Dyslexia Pilot Project

ADVISORY GROUP • Special recognition to the parents and educators of the Dyslexia Coalition for their work in gaining enactment of Act 69. • PDE set up an advisory committee made up of many of the members that were instrumental in Act 69 to assist in providing support and technical assistance during the planning, implementation, and evaluation of this Act. • October was designated as Dyslexia Awareness Month by the Legislature with a special event held on October 8, 2014 at the Capitol.

GOALS OF THIS PILOT • To identify students early with reading difficulties, • To provide an “intensive evidence-based” instructional program in conjunction with a core reading program earlier to improve overall reading skills for at risk students, and • To reduce special education costs to school districts by providing intensive evidence based instruction. www.education.state.pa.us >

ELIGIBILITY Three Pilot School Districts required in legislation • 3,000 to 15,000 student population • Full day kindergarten program Three Expansion Pilot School Districts provided by PDE • Provide opportunity for school districts under 3,000 student population to participate • 60% of school districts are under the 3,000 student population so PDE decided to extend the pilot opportunity www.education.state.pa.us >

ELIGIBILITY-OTHER CONSIDERATIONS • PDE will select school districts from regions located East, Central and West in the Commonwealth to insure balanced representation: three school districts with student populations between 3,000 and 15,000 and three school districts below the student population of 3,000. • PDE reserves the right to revoke the school district’s participation and any funds associated with this Pilot if there is a change on the part of the school district’s ability to participate fully in the Project, as originally designed and committed to by the district. www.education.state.pa.us >

PARENT EDUCATION The legislation specifies that parents will receive education about dyslexia as well as evidence-based treatments. To that end, PDE has already begun to publish information about this Pilot on its website and has participated in various meetings to bring outreach efforts to parents. In addition to having a parent-liaison identified each year of this project, PDE will collaborate with each school district selected to identify how parent education efforts can be maximized in each individual setting. www.education.state.pa.us >

REQUIRED ACTIVITIES- EVALUATION • School districts must fully commit to participation in all aspects of the research including: – defined screening and assessment measures, – submission of the data on selected timelines, and – training of personnel for administration of assessment and treatment protocols.

SUMMARY • Evidence-based practices are required in the legislation and will be discussed in detail during the on-site interview, including but not limited to screening, diagnostic assessment, core reading programs, and training and program implementation. • All data collection will occur three times per school year and will be both monitored by and interpreted by the independent Project evaluation personnel, with all results reported annually and published by PDE. www.education.state.pa.us >

SUMMARY Professional staff participation in evidence-based practices, assessment tools, and instructional materials: • participate in training February to May 2015 in assessments and delivery of multisensory structure language programming, • commit to fidelity in implementation of services, which will be monitored via independent evaluation, for a minimum of three years, and • participate with classroom supports to assist in program delivery and with assigned state liaisons for ongoing research, monitoring, and data collection.

SUMMARYRESOURCE ALLOCATION

PDE will be providing $40,000 per school district for six (6) sites for a total of $240,000 each school year. PDE expects that the school districts selected to participate will commit to: • Training of personnel over the life of the Project, • Staffing necessary to implement this Project with fidelity, • Flexibility in scheduling to insure that program services are delivered with fidelity, and • A commitment to deliver program services with fidelity from 2015 to 2018. www.education.state.pa.us >
