DRWC BAORD OF DIRECTORS MEETING APRIL 28, 2017 MINUTES A meeting of the DRWC Board of Directors was held on April 28, 2017 at 8:0 a.m. at DRWC located at 121 North Columbus Boulevard pursuant to notice duly given under the by-laws of the Pennsylvania Sunshine Act. Attending: Mike DiBerardinis, Avi Eden, Jay Goldstein, Bill Hankowsky, Mike Hauptman, Alan Hoffmann (telephonically), Marilyn Jordan Taylor (telephonically), Stephanie Mays Boyd, Matt Ruben, Donn Scott, Bill Wilson, Duane Bumb for Harold Epps Also attending: Tom Corcoran, Joe Forkin, Jodie Milkman, Lizzie Woods, Rinku Modi, Karen Thompson, Lavelle Young, Jackie Lai, Shelvia Williams, Angela Sabatine, Dave Moore, Gina DiBiase, Jonathan Wheeland Members of the Dockside Community attended the meeting. Jay Goldstein Chaired the meeting while Alan Hoffmann participated by telephone. The minutes of the January 27, 2017 board of directors meeting were approved as submitted. Rinku Modi presented the financial statements for the period ended March 31, 2017 stating that the budget is consistent with past years. Jay Goldstein introduced Duane Bumb, Senior Deputy Director of Commerce, who will act as the designee for Commerce Director, Harold Epps. Jodie Milkman reported that Spruce Street Harbor Park is scheduled to open from May 12th thru October 1st and noted improvements that were made. She added that RiverLink Ferry service will commence the same weekend. Ms. Milkman also reported that Blue Cross RiverRink Summerfest will open Memorial Day weekend thru Labor Day and has the new addition of The Midway. Ms. Milkman updated the board on the season of events, the upcoming Promenade and the William R. Miller Urban Youth Activities Fund. Bill Wilson, as Chair of the EOP Committee, addressed the board stating that he would like to see more employment opportunities for minorities if/when positions come available at DRWC in the future. Rinku Modi reported that women/minority participation is up by 5% since last quarter and that DRWC is has achieved 31% overall inclusion. Joe Forkin added that the greatest strides in achieving EOP goals are made when there are capital projects. Donn Scott added that he thought the report was extremely positive.

Lavelle Young presented the plans for maintenance and security stating that DRWC received positive reports from OSHA. He then described the improvements that were made for added lighting and security presence. In response to Donn Scott, Mr. Forkin said that security on the site has not been an issue and that DRWC presently oversees 1,200 acres of land with very limited resources. Joe Forkin reported that the ADA Ramps are opening soon and that the step portion of the project is complete with work continuing on the ramp railings. Lizzie Woods reported that the Race Street Connector Phase II is on schedule to be complete by late summer. Joe Forkin informed the board the ferry sale has been completed and that DRWC now owns the ferry. Lizzie Woods reported that a joint meeting of the Programming/Planning Committees is scheduled for May 9th as a kick off to the Waterfront Arts Program. Joe Forkin reported on the continued progress to convert Pier 9 into studio and exhibit space for emerging artists and creative professionals from Philadelphia. A primary goal of the project is to preserve the pier’s historic structure and integrate the building into the waterfront and the city’s cultural life by providing low-cost work and exhibition space for creative individuals. Irene McNeil, a resident of the Dockside Community, addressed various issues and concerns about safety and maintenance of the Penn’s Landing site. Joe Forkin along with DRWC board members discussed implementation of changes and repairs to the site. The board then went into executive session. Upon resuming open session, the meeting was open to public comment. There being no further business or public comment, the meeting was adjourned.
