Director of Parks & Recreation City of Hobart, Indiana GENERAL DESCRIPTION: The position provides leadership and direction for the City’s Parks and Recreation Department. Supervises all Departmental personnel. This person serves at the discretion of the Mayor. Reports to the Mayor and the Park Board. Position Status: Full Time and compensation is based on the Salary Ordinance of the City of Hobart. Pay Range: $40,000.00 - $61,935.00 NATURE OF WORK: The employee is responsible for the overall strategic management of the Department in conjunction with the Mayor and the Park Board, including long-term, organization-wide planning; solutions for highly complex multidisciplinary problems; budget preparation and presentation; program development and implementation; policy and procedures as required; and preparation of proposals. The employee is also responsible for composing major reports; development of materials, including brochures; presentation both internally and to the community regarding program implementation; and oversight of day-to-day park and recreation operations. The employee has daily contact with other Department employees, other City employees, employees in other organizations, and the public. The employee is required to work for the continuous improvement of existing systems/procedures which will lead to new ideas and approaches of significance. A substantial level of planning and scheduling exists, usually affecting numerous employees and activities and requiring a significant amount of time. Work involves moderately complex, relatively standardized tasks, processes and operations following established laws and procedures. Work is assigned by the Mayor, who in conjunction with the Park Board, provides general guidance allowing for employee planning of procedures and methods to attain objectives. The essential job functions identified for this job are: •

Performing administrative financial planning and budgetary development responsibilities. Includes preparing annual budget, assuring that assigned areas are operating within budget, performing cost and internal control activities, monitoring revenues and expenditures, preparing budget requests, assuring effective and efficient use of budgeted funds, personnel, materials, and facilities; Planning and organizing workloads for personnel, offering assistance as needed, along with direction. Includes studying and standardizing procedures to improve efficiency and effectiveness of operations; 1

Directing the development and implementation of long and short range plans, including gathering data, interpreting and reporting; maintaining and updating Parks Master Plan; Coordinating Department programs with Hobart Events and other community organizations; Developing and implementing marketing strategies, public relations efforts, and serving on various community committees to help promote the Department; Supervising and directing subordinate personnel to include selecting and training new employees, and resolving personnel problems as they occur; Assisting Departmental operations and staff personnel as required. Attend and present Director’s Report to the Park Board at their monthly meetings; at the request of the Mayor attendance at City Council, Board of Works, and other meetings as instructed.
KNOWLEDGE, SKILLS AND ABILITIES: Equipment: The employee uses and operates a variety of office and computer equipment. Knowledge of Microsoft Windows and Microsoft Office. Knowledge of operating park equipment. Critical Skills/Expertise: All employees must possess a knowledge of general written standards and procedures utilized, and have the ability to read, interpret, and follow procedural and policy manual related to the job tasks. The abilities expected by all employees include being able to respond to supervision, guidance and direction of superiors in a positive, receptive manner and in accordance with City policies; be appropriately groomed and attired so as to present a professional image in accordance with the City mission, goals, and policies; report for work promptly and properly prepared at the time and place required by the assignment or orders; notify the Mayor of intended absences in accordance with City rules; conform with City standards and rules regarding use of accrued time; demonstrate a polite, helpful, courteous, and professional image when engaged in any activity with the public; operate and care for equipment to manufacturer’s specifications and/or within the specified parameters and in accordance with City policies; demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the public and colleagues. Critical skills/expertise identified for this job include: • • • • • • • •
Knowledge of park and recreation law as set forth by State law and the ability to interpret and implement stated responsibilities and regulations; Knowledge of City and Park administrative policies and procedures, the ability to create such policy as needed and the ability to interpret, implement and support them; Knowledge of City budgetary development process and the ability to manage operations within the budget; Knowledge of parks and recreation planning for the development of short and long range goals; Knowledge of all operational areas and the ability to direct these operations toward the achievement of common goals; Ability to supervise subordinate personnel to include the hiring and training of personnel and the ability to explain and enforce personnel policies as outlined in the City of Hobart Employee Handbook; Ability to communicate effectively, both in writing and verbally to communicate and work with Department personnel, City officials, community groups, and the public; Ability to establish, communicate and enforce procedures to assure the safety of personnel and those using Department facilities. 2

Ability to establish good working relationships with other regional park departments by exercising the capacity to coordinate, cooperate and collaborate.
Minimum Qualifications: Bachelor’s degree from an accredited college/university with major work in park and recreation management and public administration, or equivalent comparable experience in parks and recreation management. Must possess and maintain a valid driver’s license.
