D7 Coach/Machine Pitch Interleague Rules – Spring 2017 A. General Guidelines 1. The league will be played in accordance with the 2017 Official Little League Rules, Baseball (LL Rule) and regulations with exceptions as listed in this document. 2. All Managers, Coaches, Team Moms, Umpires and Volunteers must fill out the league’s volunteer form in its entirety, provide a copy of their driver’s license and agree to a background check. This must be completed before any volunteer can be allowed to participate. All forms should be turned in during registration, if possible. After registration, the forms may be submitted to the team manager or the appropriate board member. 3. Decision Making – ALWAYS think about the best interest of the children/player when out on the field and make decisions accordingly. Please use common sense. Always consider safety, building self-confidence, fairness, leading by example and most of all, fun! 4. There must be an adult in the dugout at ALL TIMES. B. Field Preparation 1. The bases for all games shall be located 60 feet apart with the pitching rubber located 35 feet from home plate. 2. Prior to each game the field shall be lined with chalk/field line from the equipment bin. As a minimum, the field lines shall consist of the first base and third base base/foul lines and batters boxes. C. Player Participation/Lineups 1. All players that are present shall appear in the starting lineup/batting order, continuous batting order. 2. A maximum of 10 players will be placed in the field during any defensive portion of an inning. The only players allowed on the infield dirt are those players assigned to an infield position, pitcher and catcher. The remaining players will be assigned to outfield positions and placed in the outfield grass. 3. Coaches on the defensive team should take the opportunity to engage the outfield positions by instructing them on game strategy (ie. field positioning, backing up infield positions, etc). Base coaches should verbally direct the players, but are not allowed to physically touch the base runners as a means of direction. High fives are strongly encouraged. 4. As required by Little League rules all players must play a minimum of two complete innings assigned to a defensive position.

D. Game Preliminaries, Start, and Ending 1. The home team is in charge of providing an umpire/official. 2. Either Machine or Coach pitch may be used and may be different between the teams. However, teams may not use a combination and must use the same method throughout the game. The speed of a machine, if used, is determined at the beginning of the game and will not be adjusted during the game. 3. Games will last 1.5 hours or six innings, whichever comes first. If the time limit expires in the middle of the inning, the current inning shall be completed. If the game is stopped due to pitching machine malfunctions, continue the time limit when the game is resumed. E. Offense 1. An “at bat” is defined as three (3) swings by the batter. Each player shall receive up to six (6) pitches and three (3) strikes will constitute an out. A player cannot strike out on a foul ball. After three (3) swings the batter will be called “out” unless the ball is put in play. If the ball is hit foul on the third swing the batter will continue until they swing and miss, or the ball is put in play. A tee shall not be used unless both team Managers agree that it is necessary for certain players (prior to the game start). If this option is decided, the same “at bat” requirements will apply. 2. A team’s turn at bat will end when either of the following occurs: a) Three (3) outs are recorded by the defensive team, or b) The team at bat scores five (5) runs. 3. Stealing, bunting or leading off bases is prohibited. 4. Since no balls/strikes are called, there will be no walks at this level. 5. On balls hit into the outfield the batter and other base runners may advance as desired until the ball is returned to the infield dirt. Coaches must stop base runners once the ball is returned to the infield. The ball does not necessarily have to be in the possession of an infield player for this rule to apply. The object is to reward a good hit while at the same time refraining from exploiting the development of defensive skills. 6. A Batter/Runner may only advance one base on a batted ball to the infield that does not reach the outfield grass. 7. Base runners can only advance on balls hit by the batter. No stealing is allowed and the batter/runner may not advance on overthrows (i.e. if a throw gets past the first baseman the batter may not advance to second base). A player may advance no more than one (1) base on an overthrow. 8. All on-deck players must remain in the dugout until it is their turn in the batter’s box. No players are allowed to swing a bat prior to approaching the plate. There is no ondeck warm up area. 9. Runners running out of the base lines to avoid a tag will be called out. F. Defense 1. A minimum of nine (9) players is needed to play a regulation game. However, if a team does not have the minimum number of players required, the game may still be played and the coaches will work together to ensure maximum participation and learning is achieved with those players that are present. There will be no forfeits. 2. A maximum of ten (10) players will be assigned to fielding positions. Any players present in addition to the ten (10) assigned in the field will remain on the bench during the defensive portion of the inning. A team mom, coach, or manager must remain in the dugout with the players at all times. Players will not be left alone in the dugout. 3. Two Defensive Coaches can be on the field to assist and provide instruction, but must be positioned behind the base paths and cannot interfere with any play. Defensive coaches should verbally direct, but not physically touch players to assist in making plays. 4. In the spirit of sportsmanship and to provide a wide range of experience, players should be rotated to as many positions as possible during a game. Please be fair, and allow each player to experience every position, but keep in mind that some players may not be capable of playing some of the more difficult positions for safety reasons. 5. Players assigned to the Catcher’s position must wear all of the catcher’s protective equipment.
