How was the DAA created? ● Per the direction of Dr. Everett, a small group of IASBO members recommended to the IASBO Board a process for federal and state legislative involvement. ● This process was modeled after the IASA legislative process. ● In 2004, the IASBO Board approved the creation of the DAA #iasboAC17

Why was the DAA created? ● The DAA was created as a mechanism for IASBO members to share legislative issues and concerns with the IASBO Board. ● It is also a tool to begin developing strategies to address these legislative issues and concerns. ● The format was to discuss and debate long term policy issues as well as immediate items. ● It also allowed the IASBO Board to approve positions taken by its Alliance partners which hadn’t been the case previously. #iasboAC17

Reason for Selection Process ● Selection based on the two formats member associate themselves (regionally and by expertise) ● Allows for Board appointment of areas of expertise not represented by election from regional and PDC groups.

Intent not realized ● DAA allowed the Association a process to take a position on policy issues ● DAA was created to discuss and debate

How has the DAA evolved? ● Current format more about getting information then discussing and debating proposals about policy. ● How do we get to more debate and discussion as a deliberative body? ● We need to ratify IASB, IPA and IASA items on an annual basis, or review.

Current Role: Submission Process ● Two weeks before a scheduled DAA Meeting a notice is sent to the Illinois ASBO membership asking for submissions. ● Submission forms are available on the IASBO Website:iasbo/resources/legislativeresources/D AA

Current Role: Submission Process ● A submission may be a concern, issue or processing question about an agency, rule or report. Or ● A submission may be a legislative issue you would like the DAA to take action on.

Current Role: Submission Process ● Once an individual submits their form they will be added to the DAA Agenda and asked to talk about their submission at the next DAA Meeting. ● At the meeting next steps will be agreed on by the DAA Members. ● If action is required a recommendation will be made to IL ASBO Board of Directors. #iasboAC17

Current Role: Submission Process These next steps could include: • Do further research on issue • Bring back for more discussion • Form a task force on issue • Develop a white paper on issue • Add to IL ASBO Posititon Statements • Maintain issue as initiative #iasboAC17
