Introduction The purpose of this publication is to provide Police Authority members with accurate performance information in line with the Annual Policing Plan objectives. The indicators in this document relate to performance against the 2002/03 Policing Plan (April 2002 to March 2003). The pages follow a similar format for easy use. The graphs show comparisons with past performance. Current performance has also been included with details of the relevant targets. st
The Force implemented the new National Crime Recording Standard (NCRS) on the 1 April 2002. This new standard will ensure Forces record crimes in a consistent manner whilst taking proper account of public concerns by adopting a more victim-oriented approach to reports of crime. This means Police will act on an individual’s perception of victimisation, rather than requiring evidence to prove a crime has occurred. The introduction of the new standard is having a significant impact on overall recorded crime levels and is predicted to increase recorded crime by approximately 20-25%, with the largest increases being in categories of Violence against the person, Criminal Damage and Theft. Where available, information has been presented for the last 3 years in order to provide a rolling quarterly analysis and add a historical context to the indicators. However, due to changes in Home Office counting rules and recording practices, information is not always directly comparable. Where information is available projections are based upon the historic monthly pattern of performance over the last 3 years. Projections are achieved by factoring current performance against this historic monthly pattern to generate a potential outcome for the current year. st
For example: If the Force has experienced 22.5% of dwelling burglaries in the 1 Qrt on average over st the past 3 years. The figure for the 1 Qrt of the current financial year equates to 22.5% of the total for the year, therefore extrapolating this to 100% will provide a forecast for the full year.

Total Crime Targets The target for 2002/03 is to reduce overall crime to 75.6 crimes per 1,000 population, and to 69.3 by 2005. To increase the primary detection rate from 26.5% in 2001/02 to 28.5% in 2002/03, and to 33% by 2005.
Projected Performance 2002/03 Performance for 2002/03 financial year indicated an overall crime rate of 89.2 crimes per 1,000 population, which is a 13.4% increase on 2001/02 and 13.6 % over the target of 75.6 crimes per 1,000 population. The primary detection rate was 25.4%, 3.1% below the 28.5% target.
Commentary The overall recorded level of crime has increased by just over 13% during the 2002/03 financial year to 62,297 crimes. The overwhelming majority of the increase in recorded levels can be attributed to the Force adopting the National Crime Recording Standard (NCRS) on the 1st April 2002. This is clearly evident when analysing reported incident levels, which have not been effected by the NCRS and have shown little change and remained at a consistent level. In fact the number of incidents reported during the year have reduced by 6% when compared with 2001/02. The implementation of the NCRS has fundamentally changed the way crime is recorded, its impact on overall Force crime figures makes meaningful comparisons with last year's performance impossible. As expected the crime groups containing the more minor offences have been most affected, Violence Against the Person category has recorded an increase of 63% (3,146 additional crimes) the majority of these additional crimes relate to minor assaults and harassments. Theft has seen a 30% increase (3,717 additional crimes) and Criminal Damage a 14% increase (1,461 additional crimes). The Force continues to ensure compliance with the standard via a comprehensive programme of internal audits. The Force was also subject to its first NCRS national audit during February and March, with the results due to be published in May. This audit was sponsored by the Police Standards Unit and conducted by District Audit and is the first part of a 3-year national audit programme.

