persons); Car - as passenger (-161 persons); Other (-155 persons), and; Car - as driver (-134 persons).

Pittwater Local Government Area Crash Analysis The following information provides a statistical overview of the road accident data for Pittwater Local Government Area (LGA) between 2003 and 2007.

1.

ACCIDENTS

Over the past 5 years there has been a total of 1, 373 crashes on the roads in Pittwater. This accounts to a total of 7 people killed and a total of 595 people injured. In 2007 there were 245 crashes in Pittwater, representing a decrease of 13% from 2006. After a high in 2004, the total number of crashes has generally been on the decline, as shown in Graph One.

During 2007, there were no fatalities reported on the roads in Pittwater. Injury accidents decreased by 13 (14%) from 2006 while non casualty accidents remained consistent with past years. The figures of accidents by fatal, injury and non casualty classification are represented in Graph Two.

CASUALTIES

Of the 245 accidents in the Pittwater LGA during 2007, there were 90 accidents that resulted in 108 people being injured and no accidents that resulted in a fatality. This is the highest number of casualties reported in the Pittwater LGA across the five year reporting period. Table 2 shows the total number of casualties in Pittwater LGA from 2003 – 2007 by killed and injured classification. Graph 5 represents the total number of casualty accidents which resulted in a fatality or injury in Pittwater between 2003 – 2007.

Speed has been the biggest contributing factor in accidents over the past 5 years, followed by fatigue and then alcohol (graph 6). Speed related accidents have decreased during 2007 from past years. It can be noticed from graph 6 that alcohol related accidents have increased from 2006 while fatigue related accidents remain consistent with previous years.

Pittwater, Sydney and NSW all report speed as the main contributing factor in all accidents during 2007. During 2007, speed played a part in 18% of all accidents in Pittwater, compared with 12% in the Sydney region and 16% in NSW (graph 8). In 2007, there were 44 accidents involving speed in Pittwater. 12 of these accidents resulted in casualties (graph 9).

The times in which speed plays the highest contributing factor in accidents is between 9 pm Thursday and 3 am Saturday (the next day). Speed is also the highest contributing factor in accidents between Monday and Friday 3 am to 9 pm and Saturday and Sunday 3 pm to 9 pm (graph 7). Alcohol

During 2007, alcohol related accidents played a part in 7% of all accidents in Pittwater compared with 3% in the Sydney region and 4% in NSW. Alcohol related accidents have increased from a low of 3% in 2006 to a high of 7% in 2007, as can be seen in Table 4.

As can be seen in graph 7, alcohol played the biggest part in accidents between Thursday – Saturday 9 pm to 3 am (the next day) and Saturday to Sunday 9 pm to 3 am (the next day). These timeframes are the peak social periods during the week. Alcohol played a part in 7 McLean Time Periods, the majority of which were across the weekend time frames (graph 7). Fatigue

During 2007, fatigue played a part in 7% of accidents in Pittwater (table 5) compared with a Sydney region of 7% and 8 % in NSW. Fatigue related accidents have decreased over the past 5 years from a high of 12% in 2003 to a low of 7% in 2007. In 2007, there were 18 accidents involving fatigue, 5 of these resulted in casualties (graph 11).

As can be seen in graph 7, fatigue plays the biggest part in accidents between Thursday to Saturday 9 pm to 3 pm (the next day).

Driver casualties represent the highest represented road user group, accounting for more than 50% of all casualties in Pittwater, Sydney and NSW. In Pittwater, driver casualties account for 58%, this is an increase of 5% from 2006 (graph 13).

4b.

Motor Vehicle Passenger Casualties

During 2007, motor vehicle passenger casualties accounted for 15% of all casualties in Pittwater; this is lower than the Sydney Region (20%) and NSW (22%). This figure has decreased dramatically from a high in 2002 of 25% (graph 13).

4c.

Pedestrian Casualties

Pedestrians accounted for 8% of casualties in the Pittwater LGA; this figure has decreased from 2006. Pedestrian casualties were higher than the Sydney Region (5%) and remained higher than the NSW pedestrian casualty rate of 4% (graph 12).

4d.

Motor Cyclist Casualties

Motor cycle casualties account for 6% of all casualties. This is higher than the Sydney Region (4%) and NSW (8%). This has decreased by 5% from the previous year.

4e.

Pedal Cyclist Casualties

Pedal cyclists accounted for 13% of all casualties in Pittwater for 2007; this is an increase of 5% from 2006 and the highest casualty rate for pedal cyclists across the five year reporting period. This figure was also higher than the Sydney Region (8%) and NSW (9%).

4f.

