FY 2017 Proposed Work Session Follow-Up March 22, 2016 The following information is provided in response to a request by Ms. Cristol during the March 4, 2016 work session for follow up with regards to Commissioner of Revenue Ingrid Morroy’s statement that of Virginia jurisdictions with Commissioners of the Revenue, only Arlington and Falls Church house their senior tax relief program for in a different department. The table on the next page shows a comparison of localities from northern Virginia, the Richmond area, and Hampton Roads. It details which localities have a Commissioner of Revenue, whether each locality has a tax relief program for the elderly, and if the program is administered by the Commissioner of Revenue or a different department. Localities that have a Commissioner of Revenue but administer their tax relief program through a different department are highlighted.

Based on the findings of localities surveyed, including Arlington:   

22 of 27 jurisdictions surveyed have a Commissioner of Revenue (81%) In Northern Virginia, 10 out of 12 jurisdictions have a Commissioner of Revenue but in more than half of these jurisdictions, the Senior Tax Relief function is provided by an agency that is not the Commissioner of Revenue’s office. Besides Arlington, the Department of Human Services administers the program in Norfolk and Portsmouth Cities, cities which have a Commissioner of Revenue office.