Violent Crime Targets To increase the percentage of victims satisfied with the police's initial response to a report of violent crime to 84%. To increase violent crime detection rate to 70% in 2002/03 and 80% by 2005. The target for 2002/03 will be to reduce the number of public disorder incidents to 49.3 incidents per 1,000 population and to 47.8 in 2004/05.
Performance 2002/03 Figures for 2002/03 indicate a 72% satisfaction rate with the initial reponse to a report of a violent crime, which is under target by 12%. End of year figures for 2002/03 indicate a violent crime detection rate of 60.3% below target by 9.7%. The number of public disorder incidents increased slightly during 2002/03 to a rate of 50.7 per 1,000 population, above target by 3.2%.
Commentary The full year impact of the National Crime Recording Standard (NCRS) is clearly evident in the recorded levels of violent crime. Although the actual number of violent crimes recorded by the Force have increased by 57%, the number of reported incidents of violence have only increased by 4%. As reported incidents has not been effected by the new crime recording standard they provide a far more realistic picture of any actual change in the level of violence. Violent crime remains a relatively low level crime within the county, accounting for just over 14.5% of all crime recorded in Dorset during 2002/03. The level of violent crime committed in Dorset remains way below the national average of 12.4 violent crime per 1,000 population. Violent crime consists of 3 distinct offence groups, Violence Against the Person, Robbery and Sexual Offences. Violence Against the Person offences account for 90% (8,149 crimes) of all recorded violent crime. This category contains a wide variety of offences, the overwhelming majority are minor assaults where the victim received either no injury or minor injuries such as cuts and bruises. A large proportion of these offences can be connected to the main nightspots across the county and often involve 'alcohol' in some way. The remaining 10% of violent crime is equally split between Robbery (437 crimes) and Sexual Offences (498 crimes), which together accounted for a total of 935 offences. In terms of overall crime, these two serious crime categories account for 1.5% of all offences committed during 2002/03.

Domestic Violent Crime & Incidents Targets To reduce the percentage of victims of domestic violence incidents that were victims of a reported domestic violent incident from 31% to 26%. To reduce the percentage of victims of domestic violence incidents that were victims of a reported domestic violent incident within the previous 12 months involving ‘partner on partner’ violence. (No Target set. 2002/03 to be a benchmarking year).
Performance 2002/03 Performance for 2002/03 indicates that the percentage of victims of a reported domestic violence incident who were a victim within the previous 12 months at 34.4%, an increase of 3.6% on last year.
Commentary The National Crime Recording Standard and new reporting guidelines have resulted in an increase in reported domestic violent crimes making any comparisons difficult, the 2002/03 results will therefore form the benchmark for next year. The number of reported crimes increased by 429 of which 241 were victims within the previous 12 months. This had an obvious impact on the percentage of repeat victims, which increased from 31% to 34%. Our aim for next year is to reduce this level through more multiagency approach and hopefully appointing a jointly funded Dorset Domestic Violence Co-ordinator to pursue this issue. The department has recently been increased by two full time support staff and another member of on a six month attachment.

Dwelling Burglary Targets To reduce the number of dwelling burglaries per 1,000 households by 10% in 2002/03, a target of 10.2 burglaries per 1,000 households. The 5 year target is to reduce the level by 25% by March 2005, a rate of 9.6 dwelling burglaries per 1,000 households. To increase the dwelling burglary primary detection rate to 18.2% in 2002/03 and to 22% by 2005. To reduce 'repeat victims' of dwelling burglary to 6.9% in 2002/03 and to 5.3% by 2005.
Performance 2002/03 The Force recorded a total of 2,947 dwelling burglaries in 02/03 a rate of 9.73 per 1,000 households, a reduction of 11.9% on last year's performance and achieving the target of 10.2 burglaries per 1,000 households. The primary detection rate was 18.1% a slight increase on 2001/02 but 0.1% below the 18.2% target. The repeat victim rate was 7.7% for 2002/03 a reduction of 0.4% on last year but 0.8% above the target 'repeat victims' rate of 6.9%.
Commentary The reduction in the number of dwelling burglaries recorded across the county continues. End of year figures indicating a 11.9% reduction, which in actual terms amounts to 399 fewer burglaries. The 2002/03 detection rate for dwelling burglary was 18.1%, slightly below the 18.2% target. This continuing success means that the Force is currently on target to achieve the 5-year 25% reduction target set by the Home Office, with latest projections indicating a 31.8% reduction by the target date of March 2005. End of year performance is particularly encouraging and reflects the positive impact of the burglary initiative introduced last year which has proved highly successful in both reducing the number of dwelling burglaries and increasing the detection rate. Victims satisfaction with the police initial response to a report of a Dwelling Burglary remain consistently high with 2002/03 figures showing a satisfaction rate of 88%.