Occupant Restraint Casualties

During 2007, there were no drivers or passengers killed or injured not wearing an occupant restraint in the Pittwater LGA (graph 14). During 2003, there were 3 passenger fatalities in Pittwater, 2 of these were due to restraints not fitted in the vehicle (boot). Although there were no fatal accidents during 2004, it can be noted that 1 driver and 3 passengers were injured due to not wearing a restraint. In the Pittwater LGA, persons aged 25 years or less are most represented and account for 32% of accidents in 2006. This figure has increased 1% from the previous year (table 6).

Drivers in the 26-39 year age group have decreased by 2% from 2006 while drivers in the 40 – 59 year age group have increased slightly from 2006. Drivers aged 60 years and over accounted for 14% of accidents in Pittwater, this is consistent with past years.

During 2006, the 17-25 year age group accounted for 30% of all accidents resulting in casualties; this has increased by 4% from the previous year. 26-39 Years During 2006, 26-39 year olds account for 27% of all casualty related accidents. This is an increase of 2% from the previous year. 40-59 Years During 2006, the 40-59 year age group have accounted for 19% of all casualty related accidents. This is consistent with the previous year. During 2004, this age group experienced its highest involvement in casualty accidents with a figure of 25%. 60+ Persons aged 60 + have decreased by 3% from the previous year, accounting for 6% of all casualty accidents. This is the lowest casualty rate for this age group over the five

During 2007, males accounted for 64% and females 36% of all casualties in the Pittwater LGA, as can be seen in graph 17. Male causalities have increased by 7% while females have decreased by 7% from 2006.

Drivers in the 17-25 year age group are at the highest risk of being involved in accidents resulting in an injury. Passengers aged between 26-39 years of age are at the highest risk of being involved in accidents resulting in an injury. Motor cyclists and pedal cyclists in the 40 -59 year age group are at most risk of being injured in an accident, while pedestrians aged less than 16 years of age and between 26-39 years of age are at most risk of being injured.

It is clear from table 10 that the majority of age groups report speed as the highest contributing factor in accidents for the Pittwater LGA. Alcohol has been reported during 2007 as being the highest contributing factor in accidents for the 40 -59 age group. 0-16 Age Group The main safety concerns for this age group are pedestrians, particular males. Speed related accidents are also a concern for this age group. 17-25 Age Group The main safety concerns for this age group are male and female motor vehicle drivers and male motor cyclists. Speed contributed to 59% of all accidents in this age group which is the highest for all age groups.

26-39 Age Group The main safety concerns for this age group are both male and female motor vehicle drivers and passengers. Speed related accidents are also a concern for this age group with speed being the highest contributing factor and accounting for 22% of accidents. The 26-39 age group account for 40% of all fatigue related accidents, this is the highest across all age groups.

40-59 Age Group The main concern for this age group is alcohol related accidents followed by fatigue. Motor cycle riders and pedal cyclists are a main concern for this age group with 50% of all motor cycle accidents and 43% of all pedal cycle accidents occurring in the 40 -59 age group. 60 + Age Group The main road safety concern for this age group is female pedestrians with this age group accounting for 25% of pedestrian accidents. Speed related accidents are also an issue for this age group.

The following provides a brief summary of the crash analysis findings for the Pittwater LGA 2007. • • • • • • • •

The total number of accidents during 2006 decreased by 13% from previous year. Speed accounted for 18% of all accidents, compared with 11% across the Sydney Region. This is a decrease of 7% from 2006. Alcohol related accidents increased by 4% from 2006, accounting for 7% of all accidents. Alcohol accounted for 3% of accidents across the Sydney region. Fatigue accounted for 7% of accidents. This is a decreased of 2% from 2006. Drivers represent the highest number of casualties, accounting for 58%. This is an increase of 5% from 2006. Motor cyclists represent 6% of all casualties compared with 11% across the Sydney Region. Motor cyclist accidents have decreased by 5% from 2006. Pedestrians represent 8% of all casualties; this is 3% higher than the Sydney Region. Pedal cyclists represent 13 % of all casualties, this 5% higher than 2006. Across the Sydney Region pedal cyclists represent 8% of all casualties.

Drivers aged under than 25 are more likely to be involved in accidents, accounting for 32% of all crashes. This age group also account for the highest number of casualties. Speed accounted for 59% of all accidents in the Pittwater LGA for drivers aged under 25 years of age. Males are our most vulnerable road users in Pittwater and account for 64% of all reported casualties.

Recommended Road Safety Initiatives for 2009/2010 Based on the findings of the report it is recommend that Pittwater Council, together with the Road Safety Officer and RTA focus on developing strategies to target the following road user groups and behaviors. In doing so we can aim to decrease accidents and casualties and ensure that Pittwater roads are kept safe. Road User Groups The target groups will be: • • •
