Review dates of policy reviews and notify accountable person of the need to review. Ensure that staff and parents are informed about this drugs education policy and that it is effectively implemented. Ensure that staff are given sufficient training so that they can teach effectively and handle any difficult issues with sensitivity. Liaise with external agencies regarding the drugs education programme and ensure that all adults who work with pupils and students on these issues are aware of the policy and work within this framework. The Head of Therapy will monitor the policy on a day to day basis in conjunction with related medications policies and report to governors, when requested, on the effectiveness of the policy. Monitor incidents and complaints and near misses in relation to this policy. Report to audit committee. Provide risk assessment training to staff to support this policy.

1. Introduction Research has shown that by the age of 11 many school children have some knowledge of the world of drugs. The 1995 White Paper ‘Tackling Drugs Together’ stated that schools have an important role both in reducing the misuse of drugs and in minimising their health risks. The government’s Drug Strategy 2010 ensures that school staff have the information to support children and young people in this respect. Drugs education should contribute to: 

Increasing the safety of communities from drug related crime



Reducing the acceptability and availability of drugs for children and young people.



Reducing the health risks and other damage related to drug misuse.

In Education Services we believe that drugs education should provide: 

Informative and accessible learning materials



Access to a range of expert, knowledgeable and credible adults for support and information.

Stimulating and enjoyable classroom tasks to support learning and opportunities to develop knowledge and understanding in a challenging and safe atmosphere.

Central to the values and practice of Education Services is the principle of sharing responsibility for the education of pupils and students with parents/carers by keeping them informed at all times. Effective communication and cooperation is essential to the successful implementation of this policy. Where appropriate, the support of other professionals will be sought to explore the issues for pupils where there is an identified need. It is important to recognise that, whilst the number of young people who use and misuse substances is rising, large numbers of young people choose not to use or misuse substances. The schools and college will support the differing needs of all its pupils with respect to drugs education. This policy was written following consultation with Governors, teaching, therapy, nursing and support staff, parents and students. The consultation was conducted through 1:1 meetings and feedback on drafts. It is reviewed annually.

2. Purpose To support the health, welfare and safety of all Education Services members. This policy is available to parents and carers. A list of support agencies and literature is available on request (also see Appendices).

3. Policy Statement 

The Percy Hedley Foundation is opposed to the misuse of drugs and the illegal supply of these substances.



The Educational Services are committed to the health and safety of all their members and will take action to safeguard their wellbeing.



Educational Services acknowledge the importance of their pastoral role in the welfare of young people and believe they have a duty to inform and educate students on the consequence of drug use and misuse.



The schools and college take a proactive stance on this matter believing that health education is a vital part of the moral, personal and social education of every pupil.

4. Definitions / abbreviations Drugs

Any substance that affects your body . This includes socially acceptable and unacceptable drugs including tobacco, alcohol, prescribed and over the counter medicines and illegal substances. It also includes solvents, new psychoactive substances, and legal highs.

5. Procedures 5.1 No individuals should be under the influence of drugs while on the school premises (within the boundary of the external fence) unless a doctor’s note indicates that this does not affect the individual’s capacity to perform their duties, take care of children and young people in their charge or, in the case of pupils and students, participate in lessons. 5.2 Authorised and prescription medications are managed in accordance with the Education Services Safe Administration of Medication policy. 5.3 Drug related incidents are managed in the context of the school’s commitment to the safety and welfare of all students and staff and the law concerning drugs. 5.4 The Head of School retains the responsibility for deciding how to respond to particular incidents in conjunction with senior staff. This will take account of the individual concerned and whether they are a pupil or student, parent or member of staff. Each incident will be dealt with on an individual basis and will include liaison with police services and the media as appropriate. 5.5

All incidents are recorded in the incident monitoring log (CPOMS).

5.6 Any individual deemed to be at risk will be treated in relation to the Education Services policy on Safeguarding and child Protection. 5.7 Drugs Education will be taught as part of the PHSCE programme in a manner and level appropriate to the child or young person’s level of understanding. 5.8 Information relating to drugs incidents will be disclosed only as needed with attention to the rights and needs of children and young people. 5.9 The support team around the child or young person will include teaching, therapy and nursing staff who will liaise closely with the Senior Leadership team.

5.10 Staff will receive clear guidance on drugs education and the code of conduct through induction training and the staff handbook. The policy will be available to all through the staff section of the website and via hard copy if needed. 5.11

A flow chart providing guidance on pathways is appended to this policy.

6. Monitoring & Review Overall responsibility for the operation of the policy and procedure lies with the Chief Executive. The effectiveness of the policy and procedure will be formally reviewed and monitored as a minimum on a 12 monthly basis, to ensure that it continues to meet the requirements of The Foundation, the specific service areas and that it reflects best practice and statutory legislation as appropriate.
