Many people in Edwards County have the opinion that our communities are in a decline and that soon they will all be ghost towns. However, I have evidence to the contrary. Since November of 2010, just 7 short months, we have welcomed 7 new businesses to Edwards County and have had two businesses turn over to new owners retaining the business and the jobs they provide. That is more than 1 new business a month.

Celebrate new Businesses!

Many times people are looking for a big announcement of a new plant or a large retail store. However, over 85% of the jobs in the United States are provided by small businesses. Cultivating small businesses in our communities will provide us will more jobs than bringing in a big corporation and will ensure that the control of those businesses stays local. If you have a chance, stop in and welcome our new businesses to show your support. Doni Kay’s Café, 721 W Highway 50, Kinsley; Good Company/United Wireless, 512 S. Economic Development Q&A Question: Why don’t we have a new ambulance shelter? Answer: Last summer the county looked into applying for a grant to fund a new ambulance shelter. However, the grant source requires at least 51% of the recipients to be low or moderate income. The 2000 census shows our county at 45% LMI. A survey was sent out to try to establish 51% LMI, however, there were not enough surveys returned to qualify for the grant. So we were not able to apply for that grant because we did not meet the qualifications.

Retail gap analysis The Center for Economic Development and Business Research at Wichita State University has completed a Retail Gap Analysis Study for all counties in Kansas. This study is designed to identify underserved market areas in order to help those wanting to start a business determine whether there is a need for the particular retail venue, if it is being served by other businesses, or perhaps neighboring counties are serving that need. The report takes the amount of personal income earned by individuals in the county then divides that by the population. Then it looks at the amount of retail sales in

the county and determines what percentage of the available income of our residents is being spent in the county and compares that number to other similar sized counties in Kansas. According to the report, Edwards County is only capturing 33.6% of the taxable income of our residents as compared to similar sized counties who captured an average of 46.6% of their personal taxable income. The study also reveals how much business we are pulling from other counties. A number above 1 indicates that the county is pulling more business in than is leaving. A factor of 1 would

Another interesting feature of the report shows, by retail type, if there is a gap in that service in the community. This information can be particularly helpful to individuals looking to start a retail business and to recruiting retail businesses to the area.