The 5 year target is to reduce the level by 30% by 2003/04, a rate of 12.4 vehicle crimes per 1,000 population. To increase our vehicle crime primary detection rate to 10.8% in 2002/03 and to 20% by 2005.
Performance 2002/03 The Force recorded a total of 9,417 vehicle crimes in 02/03 a rate of 13.5 per 1,000 population. This equates to a reduction of 4% on last year's performance but slightly over the target of 12.8 vehicle crimes per 1,000 households. The primary detection rate was 6.5% which is a 0.1% improvement on last year, but remains 4.3 % below the 10.8% target.

Commentary There have been a total of 9,417 vehicle crimes recorded during the 2002/03 financial year. The majority of vehicle crime recorded are thefts from unattended motor vehicles which account for 76% (7,141 crimes) of all vehicle crime recorded, the remaining 24% (2,276 crimes) relate to stolen vehicles. When looking in detail at these two specific elements of vehicle crime it is quite noticeable that performance varies. Theft of vehicles has fallen considerably and is currently down by just over 9% in contrast, theft from vehicles has seen a slight 2% decrease over the year. The vehicle crime detection rate has improved slightly on last year and although still not at the target rate of 10.8%. Increased use of forensic examinations and the positive resulting of DNA and fingerprint 'hits' will continue to ensure that the Force is making use of every opportunity to further improve the vehicle crime detection rate . Based on latest performance the Force is currently on target to achieve the 5-year 30% reduction target set by the Home Office. Incorporating the 2002/03 results, latest projections are indicating a 32.3% reduction by the target date of March 2004.

Targets To increase the number of offenders charged, reported for summons or cautioned for supply offences in respect of Class A drugs per 10,000 population by 50%, from a rate of 1.26 person per 10,000 population in 2001/02. The percentage of adults arrested referred to drug treatment programmes - (No Target set).
Performance 2002/03 Performance for the 2002/03 indicates a rate of 0.89 persons charged, reported for summons or cautioned for supply offences in respect of Class A drugs per 10,000 population. A reduction of 29% on the rate for 2001/02 The percentage of adults arrested and referred to drug treatment programmes as a result of referral schemes was 8.3%.
Commentary Commitment to intelligence led policing has meant that although available resources have been affected by secondments to major enquiries, the Force has remained able to focus efforts on the main drug suppliers Targeting of these main offenders has resulted in some positive results throughout the year and despite a fall in the over number of offenders charged the actual volume of Class A drugs seized has increased on last year. The creation of the new Major Crime Investigation Team, will ensure that divisional resources are not affected so much by major enquires and the subsequent impact on their ability to pro-actively target drug offenders at a local level. The number of persons referred to treatment programmes remains relatively constant with a good percentage actually entering treatment programmes, currently at around 25%. Enhanced funding has been obtained for 2003/04 to improve the service and quality of the arrest referral programmes across the county.

Racial Incidents and Crimes Ministerial Priority To reduce the fear of crime in all sections of the community and in particular to increase the trust and confidence in policing amongst minority ethnic communities.
Targets The determination of Dorset Police to tackle Racial Incidents should encourage the reporting of such crimes/incidents. To increase the percentage of victims of racist incidents satisfied with the police service when dealing with the incident (No target set - 2002/03 will be a benchmarking year).
Performance 2002/03 Performance for the 2002/03 financial year indicates a rate of 20.1 racial crimes/incidents per 1,000 minority ethnic population during 2002/03 (figures calculated using the new minority ethnicity population results from the 2001 census). The number of Homophobic Incidents reported are very low and for 2002/03 indicate a rate of 0.53 incidents per 10,000 population. Figures for the 2002/03 indicate a 81% satisfaction rate with the police service when dealing with the victim of a racist incident.
Commentary We are beginning to see confidence in reporting these matters to Dorset Police and the increased publicity during the launch and roll- out of third party, self and multi-agency reporting must be an influencing factor in this regard. Findings form the recently 'Racism in the Dorset Idyll' report published by the Dorset Race Equality Council have been incorporated in to our Diversity Strategy and supporting tactical plans, which seek to engage Dorset Police with minority ethnic communities across the county The establishment of a new partnership group specifically to increase confidence in reporting all hate crime and tackle it's causes, hope to do the same for homophobic crime.

