El Paso Streetcar Project Infrastructure Procurement – Process • Streetcar Project consists of two separate procurement processes: Infrastructure and Vehicles • Infrastructure Procurement – a Request for Qualifications (completed) and a Request for Proposals • Vehicle Procurement – a Request for Proposal (issued) • CRRMA Board identifies the Selection Criteria and Scoring for each Procurement • Each Procurement will include an Evaluation Committee to develop a recommendation for Board Consideration • CRRMA Board will select the Infrastructure and Vehicle Contractors 3

January 20, 2015 – RFQ was Issued February 19, 2015 – Proposals were received by the CRRMA March 25, 2015 – CRRMA Board Identified Contractor Shortlist April 8, 2015 – RFP Scoring Criteria Identified by the CRRMA Board April, 2015 – RFP to be Issued May, 2015 – Proposals Submitted to the CRRMA June, 2015 – CRRMA Board Selects Infrastructure Contractor Mid/Late 2016 – Maintenance Facility is Substantially Complete Mid/Late 2017 – Rail & Guideway is Substantially Complete 4
El Paso Streetcar Project Infrastructure Procurement – Scoring Criteria Pass/Fail Review Price Proposal Technical Proposal

• The proposed Scoring Criteria was developed by the project consultant team (URS) and provided to the project evaluation committee for review and comment. • This is a Best Value Procurement, not a low-bid procurement. Based on the complexity of the project, it is recommended that a technical component be included in the final selection of a 5 contractor.
El Paso Streetcar Project Pass/Fail (P/F) and Scoring Proposal (80%) • Pass/Fail Review: – Major Participants and Key Personnel have not changed or CRRMA has provided written consent for a change – DBE Performance Plan evidences good faith efforts to meet goals – Proposer information, certification and requested documents are included
• Price Proposal: – Schedule of Estimated Quantities, Unit Bid Prices & Add Alternate items, per applicable provisions of the RFP

El Paso Streetcar Project Requested Board Action Items 1) Motion to adopt the selection criteria and scoring enumerated within this presentation for the procurement of the infrastructure component of the El Paso Streetcar Project. 2) Motion to authorize the Executive Director to issue the Request for Proposals, and associated documents and instruments, as they relate to the infrastructure component of the El Paso Streetcar Project.
