JOB TITLE: Director (Level 1) Early Learning and Family Support Job Purpose Statement/s: Under the general direction of the Executive Director of Child Development Programs and Services, directs, manages and coordinates the planning, organization, coordination and implementation of Early Learning Quality Improvement and Family Support programs within Child Development. Exercises direct supervision of all staff hired to support Early Learning and Family Support Programs. Essential Duties: Maintains positive and effective relationships with community based programs, county governmental agencies and staff for the purposes of building community partnerships around children and family services. Coordinates and facilitates community meetings for the purpose of meeting contracted mandates and project planning. Coordinates the recruitment and training of members of community councils for the purpose of maintaining council membership. Plans, directs, coordinates, and reviews the work plan for assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meets with staff to identify and resolve problem. Selects, trains, motivates, and evaluates department personnel; provide or coordinate staff training, works with employees to correct deficiencies; recommends discipline and termination procedures in coordination with Executive Director. Provides leadership, administration and implementation support for special projects related to early care and education programs for the purpose of improving access to quality early care and education programs. Researches information, conducts surveys, and special projects for the purpose of identifying unmet program needs and suggesting new or modified programs. Plans, directs and coordinates family support services programs for the purpose of improving family functioning and child development. Facilitate meetings and complete legislative mandates. Prepare and maintain an variety of narrative an statically record, reports and files related to programs functions, instructional areas, budgets, financial activity, projects, compliance , staff development and other assigned duties.

Represent EDCOE at local, state and federal meetings.
Job Requirements and Qualifications: Educational Qualifications Required: Any combination of education and training which demonstrates the ability to perform the duties and responsibilities as described. A typical qualifying background would include a Bachelor’s degree or higher Early Childhood Education, Child Development or related field; Master’s Degree preferred.
Skills, Knowledge and/or Abilities Required:
Skills to effectively provide leadership and manage the multiple federally, state and locally funded programs within the Child Development programs. Can understand, interpret, and apply laws, policies, rules and guidelines that govern programs within the department. Can accurately communicate in writing and orally, procedural standards and conceptual information necessary for the successful operation of the program. Experienced with proposal writing, grant management and evaluation. Supervisory skills including motivation, training and evaluation of classified and certificated staff. Skills and experience in meeting facilitation and collaborative planning processes. Prepare and administer large and complex budgets; allocate limited resources in a cost effective manner. Knowledge of community resources, their referral processes and services provided; child care licensing processes; child care programs - State, Federal, and parent-fee funded; Legislative Process - local, State, Federal, parent-fee funded and Private and Public Child Care programs. Abilities to physically and mentally carry out the duties identified in this class specification; to collect, analyze, and assemble data and reports; to direct and train others; and to provide transportation to meet the requirements and duties of the position. Plan, organize, direct, and coordinate the work of professional and support personnel; delegate authority and responsibility Interact with and maintain cooperative relationships with all levels of staff and the public. Supervise and evaluate assigned personnel. Use appropriate technology for information processing Operate a computer and assigned software programs; operate other office equipment as assigned. Work independently, exercise judgement and assume responsibility of completion assigned tasks Drive a vehicle to conduct work as assigned; ability to travel both in-county, out of county and out of state, and evening or weekend meetings Identify and respond to issues, concerns, and needs. Allocate limited resources in a cost effective manner. Analyze problems, identify alternate solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new program and services delivery methods, procedures, and techniques. Communicate clearly and concisely, both orally and in writing. Licenses, Certification, Bonding, and/or Testing Required: TB test clearance, Criminal Justice Fingerprint Clearance. If required to operate a vehicle during the course of employment, must possess a valid California Driver’s License and evidence of insurability.
