Oxford Brookes Wheatley Campus is located to the north of the village of Wheatley. The southern boundary of the site lies adjacent to the A40 London Road which currently defines the extent of the settlement boundary at this point. The campus is located approximately 11.2km (7 miles) south east of Oxford city centre. Bicester is located approximately 25 km (16 miles) to the north with Aylesbury approximately 27 km (17 miles) to the east. Junction 8A of the M40 Motorway is within approximately 3.2km (2 miles). The site adjoins Wheatley Park School and John Watson School to the west and adjoins largely open fields to the north and to the east beyond its frontage onto Waterperry Road.

Based on our understanding of the site boundaries, we calculate that the site area extends to approximately 21.4 ha (53 acres) gross.

The freehold interest in the entire site is owned by Oxford Brookes University.

Wheatley Campus accommodates a mixed range of buildings principally used for teaching, administration, student accommodation and other ancillary purposes. The majority of the

The University has declared its intention to relocate the existing facilities to its other campuses with full vacant possession of the Wheatley Campus currently anticipated during the year 2021/22. In this respect, elements of the site are already vacant. The University is therefore selling the freehold interest in the site subject to a leaseback on part providing a phased development opportunity. The site is sold subject to all third party easements and statutory designations which might currently be passing. Interested parties must make their own enquiries and satisfy themselves in this respect.

Services Information relating to the provision of services and site drainage is provided within the Technical Pack. However, prospective purchasers must satisfy themselves in respect of the provision, capacity and sustainability of all services and drainage either on or off site.

Planning

Basis of Offers

The site falls within the jurisdiction of South Oxfordshire District Council. The Council is developing a new Local Plan which will cover the period up to 2033. Within the Plan, draft Policy STRAT 10 – ‘Land at Wheatley Campus, Oxford Brookes University’ refers specifically to the site and confirms that it is a proposed strategic allocation for housing. The draft policy sets out that the site will be developed to deliver at least 300 new homes. Following lengthy pre‑application consultation with the Council and other stakeholders, an application has been submitted which seeks outline approval for up to 500 dwellings with all matters reserved other than access. The application, reference number P17/S4254/O was registered on 19 January 2018. The target date for determination is currently 20 April 2018. Offers are invited subject to approval of the pending application for outline planning approval and the terms of a phased vacant possession programme and leaseback with the University. Other conditional offers may be considered.

Viewing Wheatley Campus remains in use and no attempt should be made to access the site without prior arrangement with GVA. Viewing days have been arranged for the 28 and 29 March between 10.00 am and 3.00 pm. Parties should contact GVA to confirm a time slot and who will be attending.