Fatal & Serious Road Traffic Collisions Targets To reduce the number of road traffic collisions where a person was killed or seriously injured by 5% in 2002/03. To reduce the number of road traffic casualties amongst children (0-15 years) killed or seriously injured by 5% in 2002/03. To maintain the number of breath-tests at 2001/02 levels. To increase the percentage of victims of road traffic collisions satisfied with the police service at the scene of the collision to 95%
Performance 2002/03 Performance for 2002/03 shows that there were a total of 457 road traffic collisions where a person was killed or seriously injured, which is a 10.1% increase on last year. A total of 41 children were killed or seriously injured during 2002/03, which is a 10.8% increase on last year. The number of breath-tests administered reduced by 2.4%, equating to 262 tests. The 4th Quarter 2002/03 Results 87 % of the public were satisfied with the police service at the scene of the collision.
Commentary The number of people killed or seriously injured is obviously a cause for ongoing concern and action into 2003/04. Targets for reduction have been modified to ensure compliance with the 2010 reduction targets set by Government. (a 7% reduction target for 2003/4) The focus of the Road Policing Unit remains upon the 'Prime Routes' through the county and lately there has been a significant decrease of number of killed or serious injury collisions occurring on the A37 as a consequence of the targeted policing of 'hotspots' and high visibility initiatives. The Dorset Safety Camera Partnership is now a fully viable entity and the Operational Case for 2003/04 has been approved by the Department ofTransport. This will allow for expansion and further assist in the reduction of speed related collisions. The overall actual number of casualties in Dorset remains comparatively low, with % fluctuations based on these low numbers, particularly so in the case of child fatal or seriously injured, the majority of which are passengers in vehicles.

Responding to Emergency Calls Targets To increase the percentage of 999 calls answered within target time to 85% in 2002/03 and to 95% by 2005. To increase the percentage of incidents requiring immediate response that are responded to within local target times from to 81.2% in 2002/03 and 85% by 2005.
Public Satisfaction Targets - To increase the percentage of the public satisfied with the time taken to answer a 999 call to 95%. - To increase the percentage of the public satisfied with the arrival time of an officer dealing with an immediate response incident to 82%. - To increase public satisfaction with the police's response to 999 calls to 90.2% in 2002/03.
Performance 2002/03 Performance for the 2002/03 indicates that the percentage of 999 calls answered within target at 69.3%, which is 15.7% under the 85% target. The percentage of Immediate Service Calls attended within target at 77.0% which is 4.2% under the 81.2% target.
The 4th Quarter 2002/03 Results - 88% of the public were satisfied with the time taken to answer a 999 call. - 76% of the public were satisfied with the arrival time of an officer dealing with an immediate response incident. - 81% of the public were satisfied with the police's response to 999 calls.
Commentary The fundamental changes in Force call handling arrangements have now been in operation for just over 5 months with the single Emergency Call Handling and Response Centre located at Headquarters, backed up by a Non Emergency Police Enquiry Centre situated at Bournemouth. Since the creation of these 2 specialist centres the Force has seen a steady improvement in performance. Figures for the final quarter of 2002/03 (January 2003 to March 2003) indicate a response rate to immediate service calls of 83.9%, and that 78.1% of 999 calls were answered within the 10 second target. Call Handling remains a top priority for the Force and work continues to further improve and enhance the service provided. Recent re-inspection by the HMIC of call handling has resulted in a far more positive report, which is a direct reflection of the ongoing work and improvement seen in performance over the later months of 2002/03.
