Project Purpose • The Old Hueco Tanks Road Project is one of the 2013 El Paso County Comprehensive Mobility Plan projects, which was to be let in 2016 • Project budget comes from the El Paso County Vehicle Registration Fee bond proceeds ($72M Bond Issuance), State and Federal Funds ($9.9M Advance Funding Agreement) • This is a jointly developed project: TxDOT completed design, Socorro provided right of way and CRRMA managed construction, construction engineering, inspection and testing • TxDOT’s completed designs were advertised and let, per Board direction, and the CRRMA now seeks to award the contract and manage construction 3

Project Scope • 4 lane divided roadway with raised median • Concrete pavement & curb, 6 ft. bike Lane, sidewalks, landscaping, continuous illumination, storm drainage, signing and striping.

Project Scope • Role of TxDOT Provide completed design plans and design services during construction
• Role of the County Provide construction funding for the project Provide Owner decisions/guidance for project issues that need resolution and/or input
• Role of the CRRMA Prepare and let project for construction bids Provide construction management services consisting of oversight, engineering testing, inspection and record keeping

MOTION to approve a CRRMA Board Resolution to: • Select International Eagle Enterprises, Inc. as the lowest responsive bidder for the Old Hueco Tanks Road Project; and • Authorize the Executive Director to negotiate and execute a contract with International Eagle Enterprises, Inc. for the Old Hueco Tanks Road Project.
